<Title>Extraordinary Times and Extraordinary Community</Title>

    <div>Dear Members of the UMBC Community,</div>
    <div><br></div>
    <div>Many are calling this period a defining moment for humankind, and history will judge us by how we respond. As the COVID-19 crisis continues to unfold, we want you to know how proud we are of the ways that our community of inquiring minds has already been adapting. Thank you for all that you are doing to support one another, your families, and fellow citizens during these challenging times. </div>
    <div><br></div>
    <div>Campus leaders are meeting daily to navigate this rapidly changing reality, and we are working closely with USM Chancellor Jay Perman, other System campuses, and shared governance groups to plan necessary transitions in teaching, learning, research, and the daily life of our campus community. </div>
    <div><br></div>
    <div>We have had difficult decisions to make, and we have made them with the understanding that the health and safety of our community must be our top priority. In partnership with the <a href="https://www.usmd.edu/newsroom/news/2004" rel="nofollow external" class="bo">University System of Maryland</a>, we have determined that this means extending distance learning for the remainder of the spring semester. During this time, UMBC will remain open for student support services and business operations. In accordance with guidance provided by the Governor, employees will continue to work remotely whenever possible. </div>
    <div><br></div>
    <div>To our undergraduate and graduate students: We know you have been concerned with what happens next, and we are all feeling for you and with you. There is so much you hoped to do this semester, and it is such a disappointment to have these plans interrupted. Online instruction begins on Monday, March 23, and will continue throughout the semester. Faculty have been working with the Division of Information Technology and each other to ensure the highest quality of instruction. </div>
    <div><br></div>
    <div>To the Class of 2020, in particular, please know we recognize how hard you have worked to achieve your goals. We are very sorry that we will not be holding in-person Commencement ceremonies this spring. We know how difficult this is for you, your families, and your friends. Just know this is not the end. We may not be having the in-person ceremony, but we will find ways of recognizing you and celebrating your achievements.</div>
    <div><br></div>
    <div>A special thank you to our faculty and staff who have been doing everything they can to provide emotional, academic, and other types of support to our students. </div>
    <div><br></div>
    <div>Over the coming weeks, patience and understanding will be essential as all of us adjust to these changes. We know that many students, faculty, and staff have questions, and we are committed to providing information and support. Pressing concerns we have heard include the following.</div>
    <div><br></div>
    <div><ul>
    <li>We know that the shift to distance learning may have financial implications for students and families. We are working closely with USM to establish a system for refunds. We will announce more details in the days to come. Students with immediate resource concerns are encouraged to contact <a href="mailto:covid19@umbc.edu">covid19@umbc.edu</a>.</li>
    <li>Students who normally live on campus will soon receive information about the process for safely retrieving their belongings. Until this is established, students who have left campus for spring break will continue to be unable to access their residence halls. Students with an urgent need to retrieve items from their residence halls prior to this announcement may contact <a href="https://reslife.umbc.edu/contact-us/" rel="nofollow external" class="bo">Residential Life</a>.</li>

    <div>We appreciate your patience and partnership as we move forward together in this new reality. Most important, we hope all of you and your families remain safe and healthy.</div>

    <div>Currently, there are no confirmed cases of COVID-19, also known as coronavirus, connected with UMBC.</div>

    <div><strong>Student Services and Support</strong></div>
    <div><ul>
    <li>The University System of Maryland understands students have financial concerns regarding housing, dining, and other expenses and provided an <a href="https://www.usmd.edu/newsroom/USM_Statement_Room_Board_Policies_COVID-19.pdf" rel="nofollow external" class="bo">update</a>. We are working through the process to make this happen.</li>
    <li>Student employees should work with their supervisor to determine if they can work remotely. Student employees who cannot work remotely will remain in paid status.</li>
    <li>True Grits will serve lunch (10:30 a.m. to 1 p.m.) and dinner (4:30 to 6:30 p.m.). All food will be served in to-go containers and must be eaten elsewhere.  </li>
    <li>The library will be closed until further notice. If you need access to library services, please let us know at <a href="mailto:covid19@umbc.edu">covid19@umbc.edu</a>.</li>
    <li>University Health Services will be open Thursday, March 19 and Friday, March 20 from 8:30 a.m. – 5 p.m. by appointment only. No one will be allowed entry into the clinic without a telephone pre-screening. Please call 410-455-2542. The Counseling Center will be providing students with crisis support remotely via Webex and phone from 8:30 a.m. – 5 p.m. Please call 410-455-2472.  </li>

    <div><strong>Academic Continuity</strong></div>
    <div><ul>
    <li>Online instruction will begin on March 23. Resources for students and faculty can be found <a href="https://covid19.umbc.edu/online-instruction-resources/" rel="nofollow external" class="bo">here</a>.</li>

    <div><strong>Business Continuity and Staff Support</strong></div>

    <li>Human Resources continues to provide <a href="https://my3.my.umbc.edu/groups/insights/posts/91392" rel="nofollow external" class="bo">updated guidance</a> on telework and leave. </li>
    <li>At this time, the mail room will be open each work day from 8 a.m. to noon. Please call ahead 443-612-2273.</li>
    <li>The State of Maryland has alerted the University that only critical payments will be processed during this time. Purchases made during this time must be mission critical or essential for research. The Paw procurement system and the p-card will continue to be used for these transactions, but purchasers must contact Elizabeth Moss (<a href="mailto:emoss@umbc.edu">emoss@umbc.edu</a>) to coordinate the process. Recurring monthly p-card payments, such as for copiers or advertising, should continue to be made. </li>

<Title>Updated Guidance from Human Resources</Title>

    <div class="html-content"><span><p><span>Dear UMBC Faculty and Staff, </span></p>
    <p><span>During this rapidly changing situation, UMBC is committed to ensuring the safety of our faculty, staff, and students. UMBC is responding to the COVID-19 outbreak in coordination with the University System of Maryland (USM) and the State of Maryland. The USM recently released </span><a href="https://hr.umbc.edu/files/2020/03/COVID-19-TIMEKEEPING-INSTRUCTIONS_03.18.2020.pdf" rel="nofollow external" class="bo"><span>additional guidance</span></a><span> on implementing remote work and advice for those in at-risk groups.   </span></p>
    <p><span>As our business operations resume on Thursday, March 19, the following guidance applies:</span></p>
    <ul>
    <li><p><span>No staff member who is immuno-compromised or otherwise considered by </span><a href="https://www.cdc.gov/coronavirus/2019-ncov/specific-groups/high-risk-complications.html" rel="nofollow external" class="bo"><span>CDC guidance</span></a><span> to be high-risk regarding COVID-19 will be required to work on campus. Faculty and staff over the age of 60, or those with underlying conditions, can contact </span><a href="mailto:covid19hrresponseteam@umbc.edu" rel="nofollow external" class="bo"><span>human resources</span></a><span> on a confidential basis to arrange telework or leave.  </span></p></li>
    <li><p><span>Supervisors will notify employees who are needed to work on campus. Compensatory time or additional compensation will be given to non-exempt employees whose work is to be performed on campus.</span></p></li>
    <li><p><span>Buildings on campus will remain secured. If you must access your building, please call the UMBC Police Department at 410-455-5555. </span></p></li>
    <li><p><span>All other staff, faculty, and students should remain off-campus, with employees working remotely as instructed by their supervisor. Remote work during COVID-19 related events does not require a telework agreement. The restriction on teleworking from home when caring for children or other dependents will be waived if the employee believes they can safely and productively telework while providing any necessary care. We urge supervisors to practice flexibility with their employees.   </span></p></li>
    <li><p><span>UMBC will follow state and federal health protocols for the safety of persons on campus, including cleaning and sanitizing of campus facilities as well as practicing safe community mitigation practices such as social distancing.</span></p></li>
    <li><p><span>UMBC has made provisions for all faculty, staff, and students to remain in a paid status at the present time. Additional updates will be provided as guidance from the USM, State, and federal government evolves. </span></p></li>

<Title>Update on COVID-19 testing and telework</Title>

    <div>Dear UMBC Community,</div>

    <div>The COVID-19 Incident Management Team is committed to keeping the campus informed during this evolving public health emergency. On Sunday, we first notified you of an individual being tested for COVID-19. We have also been made aware of an additional situation, in which an individual who attended Faculty Senate on March 10 when feeling well is also now experiencing symptoms and being tested for COVID-19. Test results are not yet available for either individual, and we expect to hear about more of these situations in the days to come. Please note that so far we have no knowledge of any positive cases in our community.</div>
    <div><br></div>
    <div>Given that COVID-19 is now circulating in Maryland, and based on public health guidance, we will no longer be communicating when individuals report symptoms of COVID-19 and will continue to emphasize prevention messages. We will communicate if a UMBC community member tests positive for the virus. If that individual has recently been on campus while symptomatic, we will also work alongside the health departments to identify, contact, and advise those with direct contact to individuals who have tested positive. This guidance may continue to evolve.   </div>
    <div><br></div>
    <div>Given how widespread we now know exposure to be and following Governor Hogan’s emergency orders, we remind you that beginning Thursday March 19,  all campus offices and departments will be open but the physical campus will be closed. <u>Only people with explicit permission should be on campus</u>. All other staff, faculty, and students should be off-campus, with employees working remotely or on leave. The University System of Maryland recently released <a href="https://www.usmd.edu/newsroom/USM_Statement_Regarding_Remaining_Staff_Campus_COVID-19.pdf" rel="nofollow external" class="bo">additional guidance</a> on implementing remote work and advice for those in at-risk groups. </div>

    <div>We also urge everyone in our community to follow personal health guidance to mitigate the impact of COVID-19, including self-monitoring for respiratory symptoms, diligent handwashing and cleaning of surfaces, social distancing at home and beyond, taking extra precautions when interacting with those at high risk of complications, avoiding large gatherings, and communicating this advice to others.</div>

<Title>Please join us in social distancing and saving lives</Title>

    <div>Dear Students,</div>
    <div><br></div>
    <div>You may have heard from the news that bars, restaurants, and other large gatherings have been temporarily banned from operating in Maryland and many other states across the U.S. As we respond to the impact of COVID-19, which has been designated a global pandemic by the CDC and a national emergency by President Trump, we urge you to practice social distancing and stay home when at all possible in order to stop the spread of the virus. This will help protect the lives of others, especially those who are immune-compromised, over 60, or who have other serious, life-threatening risk factors. Social distancing means remaining out of public settings when at all possible, avoiding large gatherings, and maintaining distance (approximately six feet) from others.</div>
    <div><br></div>
    <div>The virus that causes COVID-19 is infecting people and spreading easily from person to person. It is possible to spread the virus before any symptoms develop. Experts advise that <a href="https://www.youtube.com/watch?reload=9&amp;v=TnLgxqtXNdc" rel="nofollow external" class="bo">social distancing</a> can help slow the spread of illness and save lives during public health emergencies. Along with social distancing, following <a href="https://covid19.umbc.edu/prevention-steps/" rel="nofollow external" class="bo">prevention measures</a> is critical to doing as much as we can to keep others from becoming seriously ill or at risk of death. </div>

    <div>Despite its social relevance to you, no event with a large number of people is worth putting lives at risk, including the lives of family members, friends, and colleagues, regardless of the reason or locale. We ask that you use phone, email, social media platforms, and online conferencing to remain in touch with loved ones and friends, and to check on neighbors and others who may need support.</div>

    <div>It is up to every one of us to help minimize the impact of COVID-19. Please commit to placing the health and safety of others above all as we adapt to this rapidly evolving situation. <Title>Community member being tested for COVID-19</Title>

    <div>Dear UMBC Community,</div>
    <div><br></div>
    <div>We have recently learned that one of our community members is currently being tested for a possible COVID-19 infection. We expect to have test results in two days.</div>
    <div><br></div>
    <div>The community member affected is receiving medical care and is doing well. We are following our established process of working with the Baltimore County Health Department to identify members of our community who have been in contact with the individual, notify them, and ask them to self-quarantine. </div>
    <div><br></div>
    <div>We know that this is a challenging time for many of you, and the Incident Management Team continues to work to support you. Given the spread of this virus, we have been preparing for this possibility and believe we have taken important steps to slow the transmission of this virus in our community. Most students have now left campus, and our community is preparing for the move to online classes after spring break on March 23. Telework will begin Thursday, except for those employees notified by supervisors that their presence on campus is essential. </div>

    <div>Our Incident Management Team continues to meet regularly to respond to the needs of students still on campus, monitor situations like these, and establish guiding policies and procedures in this rapidly changing situation. Moving forward, we unfortunately expect to have more potential cases in our community and will communicate these developments in our daily COVID-19 Action Update email, which will resume on Wednesday March 18.
