    <br><p><span>Whether you’re a new or returning student, Off-Campus Student Services (OCSS) and the Registrar’s Office are excited to welcome you to the fall semester at UMBC. Both of our offices are dedicated to providing support to veteran students at UMBC. We recognize that this is an unprecedented time in higher education and the world at large. As such, we want to outline some basic information about the services offered by both of our offices. </span></p>
    <br><p><span><strong>Programming for Veteran Students through OCSS</strong></span></p>
    <p><span>Throughout the fall semester, OCSS will be hosting a variety of events for our veteran students. One of these is “Coffee and Conversations”; this is a series of conversations around topics related to the veteran community at UMBC. C&amp;C is a great opportunity for veteran students to connect with one another while learning about different resources that can support them through their educational journey. Some of our upcoming events for the semester include Hail &amp; Farewell, our send-off for graduating veteran students, and collaborative events with various organizations focused on veterans. OCSS not only works on behalf of veterans, but also adult learners (undergraduate students 25 years or older), commuters, and transfer students. If you are a part of any of these populations, we would love for you to take part in our events.     <br><p><span><strong>General Information about UMBC’s Certification Process</strong></span></p>
    <p><span>For veterans making use of the GI Bill, the Registrar’s Office is dedicated to ensuring that you are aware of our process and when you can expect to receive your funds. We’ve included some general information to answer some of our more frequently asked questions. </span></p>
    <p> </p>
    <p><span><em>Where can I find the appropriate form to submit my certification?</em></span></p>
    <p><span>You can find the submission form </span><a href="https://registrar.umbc.edu/forms/veteran-affairs-forms/" rel="nofollow external" class="bo"><span>here.</span></a><span> This Docusign form is the only method to submit your certification; paper forms are no longer accepted.</span></p>
    <p> </p>
    <p><span><em><strong>What role does UMBC/VA play in the GI Bill process?</strong></em></span><span><br></span><span>UMBC certifies enrollment and mandatory tuition and fees and provides this certification to the VA. Based on this certification and your eligibility, the VA disburses your benefits. Please note that the VA pays only for classes that are required for a student’s degree program. Students must submit a certification form for each semester in which they are hoping to use VA benefits. Because the VA issues benefits based on what courses are being taken an updated form must be submitted if a student adds or drops courses so that the Registrar’s Office can provide updates to the VA. </span></p>
    <br><p><span><em><strong>What is the timeline after I submit my certification forms to the Registrar?</strong></em></span></p>
    <p><span>Students are strongly encouraged to submit certification requests as soon as registration has occurred for the term being requested. For example, if a student registers for spring classes during advanced registration in November, a form should be submitted at that time rather than waiting until the registration deadline in early February. This allows us to submit initial certifications for book and housing allowances as soon as possible. A new certification from should be submitted when a schedule adjustment (i.e. adding or dropping a course) occurs. </span></p>
    <p><span><br></span><span>Initial certifications (credit hours) are submitted for book and housing allowance within 7-14 business days of receipt. Final certification, including all mandatory tuition and fees, is submitted after the add/drop period when schedules for the term are finalized.  This helps mitigate overpayments/debts being created with regards to tuition/enrollment changes being made. The VA generally takes 3-4 weeks to process claims. While there are no deadlines for submitting VA Certification requests, students should keep in mind that the start of Fall and Spring semesters are peak certifying times and therefore should expect delays in addition to normal processing times if requests are submitted late.</span></p>
    <p><br></p>
    <p><span><em><strong>How can I receive updates regarding my benefits?</strong></em></span><span><br></span><span>Students receive an email from The Registrar’s Office to confirm our receipt of a certification request and again when initial certification is submitted to the VA. The VA also sends an automated notification every time they receive an initial, final, or updated certification. In addition, students can contact the VA for inquiries regarding first time application/activation of VA benefits, percentage of eligibility, months of entitlement, specific questions regarding their benefits, and transfer of entitlement.</span></p>
    <br><p><span>Students can contact The Registrar’s Office for inquiries about how to use VA benefits with UMBC, VA certification requests, and payment inquiries.</span></p>

<Title>UMBC to Acquire Former Catonsville District Courthouse</Title>

    <div>Dear Members of the UMBC Community,</div>
    <div><br></div>
    <div>I am pleased to announce that UMBC has acquired the former Catonsville District Courthouse building on Walker Avenue, located on land designated as part of the original UMBC campus in 1965. The State of Maryland will transfer the building and surrounding land to the University System of Maryland for the use and benefit of UMBC. Once the District Court vacates the building, which is expected within six months, the property will be available to the University once again.</div>
    <div><br></div>
    <div>The building will provide us opportunity to expand our capacity in high-demand academic programs, including but not limited to computing, cybersecurity, and engineering. This will enable UMBC to continue supporting Maryland’s economy by producing additional graduates who will be ready to work in these growing fields, and to expand research.</div>
    <div><br></div>
    <div>I would like to thank Governor Larry Hogan, Comptroller Peter Franchot, State Treasurer Nancy Kopp, Secretary of General Services Ellington Churchill, and Speaker of the Maryland House of Delegates Adrienne A. Jones for their support throughout this process. I also want to thank Vice President for Administration and Finance Lynne Schaefer and especially Senior Associate Vice President for Administrative Services Terry Cook for their work to advance this transfer through the state’s property process.</div>

    <div>This acquisition will help us continue to move UMBC forward and contribute to Maryland’s economy. We will keep the UMBC community updated as the plans for this building are finalized.</div>

<Title>Important News from the VA for Students Using the GI Bill</Title>

    <div class="html-content">
    <p>The VA understands and has prepared for the many impacts COVID-19 can have on students, on-line schooling and institutions of higher learning.  While every student situation is different and there are many unknowns with regards to the pandemic, VA is prepared for any increase in workload for applications and fall enrollments due to the financial and economic impacts of COVID-19 to our beneficiaries.</p>
    <p> </p>
    <p>VA is committed to helping Veterans and their families through this national emergency.  From the beginning of this crisis, we have been working with Congress to preserve GI Bill benefits for students impacted by COVID-19 during this difficult time.  Two public laws were passed in the spring (PL 116-128 and PL 116-140 “<em>Student Veteran Coronavirus Response Act of 2020</em>”) to provide benefits stability for our students whose enrollments have been impacted by COVID-19. </p>

    <p>The new laws allow VA to pay education benefits as if the student were training in-residence regardless of the fact that a program has been converted from resident training to online training.  GI Bill students who are training online in lieu of in-residence will continue to receive housing allowance payments at the resident training until December 21, 2020.  This includes situations where your school is offering hybrid training (combining online and resident training) or where your school is offering the student the option to choose online training in lieu of resident training.  Additionally, VA will afford these same protections to new incoming students.  There is no requirement that the student have a previous history of taking resident courses.  The only requirement is that the student must be enrolled in a “converted course” – a course which your school offered as resident training prior to COVID-19 but is now offering as online training due to COVID-19. </p>
    <p><br></p>
    <p>As a reminder, these laws only protect our students until December 21, 2020.  If a student is enrolled solely online on December 22, 2020, VA will have to reduce their housing to the online rate, regardless of COVID-19.  Also, if a work-study student is unable to work due to COVID-19, the student will no longer receive work-study benefits.</p>

<Title>Initial Results of UMBC&#8217;s Pre-Semester COVID-19 Testing</Title>

    <div><span><span>Dear UMBC Community,</span></span></div>
    <div><span><span><br></span></span></div>
    <div><span><span>UMBC’s fall 2020 semester began last week with a conservative approach designed to enable some on-campus activity supporting students’ academic progress while protecting the health of our community. Eighty-nine percent of classes are currently online, two percent are in-person, and nine percent are hybrids (largely online, with in-person options or elements). On-campus housing is at 34 percent of capacity.</span></span></div>
    <div><span><span><br></span></span></div>
    <div><span><span>Early results of baseline COVID-19 testing among faculty, staff, and students approved to be on campus are now available on <a href="https://t.e2ma.net/click/fuql8e/jdozdbc/va25h1" rel="nofollow external" class="bo">UMBC’s Public Health Dashboard</a>. These results indicate a campus positivity rate of 0.7 percent. This reflects 19 positive results out of 2,560 documented test results from both on- and off-campus COVID-19 tests conducted between August 13 and August 26. This is below Baltimore County’s positivity rate of 3.7 percent, and is at a level to continue, for the time being, with UMBC’s planned approach to the fall 2020 semester. Please know that every positive case has received appropriate follow-up.</span></span></div>
    <div><span><span><br></span></span></div>
    <div><span><span>While we understand that it is not possible for any campus to be completely free of COVID-19, our community has adopted many important public health measures to limit spread of the virus. Beyond the <a href="https://t.e2ma.net/click/fuql8e/jdozdbc/b325h1" rel="nofollow external" class="bo">COVID-19 testing</a> requirements, the University also requires all faculty, staff, and students with access to campus to undergo ongoing <a href="https://t.e2ma.net/click/fuql8e/jdozdbc/rv35h1" rel="nofollow external" class="bo">daily symptom tracking</a> and <a href="https://t.e2ma.net/click/fuql8e/jdozdbc/7n45h1" rel="nofollow external" class="bo">health and safety training</a>. Additional UMBC public health measures include administrative controls (such as mandatory mask wearing, physical distancing policies, and staggered shifts) and engineering controls (such as reconfiguring spaces for physical distancing and replacing air filters).</span></span></div>
    <div><span><span><br></span></span></div>
    <div><span><span>We expect that the data in this initial report will shift somewhat over the coming days, as we receive a small number of delayed test results, and if some faculty choose to shift their hybrid or face-to-face courses to a fully online format. We are also planning another round of on-campus COVID-19 testing for residential students after the Labor Day weekend. </span></span></div>
    <div><span><span><br></span></span></div>
    <div><span><span>We will continue to carefully update and review UMBC’s public health data and will notify the University community if there are changes that require our current plans for the fall semester to change. Campus factors that would lead to further restrictions would include: a significant increase in the percentage of positive cases or positive surveillance tests, inability to conduct ongoing surveillance tests due to supply chain gaps, or clusters of cases on campus that exceed resources to test, trace, and isolate. We will also be guided by the advice and actions of state and local government authorities and the public health status of our surrounding community.</span></span></div>

<Title>New Digital Collection Online: George H. Seeley Photographs</Title>

Seeley Photographs digital collection</a> is now available on our <a href="https://cdm16629.contentdm.oclc.org/digital/" rel="nofollow external" class="bo">Digital Collections site!</a> Enjoy these digitized glass negatives and transparencies of landscapes, nature scenes, animals, and people. Read more about Seeley below in a blog post written by UMBC alum Ben Rybczynski who as an intern in fall 2019 scanned <a href="https://cdm16629.contentdm.oclc.org/digital/collection/georgeseeley" rel="nofollow external" class="bo">Seeley's photographs</a>, rehoused them into acid free four flap folders and boxes, and transcribed Seeley's notes from the original paper sleeves.  Thanks Ben!  Here's Ben's blog post about his experience with the collection:<div><br></div>

    <div>The importance of context is easily ignored when looking at a historic piece of art. At first glance, the photographs of George Seeley could easily be mistaken as blurry, failed images of landscapes. But once you apply context to them, it becomes clear that these out-of-focus photographs of quiet pastures and snow-covered riverbanks were major pieces in the revolution that completely changed the art world and took photography from a science to one of the most accessible art forms in history. </div>
    <div><br></div>
    <div>George Seeley of Stockbridge, Massachusetts, was born in 1880, a time in which photography was still mostly used for family portraits and documentation of important events. Not many artists, especially not in America, saw the value of photography as an art form. Seeley attended the Massachusetts Normal School (now known as Massachusetts College of Art and Design), where he studied painting under the tutelage of Joseph DeCamp. It wasn’t long however, until Seeley was introduced to photography by F. Holland Day, and he quickly took to the new medium. In 1904, George Seeley joined the Photo-Secession, a movement led by Holland Day and Alfred Stieglitz which sought to elevate the photographer as an artist rather than a simple documentarian. Seeley, a fan of impressionism, took to the thriving pictorialist movement highlighted by the secession and continued to produce images following its tenets for many years even after it declined in popularity.</div>
    <div><br></div>
    <div>The majority of Seeley’s images in this collection are landscape scenes of the countryside and coast. Often, these images carried the characteristic soft focus of pictorialism, paired with exposures that ranged from remarkably underexposed to almost completely blown out. That is not to say that Seeley was bad at exposing his images, as many others have perfect exposures, rather it was likely a conscious choice in order to achieve a more evocative composition. This is further supported by the medium. Film as we know it today had not been invented yet, and so all of these images were taken on small glass plates. The light-sensitive emulsion was applied directly to the glass, and then exposed the same as any other photograph. However, these were not then enlarged onto paper as they would be today. Instead, these negative transparencies were then transferred via a contact exposure to another glass plate, where the positive image could then be viewed by holding it up to a light source such as a window, or displayed through devices such as a Magic Lantern, which was an early form of a projector. These constraints meant that each image had to be thought out carefully, as there was not a lot of post-processing, and an individual exposure was considerably more expensive than it would be later on in history. This also meant that every plate that I rehoused was likely a one-of-a-kind object that Seeley himself created almost 100 years ago. Once you realize that, you start to handle them even more carefully than before.</div>
    <div><br></div>
    <div>Working with Seeley’s images has been enlightening. Despite the fact that my personal work has been rather abstract for several years, the works of the pictorialists still seemed odd to me. It was difficult to not look at them from the perspective of a modern photographer, where it is demanded that we throw out any image that is out of focus or not properly exposed. After analyzing dozens of these images, however, I feel as though I understand the movement much better now. Often times, the images reminded me of the sort of subjects that I gravitated towards when I was first learning photography. I also came from a background of still-life painting, and so I would typically just walk through the local woods and shoot scenes not unlike Seeley’s. Upon realizing this, it became incredibly clear to me how these images are instrumental to the birth of photography as an art. </div>

    <p><span>Almost all of Seeley’s coastal work depicts
    waves crashing against rocks, but paired with the soft focus, the entire image
    takes on a quality almost as if the photograph itself is being overcome by the
    rushing water. I chose this image out of the rest because it was the only one
    that pulled the frame back, giving it a much more picturesque quality.</span></p>

    <p><span>This image immediately stood out to me due to
    the fact that it was the only double-exposure in the entire collection. While
    it’s possible this was simply a happy accident, the quality of lights and darks
    suggests to me that Seeley was experimenting with the concept and was quite
    successful in this attempt. </span></p>

    <p><span>To me, this image is almost an optical
    illusion. When I first scanned it, I misidentified the bottom half as a negative
    of a building. It took me a moment before I realized that it was water, and
    that it was in fact a positive print. In my opinion, that makes this one of the
    best examples of pictorialism in the collection, as well as one of the most
    visually intriguing. </span></p>

    <p><span>There are not many portraits in this
    collection, unsurprisingly, but of the few, this is my favorite. It has a very
    relaxed feeling, almost as if Seeley pulled out his camera and asked the model
    to hold the pose he was already in.</span></p>

<Title>Sign-Up for the First-Gen Peer Mentoring Program!</Title>

    <div class="html-content"><span><p><span>In coordination with the First-Generation Workgroup, Off-Campus Student Services is incredibly excited to announce the First-Generation Peer Mentoring Program (FGPMP). FGPMP is designed to support the success of current first-time and full-time first-generation students at UMBC. Students that take part in this program can expect to meet other first-generation students and become a part of a large, supportive community that works to share resources, find lasting friendships and connections, and create an impactful college experience. </span></p>
    <p><span>Participants of the FGPMP will also have the opportunity to take part in a series of activities and workshops designed to enrich students both personally and professionally. </span></p>
    <br><p><span>Some additional benefits of taking part in the FGPMP include:</span></p>
    <br><ul>
    <li><p><span>Developing transferrable and marketable skills to enhance professional experience</span></p></li>
    <li><p><span>Cultivation of leadership, self-management, and organizational skills</span></p></li>

    <p><span><strong>What to Expect</strong></span></p>
    <p>An AOK Library staff member will greet you in the chat box and ask you what you're working on. You don't need to share if you'd rather not, but doing so might help you keep on task!</p>
    <p>The staff member will check in with you periodically to ask you how your work is going and if you need any help.</p>
    <p>You have the option to show your face, which can help you to stay focused and at your computer. But this is totally optional. Your microphone will remain muted during your visit.</p>
    <p>Instrumental music will be playing, but you can mute it if you prefer. </p>
    <p>This virtual study room is set up as a shared community that is welcoming and respectful of all. Those who engage in inappropriate behavior will be immediately removed from the room. Offensive, obscene, threatening, discriminatory, or otherwise inappropriate language or content sharing is strictly prohibited.</p>
