<Title>Update on Federal Title IX regulations and UMBC&#8217;s response</Title>

    <div><span>Dear Members of the UMBC Community, <br><br>Today the U.S. Department of Education Office for Civil Rights issued its final updated regulations implementing Title IX, which prohibits sex discrimination, sexual assault, sexual harassment, and discrimination against pregnant and parenting students, faculty, and staff. <br><br>The publishing of the amended regulations marks an end to a lengthy regulatory process that the U.S. Department of Education began in November 2018. At that time, President Hrabowski wrote to the UMBC community detailing the proposed rules, and explaining some of the changes the rules sought to make.<br><br>We want to reassure the community that UMBC’s values will guide how we implement these new regulations, and that we remain committed to providing the highest standard of support and care to all impacted by these issues. <br><br>UMBC’s new Office of Equity and Inclusion (OEI) is open and fully operational, with staff working remotely during this time. Please visit the <a href="https://t.e2ma.net/click/z1lese/jdozdbc/n0ctwy" rel="nofollow external" class="bo">OEI website</a> to learn more about the team. To report a complaint of sexual violence, misconduct, harassment, or discrimination, <a href="https://t.e2ma.net/click/z1lese/jdozdbc/3sdtwy" rel="nofollow external" class="bo">please use our online form</a>. UMBC Title IX policies and procedures can be found <a href="https://t.e2ma.net/click/z1lese/jdozdbc/jletwy" rel="nofollow external" class="bo">here</a>. </span></div>
    <div><span>What you need to know:</span></div>
    <ul>
    <li><span>The new regulations go into effect on August 14, 2020. If you have a case currently under investigation with OEI, the process for investigating and reviewing your case will not change. <br></span></li>
    <li><span>Between now and August, when the new regulations take effect, we will work with the University System of Maryland, the Maryland Attorney General’s Office, and campus partners to ensure that our policies and procedures align with the new federal regulations, Maryland laws, court decisions, and our community values.<br></span></li>
    <li><span>There might be legal challenges to some of these regulations, which could delay or modify them.<br></span></li>
    </ul>
    <div><span>We also understand that the content of these changes will be stressful for some students regardless of when or whether they take effect. The UMBC community has a variety of <a href="https://t.e2ma.net/click/z1lese/jdozdbc/zdftwy" rel="nofollow external" class="bo">resources</a> available on campus and beyond to support students, faculty, and staff who are impacted by Title IX and equity and inclusion issues.<br><br>The Office of Equity and Inclusion plans to hold the first of several Community Conversations on these issues on Wednesday, May 13, at 3 p.m. Details will be provided soon on our <a href="https://t.e2ma.net/click/z1lese/jdozdbc/f6ftwy" rel="nofollow external" class="bo">website</a>. <Title>5-4-2020 DocuSign Limit Exceeded issue</Title>

    <div class="html-content">UMBC offices are leveraging DocuSign at a rapid adoption rate, especially since COVID-19, and today we experienced an issue related to the volume of requests.<div><br></div>
    <div>For those who experienced the error below please know that <span>DoIT has worked with our vendor, DocuSign, to get a volume increase to handle our new peak load requests and there should be no issues going froward. </span>
    </div>
    <div><span><br></span></div>
    <div>
    <span>"errorCode": "HOURLY_APIINVOCATION_LIMIT_EXCEEDED",
      "message": "The maximum number of hourly API invocations has been exceeded. The hourly limit is 1000."</span><br><div><br></div>
    </div>
    <div>The normal limit of 1,000 has proven sufficient for normal processing. In fact our normal volume peak has been @300/hour. </div>
    <div><br></div>
    <div>However when a department needs to process large volumes at one time, our issue today with 5,000 requests, then coordination with DoIT is needed to avoid this kind of issue. </div>
    <div><br></div>
    <div>These are special times and I encourage departments to continue to leverage DocuSign and if doing any kind of bulk requests please reach out to us and we can assist in getting DocuSign to increase the limits for a specified period of time prior to the event.</div>
    <div><br></div>
    <div>FYI- This is the first time this issue has occurred in our 4 years of using this solution.</div>
    <div><br></div>
    <div>I appreciate your patience and support in these matters.</div>

<Title>Let&#8217;s Stay Together</Title>

    <div class="html-content"><span><p><a href="https://umbc.campuswell.com/social-support-for-self-care/" rel="nofollow external" class="bo"><span>Connecting</span></a><span> with others is a vital part of the human experience. </span><a href="http://ccare.stanford.edu/uncategorized/connectedness-health-the-science-of-social-connection-infographic/" rel="nofollow external" class="bo"><span>Healthy social connections</span></a><span> can improve one’s ability to cope with stress and improve overall well-being. </span></p>
    <br><p><span>Some other benefits of healthy social connections include: </span></p>
    <br><ul>
    <li><p><span>Reduced rates of depression and anxiety</span></p></li>
    <li><p><span>Better emotional regulation</span></p></li>
    <li><p><span>Faster recovery times from health impacts</span></p></li>
    </ul>
    <br><p><span>Surprisingly, to reap the benefits of social connection, a person doesn't need to have lots of connections. It is all about the quality of the connections you have. A few healthy and meaningful connections can go a long way. </span></p>
    <br><p><span>In a time of </span><a href="https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/social-distancing.html" rel="nofollow external" class="bo"><span>physical distancing</span></a><span>, it may seem difficult to maintain social connections and social support. Some of us aren’t seeing our roommates every day, we aren’t passing by friends when walking down Academic Row, or grabbing lunch in The Commons with our fellow organization members, but we are still together. </span></p>
    <br><p><span>To start, connect with people in these four areas of your life:</span></p>
    <ul>
    <li><p><span>Yourself</span></p></li>
    <li><p><span>Your family/relatives/loved ones</span></p></li>
    <li><p><span>Your friends</span></p></li>
    <li><p><span>Your partner (or a different person of your choosing)</span></p></li>
    </ul>
    <br><p><span>To help you maintain connections with others during social distancing, try a few of these </span><a href="https://www.umms.org/coronavirus/what-to-know/health-wellness/staying-connected" rel="nofollow external" class="bo"><span>options</span></a><span>:</span></p>

<Title>Drop-off Locations for Residential Students Only</Title>

    <div class="html-content">Residential students who have a scheduled move-out time, please bring your library materials to campus.  Arrangements have been made for you to safely return USM library materials during your visit.<br>
    <br>
    There are three curb-side locations for library materials* drop-off through <strong>Friday, May 22</strong>:<br>
          - Center Road at Erickson Hall<br>
          - Poplar Road at True Grits<br>
          - Front entrance to Apartment Community Center<br>
    <br>
    *Books, DVDs, CDs &amp; DML equipment.  You are able to return books, CDs, and DVDs from all USM libraries.<br>
    <br>
    Please return laptops to the UMBC Police station, which remains open.<br>
    <br>
    You will not be charged a late fee, even if you have received an overdue or<br>
    replacement fee notice. Once the item is checked in, the fine will be<br>
    cancelled. This amnesty will be in effect for a few months.<br>
    <br>
    This message applies only to students who have scheduled a move-out time<br>
    with Residential Life.  General return of library material is not available<br>
    at this time, as we are still operating under the Governor's order to limit<br>
    non essential travel.<br>
