<Title>Teresa Lupinek Announces Retirement</Title>

    <span>Dear Members of the UMBC Community,<br><br>After more than 35 years of service to UMBC, Executive Administrative Assistant to the President Teresa Lupinek has announced she will retire, effective April 1, 2019. Please join us in celebrating her career and outstanding service to the UMBC community at a reception on Wednesday, March 6, 4-5:30 p.m. in the Library Gallery. Light refreshments will be available.<br><br>Throughout her career at UMBC, Ms. Lupinek has approached each of her roles with incredible professionalism, integrity, and poise. She has worked in several key administrative positions since joining the UMBC community in 1984, starting in the Biology Department and moving to the Career Center shortly after. An integral member of the Career Center team, Ms. Lupinek was responsible for all business services and office manager duties for the growing department, including management and training of student workers and support staff. Her attention to detail and strong background in art and design led to the expansion of her role to include handling the design and print production of invitations and marketing materials for high-profile Career Center events and job fairs.<br><br>In 2012, she served as interim executive administrative assistant to the Provost’s Office before advancing to the role of executive administrative assistant to the president. Using her extensive experience in office management and strong business acumen, Ms. Lupinek excelled in supporting the President's Office with scheduling and the creation of meeting briefings and agendas in a highly demanding, fast-paced environment. In collaboration with colleagues, she helped introduce several technologies to streamline elements of the office, making it more efficient and organized.<br><br>Ms. Lupinek also was very active in supporting and representing the campus community. She worked with campus leaders to recognize non-exempt staff as part of the UMBC Plan of Organization, resulting in the creation of the Non-Exempt Excluded Staff Senate shared governance group. In addition, she served as a member of the University Staff Development Committee, where she helped shape professional development programs for community members. She also served on the Financial Advisory Board and was an important voice in the implementation of PeopleSoft.<br><br>Outside of UMBC, Ms. Lupinek continually practiced her passion of art. She taught calligraphy and exhibited mixed media art in juried art shows through the Baltimore Women's Art Community. Her work was included in the "Her Hands" art exhibition and displayed in UMBC’s Library Gallery. A gifted calligrapher, she hand-lettered invitations for President Ronald Reagan's second inauguration through her involvement in the Howard County Calligraphers' Guild.<br><br>Over the past seven years I have had the distinct pleasure of working with Ms. Lupinek each day. She regularly goes above and beyond the requirements of her position to find ways of supporting others. Her kindness and collaborative spirit are an inspiration to us all and reflect the values and culture of our wonderful UMBC community. Ms. Lupinek will be greatly missed as a colleague and a friend. I hope you will join me in expressing our thanks for all she has done for the UMBC community.<br><br></span><span><em>President Freeman Hrabowski</em></span>

    <div>GAAC has completed an analysis of a proposed bill that would impact GAs at UMBC and other institutions of the University System of Maryland. It is HB 270, the Graduate Assistant Collective Bargaining Fairness Act. </div>
    <div><br></div>
    <div>The executive summary of the document is copied below, and the complete document is attached.</div>

    <div><strong><u>Executive Summary</u></strong></div>
    <div><br></div>
    <div>The purpose of the document is to describe the position of the GAAC at UMBC on HB 270, the Graduate Assistant Collective Bargaining Fairness Act, and to provide the reasoning for our position. GAAC arrived at its position on the matter by taking four points into account:</div>
    <div><br></div>
    <div>1) Unclear benefits from the contracts that would be negotiated under collective bargaining, an issue which GAAC will investigate further,</div>
    <div><br></div>
    <div>2) Additional GA expenses that may arise from passage of the bill,</div>
    <div><br></div>
    <div>3) The impact of unionization on existing relationships, and;</div>
    <div><br></div>
    <div>4) Political considerations of the proposed bill. <br>

    <div><br></div>
    <div><strong><em>In light of the considerations of the above and through the present document, GAAC advises GAs that it is our opinion that the proposed right to collective bargaining as it is contained in HB 270 does not carry the expectation of benefits for GAs at UMBC in excess of the risks that it would have GAs incur. We therefore do not support the bill moving forward as it is currently drafted.</em></strong></div>

    <p>We'd like to take a moment to thank the campus community for the support over the last year!</p>
    <p><br>The Retriever Essentials program has made significant strides in addressing hunger and homeless among our UMBC students. Last semester 100 bags of groceries were packed and delivered, an almost 100% increase from the previous academic year. Save a Swipe collected 280 meals and helped feed 23 students while they were on campus, and this semester students donated 375 meals to the program--we are so grateful for the ability to feed even more students through Save a Swipe this semester.</p>
    <p><br><em>This success is attributed to you, the UMBC community, as you have stepped up and donated your time, energy and resources. </em></p>
    <p><em><br></em>Yet, as time progresses we are discovering more students in need. Retriever Essentials is currently working toward sustainable methods to support them but we need your help!</p>

<Title>Digital Workflow Promotes More Comunication and Efficiency</Title>

    <span>For months now, newly accepted students have been facing the
    important decision of where to attend college. For most, one of the biggest
    factors will be how much money they are able to secure in financial aid. In
    order to help students make this crucial, time-sensitive decision, the </span><span><a href="https://financialaid.umbc.edu/" rel="nofollow external" class="bo"><span>Office of Financial Aid and Scholarships</span></a></span><span> (OFAS) at UMBC makes it a top priority to provide students
    with all the information and resources they need as soon as possible.</span><span><br></span>
    </div>
    <div><span><br></span></div>
    <div><span>To do so, OFAS has picked up DocuSign, the electronic
    signature and digital workflow platform being utilized all throughout UMBC. By
    converting numerous key forms to DocuSign, OFAS hopes to expedite and simplify
    the process of securing financial aid for both students and staff. This
    includes giving students and parents direct, immediate access to the
    Scholarship Agreement, Loan Increase, Dependent Verification and other such
    forms through a secure email. The signer can then follow useful tooltips that
    guide them step by step through the form before sending it on its way with just
    a click of the mouse. A process that once took many days can now be completed
    in mere hours as DocuSign uses notifications and reminders to encourage rapid
    compliance. <br></span></div>

    <span>OFAS staff worked hard with the </span><span><a href="https://doit.umbc.edu/" rel="nofollow external" class="bo"><span>Division of
    Information Technology</span></a></span><span>
    to make these forms as intuitive as possible. For starters, these forms can
    pull information from UMBC databases and PeopleSoft to prepopulate numerous
    fields before the student even opens the document. Once the student enters the
    form, the fields that haven’t been filled out for them will contain restrictions
    such as character limits and formatting guides that can prevent the student
    from submitting the form with incorrect information. If mistakes do make it
    through, OFAS staff can terminate the form and resend it immediately along with
    an email clarifying what needs to be fixed. Compliance Specialist <strong>Joe Scott </strong>says that this flexibility
    along with quick communication makes it much easier to process these forms
    efficiently while also improving the experience for students and parents.</span><span><br></span>

    <div><span>Associate Director <strong>Cory
    Ziegenfuss </strong>praises the significant reduction of time and paper spent
    signing, processing and storing these forms. Staff can assign the resources
    they’ve saved using DocuSign on other projects, thus improving the overall
    efficiency of the department. </span></div>

<Title>Emergency Phonemail Repairs Complete</Title>

    <div class="html-content"><span><p><span>At 7pm we completed the emergency repairs on the phonemail system while maintaining all data stored on the node. Since that time all phonemail services are fully operational. We will continue to monitor the status of the system for the next few days to ensure a full resolution to this problem. </span></p>

<Title>Emergency Phone Mail and Call Processing Outage Later today</Title>

    <p><span>Beginning over the weekend and continuing into today a number of users and phone numbers may have experienced intermittent phonemail service including both voicemail and call processing boxes. We are experiencing hardware failures in one of the campus phonemail nodes and have been working with our vendor to diagnose the problem. </span></p>
    <p>We will be doing an emergency repair starting today between 3 and 4 that will affect access to part of the voicemail and call processing boxes on campus. </p>
    <p><span>During the repair window the campus should expect some system voicemail outages as we will need to take some systems offline to install new hardware. We anticipate this outage being around 2 hours, after which time the entire system will need to be taken off-line for 20 minutes to re-sync the new hardware. This larger outage will not occur before 5:30pm tonight. </span></p>

    <p><span>We apologize for any inconveniences this may cause and the short notice. The system has been failing at an alarming rate, and we feel that we have to act now to prevent more severe outages. </span></p>
