    <div class="html-content"><br><div><p><strong>COVID-19 PAYMENT UPDATE  </strong></p><p>Expiration Status for Non-Working Student, Graduate Assistants and Contractual Employees During Remote Work Period</p><p>Effective <strong>May 20, 2020</strong>, student employees who are <strong><u>not</u></strong> working will no longer be paid and should not record hours with the COVID19 code.  Students who are working, either remotely or as required on campus, should continue to report work hours and will continue to be paid.</p><p> Graduate assistants and contractual employees (contingent I/II and part-time faculty) <strong><u>must</u></strong> have an active contract (or contract renewal) on file and processed in the HR system to maintain a paid status. <strong>Expired contracts will result in discontinued payments.  </strong><span>Please share with your supervisors and applicable employees so everyone is informed accordingly.  </span><span>Thank you.</span></p><p><span>Sherrell McNamara</span></p><p><span>HRIS Manager</span></p></div></div>

<Title>Job Well Done Award Recipients Announced</Title>

    <div class="html-content"><p><img src="https://hr.umbc.edu/files/2020/04/Project-Well-Done-Awardspring2020-300x300.png" style="max-width: 100%; height: auto;"></p><p>The Department of Human Resources is pleased to announce that the  <strong>Undergraduate Academic Affairs (UAA) Academic Advocate Case Management System group project</strong> has been selected to receive the spring 2020 Job Well Done Award. </p><div><div>The UAA Academic Advocate Case Management System project began in May 2019 to meet the needs of the newly formed <a href="https://academicadvocacy.umbc.edu/" rel="nofollow external" class="bo">Office of Academic Advocacy</a> of the <a href="https://academicsuccess.umbc.edu/" rel="nofollow external" class="bo">Academic Success Center.</a>  The Division of Information Technology (DolT) and UAA met to plan a collaborative project to build a case management system. This project was on an accelerated timeline to be completed by Fall 2019, and while it fell outside of the normal duties for most of the team members, it directly leveraged their skills and expertise. The Academic Advocates are a direct result of the UMBC Strategic Plan and contribute to the mission of Student Success.  </div><div><br></div><div>The project team was made up by members of DoIT including Ken Schreihofer, Manager, Business Intelligence and Student Success Technologies, Joe Kirby, Assistant Vice President, Business Systems, Frank Elmore, Software Developer, Kevin Joseph, Senior Director, Business Intelligence, Jen Moser, Developer/Analyst, Business Systems, and members of UAA including Dr. Amanda Knapp, Associate Vice Provost and Assistant Dean, and Dr. Delana Gregg, Director of Academic Learning Resources, Assessment, and Analysis.  The team worked closely and collaboratively on various parts of building a case management system using tools and systems already on campus, including the Request Tracker (RT) system and the REX Data Warehouse. </div><div><br></div><div>The goal of this project was to develop a case management tool for use by the <a href="https://academicadvocacy.umbc.edu/meet-your-academic-advocates/" rel="nofollow external" class="bo">Academic Advocates</a> in interacting with students, managing referrals and cases, tracking their actions, and effectively analyzing and reporting on their work. Similar initiatives at other schools require a high level of detail-oriented data logging and information management to allow the Academic Advocates to work at an efficient and rapid pace. A goal of the project was to deliver an effective tool to track that data, while leveraging existing campus insights into students at risk. </div><div><br></div><div>Academic Advocates seek referrals from other campus partners to know when a student is in need. The <a href="https://academicadvocacy.umbc.edu/student-referrals/" rel="nofollow external" class="bo">referral form</a> went live in September 2019 on the Academic Advocacy Website. The form supports options for Staff, Faculty, and self-referral. If a case exists, it will update the case with the additional referral. If one does not exist, it will create a new ticket and assign the corresponding Academic Advocate based on the student's primary college.</div><div>The outcome of this effort was to provide the Academic Advocates with the tools and insights to work effectively and at scale. There are touches that go beyond just a normal system: the Academic Advocate dashboard advises the staff member about what risk factors impact a student and how to best meet their needs. REX will automatically create tickets when a student meets a given threshold for risk.</div><div><br></div><div>The creation of the Office of Academic Advocacy was a result of the UMBC Strategic Plan, and is directly tied to promoting student success and better student outcomes. The system allowed the Academic Advocates to immediately jump in and track their work with students.</div><div><br></div><div>The Department of Human Resources would like to congratulate the group on receiving this honor.   The members of the group will receive a celebratory lunch at the Skylight Lounge, a certificate, and an invitation to the annual Service Awards Ceremony.  In addition, the group project will be added to the Job Well Done Award plaque located in the Department of Human Resources.  </div></div><div><br></div></div>

    <div class="html-content"><p>Employees who have <a href="https://hr.umbc.edu/benefits/retirement-information/supplemental-retirement-accounts/" rel="nofollow external" class="bo">supplemental retirement accounts</a> and are experiencing
    financial hardship have new withdrawal and loan options under the Federal Coronavirus
    Aid, Relief and Economic Security Act (CARES Act).</p><p></p>
    
    <p>The USM Supplemental Retirement Plans (SRA) adopted
    changes under the CARES act to its TIAA and Fidelity 401(a), 403(b), and 457(b)
    plans.<span>  </span>The CARES Act was created to
    provide financial relief to individuals and families, small businesses, and the
    aviation, healthcare, and education sectors.</p><p>Please see the following <a href="https://umbc.box.com/v/usm-sra-caresact-2020" rel="nofollow external" class="bo">USM memo</a>.</p>
    
    <p><strong>Coronavirus-related Distributions</strong></p><ul><li><span>10% early withdrawal penalty and 20% tax
    withholding waived</span></li><li><span> </span><span>$100,000 limit across all SRA plans</span></li><li>Income taxed over three years
    with taxpayer ability to re-contribute within three years regardless of that
    year’s cap</li><li>Participants self-certify that they’re impacted</li></ul><p></p>
    
    <p><strong>Coronavirus-related Loans</strong></p><ul><li><span>Loan limit increased to the lesser of $100,000
    or all of vested account balance</span></li><li>Repayments due between the date of CARES
    enactment and year-end delayed one year</li><li>Participants self-certify that they’re impacted</li><li>Existing loan payments may be suspended through the end of the 2020 calendar year. Payments will begin again in January 2021.</li></ul><strong>Temporary Suspension of Required Minimum Distributions (RMDs)</strong><span> </span><strong><br></strong><ul><li><span>Request a Suspension of Required Minimum Distributions (RMDs) due in 2020</span></li><li><span>Initial RMDs still due to be taken before April
    1, 2020</span></li><li>Participants who want to continue taking their
    distributions will be able to do so.</li><li>Financial vendors can verify if you meet RMD criteria</li></ul><p></p>

    a number of lifestyle changes, including closed daycare facilities, unnecessary
    before and after-school care, or even a new need for daycare.</span></p>
    
    <p><span>If you have experienced
    either a reduction in dependent care costs or a new need for dependent care,
    you can request a change to your <a href="https://dbm.maryland.gov/benefits/Pages/FlexibleSpending.aspx" rel="nofollow external" class="bo">Dependent
    Care Flexible Spending Account</a> (DCFSA) or enroll in a DCSFA for the remainder
    of the 2020 calendar year. <span> </span></span></p>
    
    <p><span>To make a change to your
    DCFSA or enroll in a DCFSA, please login to your <a href="https://wd5.myworkday.com/wday/authgwy/stateofmaryland/login.htmld?returnTo=%2fstateofmaryland%2fd%2fhome.htmld" rel="nofollow external" class="bo">SPS
    Workday account</a> and select the Benefit Event Type, “<strong>Employee:
    Change in Dependent Daycare”</strong>. Here is a link to some <a href="https://dbm.maryland.gov/sps/Documents/Initiate%20Life%20Event%20-%20Change%20in%20Dependent%20Daycare%20FSA%20COVID-19%20QRG.pdf" rel="nofollow external" class="bo">helpful
    instructions</a> for completing this event in your SPS Workday account.</span></p>
    
    <p><span>Please note: EBD has
    temporarily <strong>removed</strong> the supporting
    documentation requirement for this benefit change.</span></p>
    
    <p><span>Please consider the overall
    impact to your annual 2020 daycare costs, as the DCFSA runs through December
    31, 2020 and is subject to the IRS maximum of $5,000.00 per household per year.

    <div class="html-content"><div><div><p><span>The U.S. Department of Homeland Security (DHS) announced that they have relaxed its “physical proximity” requirements associated with the completion of Section 2 of the Form I-9. Employers can take advantage of this relaxed standard <strong><em><u>ONLY IF</u></em></strong> the entire workforce is completely working remotely. </span></p><p>Therefore, UMBC Payroll has developed a “<strong>DocuSign Remote Work I-9 Form</strong>”  to allow for these process changes. Departments can now review supporting documentation remotely (e.g., over video link, fax, or email, etc.). This Remote I-9 form will be used during the remote work period.  </p><p><span>The “DocuSign Remote Work I-9 Form” will be completed by the following. </span></p><ul><li><span>Payroll Preparer (as the Authorized Representative) </span></li><li><span>Employee </span></li><li><span>Reviewed by the UMBC HR Payroll Team </span></li><li><span>Payroll Preparer (as the Authorized Representative) for the final physical documentation review </span></li></ul><p><span>The Remote I-9 document review requirements will be implemented until May 19, 2020, or within three business days after the termination of the National Emergency, <strong><u>whichever comes first. </u></strong> </span></p><p><span>At that time, <strong>th</strong></span><span><strong>e employee must bring the original I-9 identity/work authorization documents to payroll preparer/departmental representative, the document(s) can should be examined to confirm;</strong> </span></p><ul><li><span>it appears to be reasonably genuine and corresponds to the new employee; and  </span></li><li><span>it is consistent with the information provided on the I-9 (i.e. the Social Security Card number matches the information on the card, and all documents are unexpired). </span></li></ul><p><span>A reminder communication will be issued to the campus via the myumbc payroll/hr group when the campus opens to “ALL EMPLOYEES/PUBLIC”.  </span></p></div><div><span><br></span></div><div><br></div></div></div>
