Office of Equity and Inclusion and Inclusion Council Update

Dear UMBC Community,

I am so pleased and grateful to share that the Office of Equity and Inclusion (OEI) is now a year old. This office was formed through a collaborative, year-long process that included several listening sessions and campus conversations. Key recommendations from students, faculty, staff, and alumni helped create the initial structure for this important work. Much of our work evolved from the large numbers of our community members who participated in our work on addressing sexual violence, which grew into Retriever Courage. We have also been deeply focused on social justice work and will be sharing more information and updates in the coming weeks.

This work changes and evolves regularly and I am grateful and very proud of the flexible and innovative team we have put in place to support our campus community, even as we navigate the challenges presented by a global pandemic, a racial reckoning in our country, changing federal regulations related to civil rights, and a polarizing election.

OEI is responsible for promoting and coordinating the University's core values of inclusive excellence and equity, and has primary responsibility for managing UMBC's efforts related to Title IX, as well as other civil rights issues, including discrimination, harassment, hate, and bias.

We could not do this work without our campus partners and support from the UMBC leadership. Thank you all.

Candace Dodson-Reed
Chief of Staff to the President and Executive Director, OEI

Reminders and Updates

The OEI 2020 Annual Update is now available on the OEI website and includes accomplishment and data from 2020, along with goals for 2021.

As has been shared in the new training, most faculty and staff at UMBC are "responsible employees," meaning they must report any instances of sexual and gender based violence or harassment to OEI. Employees are encouraged to report other instances of discrimination as well. All reports can be made using this online reporting form.

The Inclusion Council brings together students, staff, and faculty across a broad, inclusive spectrum of our campus. The Inclusion Council has been meeting regularly since its formal creation in June, 2020.The Inclusion Council has launched working groups to gather information, develop recommendations, and propose a plan of action with respect to a number of issues that have been identified by our community as priorities. More than 170 students, faculty, staff, and alumni have volunteered to take part in these working groups and plan to present their recommendations to OEI and the UMBC administration at the end of the semester.

More than 75% of students and employees have completed the mandatory Title IX (Sexual Misconduct) training required each year. This training, offered through SafeColleges, is part of the campus's commitment to fostering an inclusive community for everyone. If you have not completed the training, please do so as soon as possible. The deadline is February 15, 2021.

Bringing Our Community Back: Fall 2021 Update

Key Points

UMBC plans to maximize in-person learning in the fall, as conditions permit

Physical distancing and health and safety precautions will continue to be essential

More information, including an updated academic schedule, will be released in the coming weeks

Dear UMBC Community,

The spring semester is well underway, and we continue to take pride in the many ways our community has come together during this challenging time. We know that there is still much uncertainty in our community and the world as we deal with the COVID-19 pandemic, a difficult rollout of vaccines, and the continued isolation brought on by the necessary steps we are taking to preserve health and safety.

It is now time to plan for the fall 2021 semester. The COVID-19 Planning and Coordinating Committee (CPCC) is focused on creating a robust on-campus community for teaching, learning, student support, research, and social connection this fall. We are committed to doing this in a way that also protects the health and safety of faculty, staff, and students. We continue to work closely with shared governance leaders and listen to feedback from community members. Our approach will be scientifically informed, and we are regularly consulting with public health experts and colleagues across the state, county, and the University System of Maryland.

At this time, we are committed to maximizing in-person instruction within the constraints of physical distancing. This work will be informed by the key planning assumptions adopted early in the pandemic, as well as what we learn about the status of vaccination in Maryland over the coming months.

Now that we have identified our goal, we have started working on specific implementation strategies. We will start by creating a fall schedule that significantly increases in-person instruction and offers flexibility, as health conditions require. College deans, UMBC's registrar, facilities management, and the Division of Information Technology are partnering with departments and faculty to develop course-specific approaches based on course goals, class enrollment, and facilities available. This process will include providing online options as appropriate, and exception processes for community members with health concerns. As we work toward our academic goals, we will always take into account the needs of students, faculty, and staff.

We ask for your patience and flexibility as we work together to answer the many questions we know that you have. We will share additional information in the coming weeks.

We also encourage any community member who has not yet done so to complete the vaccine registration process. We believe that vaccination will have a significant effect on the amount of the COVID virus in the community. However, vaccination is only one of the strategies we will depend on to ensure the health of our community. We fully expect to continue to require mask-wearing, physical distancing, symptom tracking, and testing.

Thank you for all that you do to strengthen our community.

President Freeman Hrabowski and Provost Philip Rous
