UMBC Looks Forward

Dear Faculty, Staff, and Students,

We deeply appreciate the many ways you are serving and supporting our community during this unprecedented time. Teaching, learning, essential research activities, administrative functions, and support for students, faculty, and staff continue at a distance. The community spirit and care demonstrated by individuals, departments, and shared governance groups over the past eight weeks reflect the commitment to inclusive excellence that makes UMBC such a special place.

As the campus prepares to complete this unusual spring semester and plan for the next academic year, we all have questions about campus finances, enrollment, and plans for the fall semester. We are sending this message to keep you informed of what we know at this time.

Guiding Principles

While much uncertainty remains about the impact of the pandemic in the months ahead, we will continue to hold health and safety as our top priority, and we will be guided by our two overriding principles of protecting the academic program and supporting the people who make up our campus community.

Campus Budget

Fortunately, the campus’s financial state was sound as the pandemic crisis began. Our principle of supporting people guided the decision to refund to students a wide range of fees and charges for housing, dining, parking, transportation, and other services not used during remote learning and work. These refund payments, as well as other losses and expenses related to COVID-19, reduced campus revenues by more than $23 million, or nearly five percent of our $485 million total budget. We have drawn on reserves to close this gap, a step that will affect the pace of program enhancements, facilities improvements, and other new investments we hoped to make in future years. Current building projects, including the RAC renovation and the new health and counseling building, are underway and will be completed.

The campus operating budget depends primarily on tuition revenue generated by student enrollment and state appropriations funded by tax revenues. Given the many unknowns facing us, we are not able to finalize a FY 2021 budget plan until we have information about these revenue sources. We understand that lack of definite budget information naturally raises concern about the uncertainty of the future. We expect to have more news to share from the Governor and the University System of Maryland (USM) regarding our state appropriation in the coming weeks, and the campus is focusing strongly on summer and fall enrollments. We will update you as soon as more information is available. In the meantime, please know that we will do everything that we can to support the people in our community and the continuity of our important mission.

We are putting in place short-term strategies to manage financial resources conservatively. These steps include a hiring pause, spending reductions due to remote work, and urging campus leaders to conserve FY 2020 resources to the extent possible.

Enrollment

As students and their families face financial challenges and concerns about health and safety, faculty and staff are working very hard to support student success and retention through proactive academic support, flexible grading policies, and health and counseling services. Many across the campus are also engaged in outreach to new undergraduate and graduate students admitted for this fall, including through a very successful online Admitted Students Week, online open houses and webinars for prospective graduate students, and personal welcome calls.

The Strategic Enrollment Planning exercise (SEP) that we have been engaged in for the past year will help guide our efforts to secure and build enrollment both in the short and longer terms through initiatives in the areas of student success; recruitment, admissions, and marketing infrastructure; resource allocation; financial aid strategy, and program innovation. Given the potential impact of the COVID-19 crisis on future enrollment trends, we have already established a set of targeted enrollment initiatives in order to support our institutional mission and vision.

Fall Semester

We understand that students, faculty, and staff want to know as soon as possible about future plans for instruction, research and creative achievement, campus life, and operations. While a few campuses across the nation are announcing intentions for the fall, most are engaging in detailed planning processes that consider a variety of potential scenarios before commiting to a plan. Earlier this week, USM Chancellor Jay Perman convened a group of academic, administrative, and shared governance leaders from multiple campuses to advise him on the essential conditions for students and employees to safely return to campus facilities. UMBC campus leaders are conferring regularly with the Chancellor and leaders of other USM campuses about these issues.

Our campus has also established a fall planning coordinating committee to explore options and facilitate plans for physical campus reopening, involving many campus community members in the work. The group’s charge commits to engaging shared governance groups and the campus community broadly; making decisions based on sound data, expertise, and evidence; and relying on guidance from federal and state government and the USM.

Co-chaired by the Provost and Finance and Administration Vice President Lynne Schaefer, this effort encompasses five working groups: 1) Research and Creative Achievement; 2) Academics; 3) Students; 4) Community Engagement and Events; and 5) Operations. These groups will integrate the lessons learned in the first stage of pandemic response on campus and elsewhere and will maintain a flexible approach, considering alternative scenarios and the need to rapidly adapt to changes.

While many important questions about the mode of our work together remain unsettled, we are certain that the UMBC community will continue to carry out our mission and our commitment to our students with distinction.

We will keep the campus community informed as more information is available. Thank you for all that you do every day for UMBC and for one another.

President Freeman Hrabowski and Provost Philip Rous

Get Moving. Stay Active

<Tagline>#HealthyRetrievers</Tagline>

When you hear (or read) the word movement, what’s the first thing that comes to mind?

For some of us, it’s a run, for some it’s time at the gym, for others it could be walking your dog, or dancing to your favorite playlist. Movement doesn’t always mean exercise but it is always a chance to get our heart rate up above resting.

The beauty of movement is that it is something we consciously and unconsciously experience all the time. As UMBC community members, we don’t often think about walking from the parking lot to our first destination of the day as movement. But it is.

During our time of physical distancing and staying home, many of us are becoming sedentary, which negatively impacts our health. To combat risk related to sedentary lifestyle, we must intentionally incorporate movement into our daily routine.

Some of the benefits of movement are:

Stress relief

Better mood

Increased energy

Loosening stiff muscles

Weight management

Lowering risks for chronic diseases in the future

Improved concentration

So how can we incorporate more movement into our daily routine?

Find something for you.

When trying to incorporate more intentional movement into your routine, it is important to pick something that you would actually like to do. For some of us, it could be taking a walk during the day or doing an indoor workout.

Schedule it.

Creating a schedule increases the likelihood of accomplishing a task. Treat movement as an event for the day. Select a time that works best for you and stick with it. Try using an activity planner.

Enlist a partner.

Lots of things are better with friends, including getting active. Getting friends or family members to join you can create a sense of accountability and create stronger social connections.

While the CDC has asked that persons only physically interact with people who live with us, that doesn’t prevent you from getting active with others who don’t live with us. Use an online platform, such as Google Hangouts, Whatsapp, FaceTime, to connect with a partner during a planned time for movement.

Together, let’s commit to incorporating more movement in our daily routines and getting active.

UMBC is offering a number of ways for community members to stay active during physical distancing. Check out UMBC Recreation for resources to help you stay active!

Want a few more options? Give these a try:

Documenting COVID-19 Experiences at UMBC

<Tagline>Add your voice to the University Archives</Tagline>

The Special Collections department of the Albin O. Kuhn Library & Gallery is documenting the experiences of UMBC students, staff, faculty, and other members of the campus community during the COVID-19 coronavirus pandemic, and contributing them to the UMBC University Archives. We invite you to share your stories, photographs, videos, and other documentation about the COVID-19 coronavirus pandemic.

We are interested in your stories about the shift to remote instruction and learning, studying and working from home, working at on-campus and off-campus jobs, the impact of closing residence halls and other campus services, the ways you and your friends and family are staying in touch during this period of social distancing and self-quarantine, the emotional impact of the pandemic, and so on.

How you record your thoughts and experiences is up to you. For instance, you can write in a journal, record voice memos, save your social media posts, take photographs and/or videos of life as you see it, or create multimedia works of digital storytelling.

Information about the project, including a link to the donation Google Form, is available at: https://library.umbc.edu/speccoll/covid19. Please reach out directly to Lindsey Loeper, Reference and Instruction Archivist in the UMBC Special Collections department, with any questions, comments, or other concerns (lindseyloeper@umbc.edu or 410-455-2353 for voicemail).
Rising Asian and Asian American discrimination

<Tagline>Our UMBC values</Tagline>

    Dear UMBC Community,

We hope you and your families are safe and healthy during these uncertain times. We are inspired by the strong sense of community that UMBC has shown throughout the COVID-19 crisis, despite the physical distance we now maintain to help ensure our safety. We know that the current situation is very difficult for many. We want to offer our unwavering support for each of you and your larger communities as you navigate these challenging times. We encourage you to stay connected, ask for help if you need it, and help others when you can.

Asian and Asian American communities are experiencing an unwarranted rise in discrimination, xenophobia, hate speech, and hate crimes during the COVID-19 pandemic. Asian and Asian American communities are a vital part of UMBC and it is essential in these times to affirm our commitment to our shared values of equity and diversity and the premise that UMBC is a safe and accepting community for all our members. Racism, discrimination, and xenophobia are not tolerated in our community, and we will work together to address these challenges within UMBC and beyond. If you feel you have been affected by racism or discrimination, please know that the Office of Equity and Inclusion is available to support you. Access their online reporting form if you would like to make a formal complaint.

We are proud that members of our UMBC community are responding to the rise in anti-Asian racism by offering opportunities for discussion as well as resources. This includes the Asian and Asian American Faculty and Staff Council (AAAFSC) and the Counseling Center. Dr. Tamara Bhalla, chair of AAAFSC, has put together an excellent list of resources and reading materials on anti-Asian discrimination that is available on the COVID-19 website. Interested faculty and staff can learn more about the AAAFSC on the group’s website.

In addition, clinical staff at the Counseling Center, including Dr. Whitney Hobson, Dr. Soonhee Lee, Jen Martinez, M.A., and Ishita Arora, M.A., offer a series of webinars including Coping with Racism and Xenophobia, Women of Color Coping Circle, and International Connections during Travel Restrictions. Resources available on their website include the Counseling Center’s Statement on COVID-19 and Xenophobia written by the Counseling Center Multicultural Committee.

We are grateful for the contributions of these and many more faculty and staff who are deeply engaged in supporting our community. It is more important than ever to be caring and consider the ways in which our thoughts and actions may impact fellow Retrievers and others in the broader community. We share a responsibility for one another now more than ever.

President Freeman Hrabowski and Provost Philip Rous
