In a time marked by polarization and a loss of shared humanity, creating an inclusive culture requires all of us. Each of us has a role to play.</p><p>More than a semesterly speaker series, <strong>Culture Builders</strong> is a call to action. It’s a space where faculty and staff can deepen their commitment to inclusive excellence by:</p><ul><li><p>Engaging in critical conversations about identity, community, and belonging</p></li><li><p>Centering shared values that draw us closer across lines of difference</p></li><li><p>Exploring practices and programs that support inclusive engagement, teaching, service, leadership, and scholarship</p></li><li><p>Co-creating a campus culture where <em>everyone</em> feels seen, valued, and supported</p></li></ul><p><strong>We invite you to join the fall '25 Culture Builders Cohort as a thought partner, co-sponsor, and co-facilitator. This fall’s shared text will be <em>Critical Hope</em> by Dr. Kari Grain—a powerful exploration of how we can lead with clarity, complexity, and care in the pursuit of justice. </strong></p><p>Drawing from the book’s key themes—including the importance of grounded action over naïve optimism, leading with imagination, and cultivating hope through reflection and radical relationships—our fall cohort will focus on how these practices can shape UMBC’s culture of inclusive excellence. <strong>Explore the fall themes <a href="https://docs.google.com/document/d/1nkHmdn0pSbvdLLqrq7HFeN5PlJB6xKSFIqZVdh_D66E/edit?tab=t.0" rel="nofollow external" class="bo">HERE</a>.</strong></p><h3>What to Expect:</h3><ul><li><p><strong>Small cohort experience:</strong> Only 8 Culture Builders will be selected per semester. Culture builders will represent their office/department.</p></li><li><p><strong>Shared learning:</strong> Culture Builders will participate in three virtual dialogues (July, August, and September) to explore the book and identify themes and values that can inform institutional change. <em>We will provide each participant with a free copy of Critical Hope.</em></p></li><li><p><strong>Campus engagement:</strong> Each Culture Builder will host a fall event, program, or learning opportunity connected to cohort themes. <em>We will provide up to $500 in funding per event.</em></p></li><li><p><strong>Community connection:</strong> All Culture Builders will promote and attend the fall Culture Builders keynote event in November. <em>We will host and fully fund this event and provide 20 free copies of Critical Hope to audience members.</em></p></li></ul><p>To explore the ideas behind the book, you can listen to the following podcast interviews with Dr. Kari Grain: <a href="https://youtu.be/O_0VHZPkcXk" rel="nofollow external" class="bo">Critical Hope for Educators: Equity Analysis, Possibility, and Responsibility</a>.     <div class="html-content"><blockquote><div><table border="0" width="100%"><tbody><tr><td><table border="0"><tbody><tr><td><table border="0" width="100%"><tbody><tr><td colspan="2"><div><div>Dear UMBC Community,</div><div> </div><div>I want to express my thanks to the many of you who have reached out to me in recent days to voice their concerns and ask about the current and future state of the work of the Division of Institutional Equity in light of recent federal orders and actions. Your support is an inspiring demonstration of our shared values, most especially, inclusive excellence. </div><div>  </div><div>As you may know, late on Friday evening, the Department of Education’s Office for Civil Rights (OCR) issued a <a href="https://www.google.com/url?q=https://my3.my.umbc.edu/groups/announcements/posts/147521/6eed1/eb788300f56a073527aec3676c84ae9d/email/link?link%3Dhttps%253A%252F%252Fwww.ed.gov%252Fmedia%252Fdocument%252Fdear-colleague-letter-sffa-v-harvard-109506.pdf&amp;source=gmail-imap&amp;ust=1740692446000000&amp;usg=AOvVaw0rG8vpVNUMcMTcqGyS-SgD" rel="nofollow external" class="bo">Dear Colleague letter</a> that put forth a very broad interpretation of the Supreme Court’s 2023 ruling in Students for Fair Admissions v. Harvard, which ended race-conscious admissions. The Dear Colleague letter interprets that ruling to prohibit all race-conscious activities at educational institutions that receive federal funding—“hiring, promotion, compensation, financial aid, scholarships, prizes, administrative support, discipline, housing, graduation ceremonies, and all other aspects of student, academic, and campus life.”</div><div> </div><div>A Dear Colleague letter does not carry the force of law, nor can it change existing law. We have and will continue to abide by existing laws, including through the university’s <a href="https://www.google.com/url?q=https://my3.my.umbc.edu/groups/announcements/posts/147521/6eed1/79f6a25c3fbd0c49a137ee71cd5c9793/email/link?link%3Dhttps%253A%252F%252Fecr.umbc.edu%252Fdiscrimination-policy%252F&amp;source=gmail-imap&amp;ust=1740692446000000&amp;usg=AOvVaw253wXqgXgnLjfg-vJ7kc51" rel="nofollow external" class="bo">nondiscrimination policy</a>. Higher education associations <a href="https://www.google.com/url?q=https://my3.my.umbc.edu/groups/announcements/posts/147521/6eed1/b5ecd714994d1997191da8b327f83aa4/email/link?link%3Dhttps%253A%252F%252Fwww.insidehighered.com%252Fnews%252Fquick-takes%252F2025%252F02%252F19%252Fhigher-ed-groups-push-back-trumps-dei-threats&amp;source=gmail-imap&amp;ust=1740692446000000&amp;usg=AOvVaw0cmwIWLC5XijabLePv_cc2" rel="nofollow external" class="bo">responded swiftly</a> to the Dear Colleague letter this week, urging institutions not to overreact or try to comply preemptively with the guidance. </div><div> </div><div>OCR’s Dear Colleague letter followed several recent federal executive orders and other actions targeting diversity, equity, inclusion, and accessibility efforts broadly. Some of these are being challenged in the courts. Additionally, Maryland State Attorney General Anthony G. Brown, together with 15 other state attorneys general, have issued this multistate <a href="https://www.google.com/url?q=https://my3.my.umbc.edu/groups/announcements/posts/147521/6eed1/4425f58e8fd8a8e981207f157078499b/email/link?link%3Dhttps%253A%252F%252Fwww.marylandattorneygeneral.gov%252FNews%252520Documents%252F2025_DEIA_Guidance_Memorandum.pdf&amp;source=gmail-imap&amp;ust=1740692446000000&amp;usg=AOvVaw22Qx98-wdIaeYo25kIXQKI" rel="nofollow external" class="bo">guidance on diversity, equity, inclusion, and accessibility employment initiatives</a>. </div><div> </div><div>We take seriously the direct targeting of this work, which is so central to our identity and core values. We are monitoring closely the orders and actions related to these issues and assessing as best we can the risk and potential impacts for UMBC.     <div class="html-content"><span><p><span>Press Release Re-share</span></p><p><span>University of Maryland, Baltimore County Hosted National “Restorative Communities of Practice” Convening</span></p><p><span>Baltimore, MD – November 19, 2024 – The Division of Institutional Equity, and partners in Restorative Practices and Truth, Racial Healing, and Transformation (TRHT) at The University of Maryland, Baltimore County was proud to announce its participation as one of 21 host institutions for the Restorative Communities of Practice (RCoP) convening, a new national hybrid event organized by the National Association of Diversity Officers in Higher Education (NADOHE) for senior diversity leaders in higher education to reflect on and develop plans for responding strategically to the challenges to diversity, equity, inclusion, and belonging.</span></p><p><span>This event took place on Friday, November 15, 2024, across 21 host institutions. It brought together more than 200 senior-level diversity officers and academic diversity officers to advance dialogue regarding the current and future state of higher education to prepare all students to be successful while fostering a community of practice among leaders. Leaders from the American Association of Colleges &amp; Universities (AAC&amp;U) Truth, Racial Healing, and Transformation (TRHT) Campus Centers were also invited to participate.</span></p><p><span>Leadership perspectives and ideas gathered during this convening contributed to the ongoing conversation about how higher education can better serve all individuals and communities. They also informed NADOHE’s work and the efforts of its membership, as well as business, community, and nonprofit leaders seeking to advance more inclusive environments.</span></p><p><span>“As the leading voice for current and aspiring leaders, NADOHE has been at the forefront of efforts that advanced opportunities for students rather than limited them,” said Clyde Wilson Pickett, chair of NADOHE’s Board of Directors. “The RCoP convening allowed participants to share experiences and develop strategies for advancing access, success, and excellence in higher education.”</span></p><p><span>“As NADOHE members and higher education institutions navigated changing laws and obstacles to success, it was absolutely critical that we understood what they were experiencing and how they were adjusting,” said NADOHE President and CEO Paulette Granberry Russell. “Data gathered will inform the development of a longer-term strategy for better representing the role higher education plays in assuring that all students are able to succeed in their campus communities and beyond.”</span></p><p><span>For more information, contact Dr. Jasmine A.     <div class="html-content"><span><p><span>Division of Institutional Equity </span></p><p><span>The new Division of Institutional Equity (DOIE) is the campus leader and partner in strategic campus-wide equity, inclusion, and belonging. DOIE seeks to redefine inclusive excellence in higher education by helping to foster an inclusive culture that connects innovative teaching and learning, research across disciplines, and civic engagement. </span></p><p><span>The DOIE encompasses multiple units that contribute to an equitable and inclusive campus climate for students, staff, and faculty and manages relevant campus-wide policies related to nondiscrimination,</span><span> accessibility, </span><span>religious accommodations, and more. The Division is grounded in commitments to love, humanity, restoration, equitable opportunity, and liberation, all of which guide the work we seek to do on campus.</span></p><p><span>Units within DOIE (</span><a href="https://drive.google.com/file/d/1cYdfif9NSfTVyPakUmxzH4R2b_p0zk6U/view?usp=sharing" rel="nofollow external" class="bo"><span>the DOIE organizational chart</span></a><span>) </span></p><p><span>Vice President and Chief Diversity Officer, Tanyka M. Barber</span></p><p><span>Accessibility and Disability Services, led by Assistant Vice President, Tawny McManus</span></p><ul><li><p><span>The Office of Accessibility and Disability Services (ADS) has primary responsibility for ensuring UMBC’s compliance with the ADA and Section 504 of the Rehabilitation Act in protecting the rights, access, and inclusion of individuals with disabilities. ADS manages and coordinates the disability accommodation processes and access needs for UMBC faculty, staff, and students and serves as a resource to campus visitors. ADS, which includes the Office of Student Disability Services (SDS), works with campus partners to advocate for and support accessible campus spaces and learning opportunities, engages in training and consultation, and serves in collaboration on campus accessibility initiatives. </span></p></li></ul><p><span>Equity and Civil Rights, led by Assistant Vice President/Title IX Coordinator, Marcus Foster</span></p><ul><li><p><span>The Office of Equity and Civil Rights (ECR) has primary responsibility for managing UMBC’s compliance, training, prevention, and response efforts related to </span><a href="https://ecr.umbc.edu/gender-discrimination-sexual-misconduct/" rel="nofollow external" class="bo"><span>Title IX</span></a><span> as well as other civil rights issues, including </span><a href="https://ecr.umbc.edu/discrimination-and-bias/" rel="nofollow external" class="bo"><span>discrimination</span></a><span>, harassment, hate, and bias on the basis of a protected class. </span></p></li></ul><p><span>Community and Culture, led by Associate Vice President, Dr. Jasmine A. Lee</span></p><ul><li><p><span>The Community and Culture unit is responsible for </span><span>ensuring the university upholds its core value of inclusive excellence by furthering inclusion and belonging initiatives for students, faculty, and staff.</span><span> The Community and Culture staff provide training, workshops, cohort experiences, consulting, and other resources related to diversity, equity, inclusion, belonging, and overall inclusive excellence.
