If you ever want to find all of that messaging and associated resources in one place, this is it: <a href="https://umbc.edu/ogrca/federal-changes/">https://umbc.edu/ogrca/federal-changes/</a></div><div><br></div><div>As UMBC staff and administration get additional sites online and/or updated -- such as this one, which update I am told is in progress now: <a href="https://enrollment.umbc.edu/undocumentedresources/">https://enrollment.umbc.edu/undocumentedresources/</a> -- those will appear on the page above as well.</div><div><br></div><div>Also, while I appreciate the guidance there about what to do should you encounter Federal Immigration Enforcement agents on campus ( <a href="https://my3.my.umbc.edu/groups/announcements/posts/147077">https://my3.my.umbc.edu/groups/announcements/posts/147077</a> ), I realize that it may be unclear to many of us what exactly is and is not a "judicial warrant." This document from the National Immigration Law Center discusses that matter at some length: <a href="https://www.nilc.org/wp-content/uploads/2020/09/2025-Subpoenas-Warrants.pdf">https://www.nilc.org/wp-content/uploads/2020/09/2025-Subpoenas-Warrants.pdf</a></div><div><br></div><div>Here is a relevant excerpt from page 3:</div><div>• A <em>judicial warrant</em> is a formal written order authorizing a law enforcement officer to
    make an arrest, a seizure, or a search. A judicial warrant is <em>issued by a judicial court</em>.
    Courts that issue judicial warrants include both state and federal courts, such as a
    “Superior Court of California” or a “U.S. District Court,” and a judicial warrant is signed
    by a judge or magistrate judge. Furthermore, <em>judicial warrants must be complied with</em>, and
    there are serious consequences for refusing to comply with a judicial warrant. <strong><em>Note that
    a warrant signed by an immigration judge is not a judicial warrant.</em></strong> </div><div>• An <em>administrative warrant</em> is a formal written document authorizing a law enforcement
    officer from a designated federal agency, such as an ICE agent from DHS, to make an
    arrest or a seizure. An administrative warrant is <em>issued by a federal agency</em> such as DHS
    and can be signed by an “immigration judge” or an “immigration officer.” Unlike a
    judicial warrant, an administrative warrant <em>does not authorize a search</em>. Therefore, an ICE
    agent who has only an administrative warrant may not conduct a search based on the
    warrant, though, in certain circumstances, the administrative warrant would authorize
    the agent to make a seizure or arrest.</div><div><br></div><div>Now, I am no attorney, but I understand all of the above information taken together to mean that immigration enforcement cannot search private spaces at UMBC such as residence halls, classrooms, laboratories, and administrative and faculty offices without a search warrant signed by a judge in a district, county, state, or federal court -- someone who is not just an "immigration judge."</div><div><br></div><div>One might say that they cannot open the doors to such spaces if we were to close them.</div><div><br></div><div>If you have questions or concerns in the coming days that you want to see addressed, I will discreetly make inquiries on your behalf. <Title>Celebrating Black History Month Intersectionally</Title>

    <div class="html-content"><p>Accessibility and Disability Services and Student Disability Services joins <a href="https://my3.my.umbc.edu/groups/themosaic/posts/146984" rel="nofollow external" class="bo">The Mosaic Center</a>and all UMBC partners with honoring Black History Month.</p><p>Rediscover how some members of the Black Civil Rights Movement also played essential roles as activists in the US Disability Rights Movement, and paved the way for disability rights activists to influence social change and legislation. Many people with disabilities were part of both movements and continue to be today.</p><p><a href="https://www.youtube.com/watch?v=Hw1ATXKfr9g" rel="nofollow external" class="bo">Dr. Sami Schalk presented at UMBC in March of 2023 on<strong><em> 504 and Beyond: Disability Politics and the Black Panther Party</em></strong></a>via the <a href="https://my3.my.umbc.edu/groups/dreshercenter" rel="nofollow external" class="bo">Dresher Center</a> - in co-sponsorship with ADS and I3B.</p><p><a href="https://wid.org/why-black-disabled-history-matters/" rel="nofollow external" class="bo">Why Black Disabled History Matters by Dikko Yusef of WID </a>provides a great summary.</p><p>Some of the intersectionality within the documentary  <a href="https://www.netflix.com/title/81001496" rel="nofollow external" class="bo">Crip Camp</a> shows how intersectional being black and disabled can be - beyond the Black Panthers. Further back in history, learn new things about the famous Black figures who also had disabilities. For instance, Harriet Tubman lived with epilepsy and narcolepsy, a reminder that disability is both directly and indirectly linked to many forms of violence.</p><p>In the links described below, you may rediscover or learn for the first time about Black history  being made in this moment, and there is so much to learn from the past.  Research forays have been known to start at <a href="https://www.nytimes.com/2020/07/08/obituaries/brad-lomax-overlooked.html" rel="nofollow external" class="bo">Brad Lomax</a>, and end up at the <a href="https://www.bing.com/videos/search?q=wild+zappers+free+your+mind&amp;docid=607993256091386652&amp;mid=F1BC47382F8E3C35D564F1BC47382F8E3C35D564&amp;view=detail&amp;FORM=VIRE" rel="nofollow external" class="bo">Wild Zappers</a>, a DC-based all black all deaf dance company - what new-to-you ancestral influencers and history-makers will become front-of-mind to you? The research of <a href="https://healthpolicyresearch-scholars.org/scholars/stephanie-keeney-parks/" rel="nofollow external" class="bo">Dr. Stephanie Keeney Parks</a> takes a racially nuanced approach to Autism via <a href="https://www.pbs.org/search/?q=in+a+different+key" rel="nofollow external" class="bo">In A Different Key</a>.     <div class="html-content"><div><span>Retriever essentials is seeking donations from anyone with a meal plan for the Save-a-Swipe program. Please consider supporting this program. See below for more information.</span></div><div><div><br></div><div>Our donation window for Save-a-Swipe has opened! Save-a-Swipe is a program that supports UMBC students who are facing financial hardship and experiencing food insecurity.<br><br>If you have excess meal swipes in your meal plan, please consider donating to the Save-a-Swipe pool so your extra meals can be distributed to students in need. Each donated swipe will directly contribute to providing one "meal" to students in need.<br><br>The donation pool closes on February 25th.     <div class="html-content"><p>The Intelligence Community (IC) Postdoctoral Research Fellowship Program offers scientists and engineers from a wide variety of disciplines unique opportunities to conduct research in a wide range of topics relevant to the intelligence community.</p><p>The research is conducted by the postdocs, while working in partnership with a research advisor and collaborating with an advisor from the Intelligence Community.     <div class="html-content"><p><span>Attention PhD students! In Spring 2025, ACLS will place up to 16 PhDs as Leading Edge Fellows with social justice organizations for two-year fellowships. This year, </span><span>our host organizations include </span><a href="https://amicacenter.org/" rel="nofollow external" class="bo">Amica Center for Immigrant Rights</a> (Washington DC), <a href="https://www.ncjustice.org/" rel="nofollow external" class="bo">North Carolina Justice Center </a>(Raleigh, NC), <a href="http://www.open-communities.org/" rel="nofollow external" class="bo">Open Communities</a> (Evanston, IL) and more. See below for more information. </p><div><p><span> </span></p></div><p><span> </span></p><p><span>Leading Edge Fellowships support recent PhDs in the humanities and interpretive social sciences as they work with social justice organizations across the country. Hosting organizations provide professional development opportunities and employee benefits to fellows, and draw on fellows’ scholarly perspectives and broad set of skills. Fellows receive stipends: for remote positions, $70,000 in year one, and $72,000 in year two; for in-person positions, $72,000 in year one, and $74,000 in year two. Relocation funds are available for in-person positions. All awardees receive access to health insurance and professional development funding, mentoring, and opportunities for professional development through ACLS and our alumni network.
