Facilities remain closed. If you have an emergency, please call UMBC Police at (410) 455-5555. Maryland is currently under a </span><a href="https://governor.maryland.gov/2020/05/13/stage-one-governor-hogan-announces-gradual-reopenings-with-flexible-community-based-approach/" rel="nofollow external" class="bo"><span>Safer at Home Order</span></a><span>.</span><span> However, travel and other restrictions remain in Baltimore County and other areas.</span></p>

    <li><p><span>On Friday, August 14, students who will take face-to-face classes and/or live on campus this fall received instructions to complete an online Return to Campus COVID Awareness training by August 27. The training includes the </span><a href="https://conduct.umbc.edu/covid-19/umbc-retriever-community-agreement/" rel="nofollow external" class="bo"><span>Retriever Community Agreement</span></a><span> to complete and sign. The Retriever Community Agreement also includes links to the </span><a href="https://conduct.umbc.edu/covid-19/addendum-to-the-umbc-code-of-student-conduct/" rel="nofollow external" class="bo"><span>Addendum to the Code of Student Conduct</span></a><span> and the </span><a href="https://conduct.umbc.edu/covid-19/addendum-to-the-umbc-code-of-student-organization-conduct/" rel="nofollow external" class="bo"><span>Addendum to the Code of Student Organization Conduct</span></a><span>. Students who are not required to complete the module but would like the option to do so can find it by logging in to </span><a href="https://blackboard.umbc.edu/" rel="nofollow external" class="bo"><span>UMBC Blackboard</span></a><span>, selecting the “Organizations” section located on the left side of the screen; and selecting “Return to Campus COVID Awareness.” </span></p></li>

Kuhn Library &amp; Gallery is now lending physical items</span></a><span>, including books, media, laptops, and digital media equipment from the library’s collection, with curbside contactless retrieval.</span></p></li>

    <p><span>Welcome to the fall 2020 semester at UMBC! We’re excited to
    welcome you back even though these extraordinary times create unique challenges
    for many of us. We want to provide you with information about how to protect
    yourself, support the health and safety of our campus community, and reduce the
    risk of spread of COVID-19 at UMBC and beyond. We also write to share UMBC’s
    community expectations during the transition back to campus.</span></p>
    
    <p><span>All students who will be attending face-to-face classes and/or
    living or working on campus this fall are required to complete the Return to Campus COVID
    Awareness training by August 27, 2020. To access the training, please use the
    following instructions:</span></p>

    commitment to precautions and actions required in order to minimize the
    potential spread of COVID-19 on our campus and beyond.</span></p>
    
    <p><span>If you do not complete the training and sign the Retriever
    Community Agreement by August 27 you will be <em>required to take classes
    online and/or live off campus until circumstances allow for a return to campus.</em></span></p>

<Title>Message From The Women's Center for UMBC Moms and Parents</Title>
<Tagline>Women's Center Lactation Room - Fall 2020 Access</Tagline>

    <strong>Moms and parents who are working or learning on campus this fall who need to use the Women's Center lactation room must contact the Women's Center to set up access plans to the space. </strong><div>
    <br><div>While the Women's Center space will <strong>not </strong>be open to the community, we will work with The Commons staff during their hours of operation to ensure individual access to students, staff, and faculty needing this critical service. <em>We can only ensure your access to the lactation room if you reach out to us to set up an access plan. </em>
    </div>
    <div><br></div>
    <div>
    <strong>During the Fall Semester The Commons will be open Monday -Thursday, 11am to 6 pm and Friday, 11am-5pm. The Commons will only be open for grab and go dining and other services by appointment only. </strong>All visitors to The Commons are required to wear a face-covering that fully covers nose and mouth and physically distance themselves from others.</div>
    <div><em>If you need access outside of these times, please still reach out to the Women's Center so we can help find another alternative space to meet your needs. </em></div>

<Title>DocuSign Hourly Limit Issue Update</Title>

    <blockquote><div>Over the last week UMBC has experienced a large increase in the use of DocuSign as we gear up for the Fall semester.</div></blockquote>
    <div><br></div>
    <div>The DocuSign service had issues with this volume and many of you got the hourly limit error message below and had to retry later when our hourly limit got refreshed. <br>
    </div>
    <div><ul><li><span>HOURLY_APIINVOCATION_LIMIT_EXCEEDED</span></li></ul></div>
    <div>After many back and forth interactions between UMBC and DocuSign I am happy to announce that  our hourly limit of 1,000 has been increased permanently to 4,000. <br>
    </div>

<Title>Title IX and Non-Discrimination Policy Updates</Title>
<Tagline>UMBC Response to New Federal Regulations</Tagline>

    <div><span>Dear Members of the UMBC Community,</span></div>
    <div><span>UMBC’s <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/rb8bq0" rel="nofollow external" class="bo">Office of Equity and Inclusion (OEI)</a> has primary responsibility for compliance, education, and outreach related to sexual misconduct and Title IX, as well as other laws and policies regarding discrimination, harassment, hate, and bias. Title IX of the Civil Rights Act prohibits sex discrimination, sexual assault, sexual harassment; and discrimination against pregnant and parenting students, faculty, and staff.</span></div>
    <div><span><br></span></div>
    <div><span>In May, after a more than two-year-long notice and comment period, the U.S. Department of Education issued <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/738bq0" rel="nofollow external" class="bo">updated regulations</a> implementing Title IX. <strong><em>These new regulations go into effect today, August 14, 2020.</em></strong></span></div>
    <div><span><strong><em><br></em></strong></span></div>
    <div><span>Since May, OEI has been working with the University System of Maryland, the Maryland Attorney General’s Office, and campus partners to ensure that our policies and procedures align with the new federal regulations, Maryland laws, court decisions, and our community values. UMBC’s new <strong><a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/nw9bq0" rel="nofollow external" class="bo">Policy on Sexual Misconduct, Sexual Harassment, and Gender Discrimination</a></strong>, which takes effect today, incorportes these new regulations. </span></div>
    <div><span><br></span></div>
    <div><span>While the new regulations require changes to the University’s policies and procedures, what has not changed is our dedication to a process that respects the equal dignity of all members of the UMBC community. OEI worked to ensure that this new Title IX policy reflects UMBC’s values and commitment to inclusive excellence and equity. OEI remains committed to providing the highest standard of support and care to all impacted by sexual misconduct, sexual harassment, and gender discrimination.</span></div>
    <div><span><br></span></div>
    <div><span>In addition to developing the new Title IX policy, OEI has updated the UMBC non-discrimination policy. These updates are reflected in the new <strong>Discrimination and Equal Opportunity Policy and Procedures</strong>, which will be implemented on August 18, 2020. The updates to the discrimination policy provide a clear process for handling discrimination complaints, and provide additional protections against sex discrimination and sexual misconduct that may not be covered under UMBC’s Title IX policy, based on the requirements of the new Title IX regulations.</span></div>
    <div><span><br></span></div>
    <div><span>The UMBC community has a variety of <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/3oacq0" rel="nofollow external" class="bo">resources</a> available on campus and beyond to support students, faculty, and staff who are impacted by Title IX and equity and inclusion issues. <strong>OEI is committed to being a resource and has created a <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/jhbcq0" rel="nofollow external" class="bo">FAQ that addresses questions</a> UMBC community members may have regarding the new Title IX policy.</strong></span></div>

    <div><span><strong>What you need to know:</strong></span></div>
    <ul>
    <li><span>UMBC’s new Policy on Sexual Misconduct, Sexual Harassment, and Gender Discrimination goes into effect on August 14, 2020. UMBC’s new Discrimination and Equal Opportunity Policy and Procedures go into effect on August 18, 2020.<br> </span></li>
    <li><span>For Prohibited Conduct that occurred prior to August 14, 2020, and was <u>reported</u> prior to August 14, 2020, including matters currently under review, the definitions, policies, <u>and</u> procedures in UMBC’s <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/z9bcq0" rel="nofollow external" class="bo">former Title IX policy</a> will be used through conclusion of the matter, including any appeal and enforcement of any sanctions.<br> </span></li>
    <li><span>For Prohibited Conduct that occurred prior to August 14, 2020, but is <u>reported</u> on or after August 14, 2020, the <u>policy and definitions</u> in UMBC’s former Title IX policy will apply, but the <u>procedures</u> in the new policy will be used to investigate and resolve any formal complaints through the conclusion of the matter, including any appeal and enforcement of any sanctions.<br> </span></li>
    <li>
    <span>Where Prohibited Conduct occurs on or after August 14, 2020, the new <u>definitions, policies, and procedures</u> will apply, except that when the Prohibited Conduct is sufficiently related to a matter already under review, the former policy and/or procedures will apply to the related matter.</span><br><br>
    </li>
    <li><span>There may be legal challenges to some of these regulations, and the U.S. Department of Education is issuing additional implementing guidance for the new regulations nearly every day. Either or both of these could modify the regulations and/or guidance and require us to make modifications to the new policy. In the event this occurs, OEI will work to promptly inform the UMBC community of any changes.</span></li>
