    <p><span>To be eligible for the WRP, candidates must be current,
    full-time undergraduate or graduate students with a disability, or have
    graduated within *one year of the release of the database each December.

    it may take time to fully assess the impact of COVID-19 on WRP hiring, <strong>WRP
    will provide recent graduates with disabilities an additional year of
    eligibility to participate in this fall’s application period and the 2021
    database.  </strong>This means that all recent graduates that applied to
    WRP in fall 2019 are eligible to apply again this fall.  <strong><span>Recent graduates who graduated on or
    after April 1, 2018 will be eligible to apply this fall</span></strong>, along
    with current degree-seeking students with disabilities. </span></p><p><span> All candidates, whether
    they applied last year or not, must complete a new application this fall on the <a href="http://www.wrp.gov/" rel="nofollow external" class="bo"><span>WRP website</span></a> so
    that WRP can ensure that employers have access to an up-to-date resume,
    transcript, and application for every applicant.  </span></p><p><span>Applications for
    students from participating WRP schools will open on <strong><span>August 24, 2020 and close October 14,
    2020. It is required that all candidates complete their application and upload
    required documents by October 16, 2020.</span></strong></span></p>
    
    <p><span>WRP
    has switched to an informational interview process for candidates. The
    interview period this year will take place from <strong><span>October 26-November 18, 2020.</span></strong> All
    interviews will be conducted remotely, in most cases by phone.</span></p>

<Title>The Reverse Career Fair</Title>

    <div class="html-content"><span><p><span>On September 25th, the Career Center hosted the Career Fair in the Retriever Activity Center. For those who didn’t attend, a Career Fair is a fair held to help students get employed. Employers set up booths and students go between them to talk to employers and give out their resumes for potential job openings. This year, we had over 160 employers set up booths in the RAC for students to network with. This is the most we’ve ever had at a Career Center hosted Career Fair.</span></p><br><p><span>Coming up, the Career Center is hosting the Reverse Career Fair on Friday, November 1st. A Reverse Career Fair, similar to a Career Fair, is another opportunity for students to connect with potential employers. Instead of students moving from booth to booth, student organizations set up booths and hand out their resumes to employers who are moving between student booths. This time the employers come to you!</span></p><br><p><span>The Reverse Career Fair is different. It removes some of the pressure from the student and allows those of us who are a little bit more nervous talking to potential employers to show that we have the networking and work skills employers are looking for. Another benefit of attending a UMBC hosted Reverse Career Fair is that employers are looking to hire UMBC students. These employers know UMBC, some of them have even attended, and so they know our students are competent and driven workers. Unfortunately, registration is closed, but for the student organizations who are signed up, here are some steps you can take to navigate the Reverse Career Fair.</span></p><br><p><span>The first step is to update your resume. A resume is often an employer’s first impression of a potential employee, and a good one means a good first impression. Make sure your resume is up to date with all of your activities and work experience you’ve participated in recently, then be sure to come into the Career Center for a resume review to make sure it’s the best resume it can be! Drop-in hours are Monday through Thursday from 2 pm to 4 pm and on Fridays from 12 pm to 4 pm. Of course, you can always make a 30- minute or 60-minute appointment with a Career Specialist through UMBCWorks with the Schedule an Appointment button.</span></p><br><p><span>The next step is to craft a 30-second commercial with the help of the Career Center’s </span><a href="https://careers2.umbc.edu/tools/guide.pdf" rel="nofollow external" class="bo"><span>Career Guide</span></a><span>. The 30-second commercial is a quick summary of who you are, your skills, your interests, and your goals. It’s meant to give an employer an idea of who you are and potentially start a conversation. The 30-second commercial may seem like an unnecessary step, but when employers walk up to you and ask you to tell them about yourself, you’ll be prepared to answer that question and steer the conversation towards what it is you want to achieve and how that coincides with the goal of the company or organization you want to work with. Don’t forget to practice!</span></p><br><p><span>Finally, work with your student organization to craft a stellar table-top display that will attract employers to your table. Don’t just stand around the table with your resumes, show off your organization! What do you do that is interesting and fun? If you build robots, bring one of your projects. If you do graphic design, have samples of your work up for display. It helps to have something tangible and visible that your organization has worked to create. Have a display that explains what your organization does and how those skills transfer to the workforce. Similar to Involvement Fest, what brings people to your table will make the difference in who talks to you at the Reverse Career Fair. Plus, it’s a wonderful ice breaker that shows off a part of your personality and who you are, so get creative! Make sure you bring many members of your organization to the Reverse Career Fair, a table with two people beside it is not as attractive as a table with eight. Having a group of people shows that you’re a member of a team and that you work well with others to create an interesting and attractive outcome. Your display can say a lot about your group, but it also says a lot about who you are as individuals. Having a flashy, interesting display can make the difference at a Reverse Career Fair.</span></p><br><p><span>With preparation and a positive attitude, the Reverse Career Fair can be an incredible opportunity for students, especially for students who are nervous when it comes to networking. A well-prepared resume, a 30-second commercial, and a well-crafted display can make all the difference in a Reverse Career Fair.</span></p><div><span><br></span></div></span></div>

<Title>Tip of the Week: Questions About the Federal Hiring Freeze</Title>

    <div class="html-content"><h4>What does the hiring freeze mean for you?</h4><div><br></div><div><span><strong>What the federal hiring freeze means for students</strong></span></div><p>As one of his first acts in office, President Donald Trump on January 22 issued a <a href="https://www.whitehouse.gov/the-press-office/2017/01/23/presidential-memorandum-regarding-hiring-freeze" rel="nofollow external" class="bo">memorandum</a> to freeze federal hiring. This action halts the hiring of new federal employees, applies to executive branch agencies and aims to reduce the size of government. The freeze impacts hiring for civilian federal employees and exempts the military as well as national security and public safety positions deemed essential.</p><p>The hiring freeze is not indefinite. The presidential memo directs the Office of Management and Budget (OMB), in consultation with the Office of Personnel Management (OPM), to recommend a long-term plan in 90 days to reduce the size of government through attrition. The current hiring freeze will expire once this plan is in place, although it is possible the plan could continue a hiring freeze for certain positions until the size of the workforce is reduced.</p><p>OMB and OPM recently issued <a href="https://www.chcoc.gov/content/federal-civilian-hiring-freeze-guidance" rel="nofollow external" class="bo">guidance</a> for federal agencies to help clarify how the freeze should be implemented. Several agencies – such as the <a href="https://www.va.gov/opa/publications/factsheets/Signed-Exemption-to-Hiring-Freeze-Memo-with-Exempted-Occupations-1-27-2017.pdf" rel="nofollow external" class="bo">Department of Veterans Affairs</a> and <a href="https://www.defense.gov/Portals/1/Documents/pubs/OSD000999-17-RES-Final.pdf" rel="nofollow external" class="bo">Department of Defense</a> – also have released their own specific guidance on exemptions. Please note that there may still be uncertainty at some agencies as federal leaders determine how to apply aspects of the hiring freeze to their workforce. Here are answers to some of the top questions you may be getting from students on your campus:</p><ul><li><strong>Should students continue applying for federal jobs?</strong><ul><li>Yes! The freeze will eventually end and at that point applicants will again be considered for and offered positions. This may or may not occur in 90 days, pending the OMB/OPM plan. Many agencies may continue reviewing applications and conducting applicant assessments during the hiring freeze, although they cannot officially make offers until it ends.</li></ul></li><li><strong>What if an application is currently under review?</strong><ul><li>Students are encouraged to follow up with the HR contact listed on the job opportunity announcement to see where they stand in the process; however, many federal HR employees are waiting for specific agency guidance and may not be able to provide any additional information at this time.</li></ul></li><li><strong>What if a student has a job offer on the table?</strong><ul><li>Job offers made prior to January 22 with a start date before February 22 will be honored. Offers made prior to January 22 with start dates (confirmed or unconfirmed) after February 22 will be decided on a case-by-case basis and must be reviewed by the agency leader. Students in this situation should reach out to their federal HR point of contact for more information.</li></ul></li><li><strong>Are certain programs exempted?</strong><ul><li>Agency leaders can exempt positions deemed necessary to national security (including foreign relations) and public safety (including essential activities to the extent that they protect life and property). These exemptions will be decided on a case-by-case basis and students should check with agencies. Students who take unpaid internships may not be impacted by the freeze since they aren’t being brought on as full-time employees, but they should verify that with the agency. A more complete breakdown of relevant exemptions are noted in <a href="http://federalnewsradio.com/hiringretention/2017/01/latest-guidance-omb-lists-agency-exemptions-trumps-hiring-freeze/" rel="nofollow external" class="bo">this article</a>.</li></ul></li><li><strong>What about the Pathways Programs? Are they still hiring?</strong><ul><li>Pathways Internship and Presidential Management Fellows (PMF) programs are exempted from the freeze – great news for students and PMF finalists! These appointments are still provisional and conversion is not guaranteed, as noted in the <a href="https://www.chcoc.gov/content/federal-civilian-hiring-freeze-guidance" rel="nofollow external" class="bo">OMB/OPM guidance</a>. Pathways Recent Graduate positions are not exempted and are still subject to the hiring freeze.</li><li>Current employees under the Pathways Programs are still eligible for conversion to full-time positions. For example, a Pathways Intern or Recent Graduate currently serving in government can still be converted while the hiring freeze is in place, since these jobs often begin with a temporary appointment that is later converted to permanent.</li></ul></li><li><strong>I heard that national security and public safety careers aren't affected. Is that true?</strong><ul><li>Positions related to national security and public safety may be exempted from the freeze and are determined by agency leaders. Students should check with agencies to determine if hiring still is taking place for posted national security and public safety positions. More specifically, federal civilian personnel jobs for the Office of the Director of National Intelligence and the Central Intelligence Agency are exempted from the freeze, meaning they are still hiring – good news for students interested in intelligence and cyber careers!</li></ul></li><li><strong>Some students are now questioning whether they want to go into government. What can I tell them?</strong><ul><li>Our government hires for every skill and background imaginable – from engineers to nurses to zoologists to scientists to computer experts. There is a place in government for talented young people, and their impact serving our country can last for decades to come. Through administration changes and beyond, government will continue to need smart, strong and dedicated people to deliver important services for the American people. After a heated election season, emotions are high on both sides of the aisle, but our democracy is greater than the rhetoric and politics.
