Dear UMBC Community,

I am pleased to announce that Bruce Perry '97 has agreed to serve as the next UMBC Chief of Police, effective immediately. Chief Perry has been serving in the role of Acting Chief of Police since February 2022.

Bruce has impressed me with his broad knowledge of the physical campus and dedication to our community. He has strong relationships with students, faculty, and staff across campus. His team is always present, supportive, and reliable, from their work directing traffic at major campus events to safety and security during significant crises. I am particularly appreciative of Bruce's role on committees such as the Behavioral Risk Assessment and Consultation Team (BRACT). He and his colleagues help community members struggling with or witnessing concerning or disruptive behaviors, all with the goal of creating an inclusive and safe campus.

Bruce grew up in Montgomery County and joined the police department in 1994 as a student aide. At the time, he said he hoped to be UMBC's Chief of Police one day! Bruce graduated from UMBC with a degree in psychology and rejoined the police department in 1998 as an officer. He has spent his career at UMBC and has been promoted multiple times within the department. He previously served as both Operations Commander and Deputy Chief.

Please join me in congratulating Bruce and thanking him for his service to the UMBC community.

Kathy L.
Update on Utilities Outages and Improvements

Dear Colleagues,

As you are aware, we experienced three significant utility outages on campus over the past month. While some of these outages were out of our control, we do want to share additional information about what happened and the steps that we are taking to minimize interruptions in the future.

The campus-wide water outage on May 31, and the building-specific outages that followed, was caused by an equipment failure. In addition to repairing the parts that failed, we are assessing our entire system. Our ongoing Utility Upgrades Project will also include several upgrades to our system over the summer, all of which should reduce the number of water main breaks we experience on campus.

The recent campus electrical outages on June 9 and 16 were both precipitated by events off campus. We are in regular communication with BGE about improving power reliability to campus. BGE is installing a third electrical feeder to support the campus, which should be completed by December 2023. In the meantime, BGE initiated a comprehensive inspection of our entire distribution system and is trimming trees along the distribution route.

We regret the inconvenience and delays caused by these interruptions. We take these outages seriously and are working to streamline our response processes so we can share information with you quickly and efficiently. We also appreciate your patience as we complete necessary maintenance and improvements across campus this summer on these and other systems. You can learn more about our current utilities projects on the Facilities Management website.

Fall 2022 Dissertation Fellowship Applications Due July 15

The UMBC Graduate School Dissertation Fellowship
Application Deadline: Friday, July 15, 2022

The Dissertation Fellowship is designed to provide doctoral candidates at UMBC an opportunity to devote the necessary concentration and attention towards finishing the writing of their dissertations. The Fellowship is specifically designed for students with full-time jobs off-campus, for those without any financial support who are making steady progress with their writing, and for whom having additional time and resources would permit them to complete the process more expeditiously. This Fellowship is not available as an option for students with available graduate assistantship support.

The Dissertation Fellowship could provide promising doctoral candidates with financial support so that they may reduce their current obligations and partially offset any reductions in salary or increases in expenses. No additional work assignments other than work on the dissertation are to be associated with this support.

Priority will be given to students who demonstrate that the Fellowship will allow them the needed time to complete their writing and to make revisions in time to defend the work within a realistic but expeditious time frame. Awards will be made to students who have demonstrated a commitment to provide at least 20 hours per week for an entire academic semester to writing the dissertation.

Dissertation Fellowship awards are available for Fall 2022. The duration of an award is for one semester. The maximum level of support for Fall is a total stipend of $10,000 per Fellowship plus tuition remission for two credits of 899. Dissertation fellows are required to register for 9 credits of 899 (which is billed at 2 credits). We will provide tuition remission for the cost of 899 only. Please note that fellows are required to pay for 2 credits of mandatory fees associated with 899.

To be considered for a Dissertation Fellowship, the Ph.D. candidate must:

be in good academic standing;

provide a letter of support from the Chair of the Dissertation Committee that:(1) describes the state of the dissertation and the probable impact of receipt of the Fellowship on the progress toward completion; and, 2)verifies that no UMBC-administered financial support is available for the student;

provide, if employed outside the university, written evidence from the student's employer indicating the employers willingness to reduce job time and duties in order for the student to participate in the Fellowship;

submit a dissertation abstract of no more than two pages in length; and

submit a 1 to 2-page management plan signed by the Chair of the Dissertation Committee describing the status of the dissertation work, the steps required to complete the work, and the feasible time line for completion.

Identify, if a prior recipient of a Dissertation Fellowship, the prior term (e.g., Spring 2021) in which the Fellowship was received.

Applications for Fall 2022 Dissertation Fellowships will be accepted by the Office of the Associate Dean of the Graduate School until 4:30 p.m., Friday, July 15, 2022. Completed applications MUST be submitted via email as a single PDF to DFFall2022@umbc.edu. A committee consisting of three members of the Graduate School Leadership Team will review applications and announce recipients of the Fellowship by Friday, August 5, 2022. Selection will be based on the extent of convincing evidence that the award will provide the critical element needed to complete the dissertation.

COVID-19 Campus Update

<Tagline>June 17, 2022</Tagline>

Dear UMBC Community,

Thank you for your help closing out our spring semester as we weathered another COVID-19 surge in Maryland. We appreciate all of the teams that have continued to respond to cases on campus and are also busy planning for the fall semester. We are pleased to share some broad updates at this time.

At present, masking remains required in classrooms. We continue to monitor community risk levels, and if campus or community infection rates change, we will adjust these health and safety measures as necessary.

Moving forward into the fall semester, all residential students will be required to remain up to date on their COVID-19 vaccination. Vaccination is strongly recommended for all other eligible students, faculty, and staff. Unvaccinated residential students must have an approved medical or religious exemption or a completed waiver on file and will receive more information on this process soon.

We now know that COVID-19 will continue to affect our operations for some time. It will remain essential that as many community members as possible are up to date with their vaccination as scientific experts are clear that a high community vaccination rate is the most effective way to reduce significant illness from COVID-19. We will be offering on-campus vaccination clinics in the fall semester for booster shots and initial vaccinations for new students.

In addition to these clinics, we plan to continue other health and safety protocols in the fall. We will distribute free high-quality masks across campus and will be a place where community members are encouraged to wear masks to protect themselves. We will continue to monitor community risk levels, and if campus or community infection rates rise, we will increase these health and safety measures when needed. While most community members who test positive will isolate off campus, we will continue to provide support for those that need it. We ask that all community members monitor themselves for symptoms and stay home when they are sick.

We will share additional details and updates before the start of the fall semester. We wish you a summer that is restful and relaxing.

<Tagline>Webex app to replace Webex Meetings in July</Tagline>

This summer, starting July 15th, Webex will discontinue their Webex Meetings application. This is being done to promote migration to their newer application, Webex (formerly Webex Teams). Users may transition to the Webex application at any time. DoIT encourages anyone running the Webex Meetings application to upgrade before the scheduled July 15th date.

Upgrading to the Webex app is easy and we have a helpful FAQ to guide you through the process. Once you've installed Webex, you can uninstall Webex Meetings, and that's it!

The Webex app offers all the same meeting capabilities and features that you are familiar with in the Meetings app but includes other helpful features including asynchronous chat/messaging and the optional integration of your campus phone number for inbound and outbound calling.

If you are already using the Webex app for your virtual meetings no action is required. If you have any questions or need support transitioning from Webex Meetings please contact our Technology Support Center.
