What is Meet and Confer (M&C)?
Meet and Confer (M&C) is a policy within the University System of Maryland (USM) that allows Graduate Assistants to participate in formal discussions with the administration regarding employment-related matters, including compensation and benefits. M&C Meetings- Spring '24
This year, we have adopted a new approach by organizing separate M&C meetings for each college at UMBC. This strategy is designed to address specific issues facing Graduate Assistants within individual colleges and departments in a more focused manner. Additionally, we have extended invitations to department chairs to ensure that department-level administration actively participates in resolving GA-related concerns, in collaboration with graduate school administration.

The CAHSS M&C Meeting is scheduled for April 15th, and we strongly encourage all GAs from CAHSS Departments to complete the survey. Your input will allow you to voice your concerns and issues to the Graduate Assistant Advisory Committee, who will present them at the M&C meetings for discussion and resolution.

Earlier this week, GAAC held our first Administrative-only Meet and Confer (M&C) session. Aside from two GAAC representatives, attendees included the Dean of the CNMS, the Dean of the Graduate School, and Department Chairs from the Physics, Math, Biology, and Chemistry departments. During this session, we addressed several critical issues identified as priorities from CNMS GA’s through our recent survey. These topics include:

  1. Advisor-GA Relationships

  2. GA Stipends and Mandatory Fees

  3. GA Contract and Workload Concerns 

  4. Transit and Parking Issues

I am pleased to report that the majority of attendees provided favorable responses to each of these issues. Particularly noteworthy was the support received for the implementation of mandatory mentor training sessions for faculty and establishing accountability measures for GA exploitation issues. 


Looking ahead, GAAC remains committed to advocating for the establishment of proper systems and procedures within the Graduate School to address these concerns, as agreed upon during the M&C discussion. 

We are looking forward to continuing these productive discussions in the upcoming M&C discussions for the COEIT and CAHSS.

The GSA Legislative Concerns Chair (LCC) is planning a UMBC Student Day in Annapolis (Date TBD). Students will have the opportunity to visit Annapolis, meet legislators and staff, tour the State House, and attend an evening reception with President Sheares Ashby. The agenda for the day is as follows:


2 p.m.Depart campus

3-5 p.m. Visit legislative offices and State House tour

5:30-8 p.m.Reception with President Sheares Ashby, legislators, and other public officials

8 p.m.Depart Annapolis

9 p.m.Return to campus

This survey's purpose is to understand how graduate assistants (GAs) at UMBC are currently feeling about their financial situation, including things such as housing, routine expenses, and GA benefits in relation to the current bill that will allow USM GAs the right to unionize. What is Meet and Confer (M&C)?
M&C is a University System of Maryland (USM) policy which allows Graduate Assistants (i.e. you) to engage in formal discussions with the administration regarding employment issues such as compensation and benefits. More info on M&C can be found on the UMBC website.

This year, we have adopted a new approach by scheduling separate M&C meetings for each college at UMBC. This will allow us to delve deeper into specific graduate assistant (GA) issues within each college and department. Additionally, we have extended our invitation to department chairs to ensure department-level administration is involved in resolving GA-related issues, alongside graduate school administration.

Who does the survey?
The Graduate Assistant Advisory Council (GAAC) is responsible for organizing meetings with university administration as per the policies set forth by the USM. To facilitate productive discussions during the M&C meetings, GAAC has created an anonymous survey to gather information on GA-related issues from our community.

What do we need you to do?
We request that you take 5 minutes out of your day to fill out this survey so that the GAAC can raise your concerns with the Deans of the Graduate School, Respective College Deans and Department Chairs. Your participation and input are crucial to ensuring that the concerns of GAs are effectively represented during these M&C meeting.
