<Title>ICTR Community Engagement Research (CEnR) Pilot Grant</Title>

    <div class="html-content"><div>The University of Maryland, Baltimore (UMB) Institute for Clinical and Translational Research (ICTR) is pleased to announce the <strong>Inaugural round</strong> of the UMB ICTR <strong>Community Engagement Research (CEnR) Pilot Grant</strong> competition to provide starter funds for projects specifically focused on innovative Community-Engaged Research (CEnR). This round will test novel approaches to addressing health problems through community-engaged implementation that involve faculty from the UMB Schools of Dentistry, Law, Medicine, Nursing, Pharmacy, Graduate School or Social Work; UMBC, UMCP, and UMB-community partnerships. Funding is provided through the UMB ICTR funding mechanism.</div><div><br></div><div>This request for proposals provides 12 months of funding <strong>(July 1, 2022 – June 30, 2023)</strong> with awards of up to $35,000 each.</div><div><br></div><div>To be considered for this funding opportunity, all proposals must be submitted electronically through the ICTR website <strong><u>by 5 PM EST April 11, 2022</u></strong>.     <div class="html-content"><h2><strong>Aging at Home Alone with Alzheimer's and Related Dementias</strong></h2><div><strong><br></strong></div><div><span><p><span><strong>Dr. Laura Girling</strong> is the director of the </span><a href="https://saph.umbc.edu/center-for-aging-studies/" rel="nofollow external" class="bo"><span>Center for Aging Studies at UMBC</span></a><span>.  She is also affiliated with the </span><a href="https://www.hilltopinstitute.org/" rel="nofollow external" class="bo"><span>Hilltop Institute</span></a><span>, and is an assistant research scientist for the </span><a href="https://saph.umbc.edu/" rel="nofollow external" class="bo"><span>Department of Sociology, Anthropology, and Public Health</span></a><span>.  </span></p><br><p><span>Dr. Girling made </span><a href="https://news.umbc.edu/nia-grants-umbcs-laura-girling-750k-for-research-on-living-with-dementia-including-the-impacts-of-covid-19/#:~:text=Primary%20Menu-,NIA%20grants%20UMBC's%20Laura%20Girling%20%24750K%20for%20research%20on,with%20dementia%20through%20innovative%20research." rel="nofollow external" class="bo"><span>headlines</span></a><span> last year when the National Institute of Aging, a division of the National Institutes of Health, awarded her over $750,000 in grants to further her research. Her most recent work focuses on vulnerable aging adults living alone with dementia, and the impact of the COVID-19 pandemic. Cunningham</a><br>Assistant Professor , Department of Policy Analysis and Management and the Department of Economics, Cornell University</div><div><a href="https://umbc.webex.com/umbc/j.php?MTID=ma982a5c28393c17578366d941c6fd60d" rel="nofollow external" class="bo">Webex link</a><br><br><strong>"The Impact of Affirmative Action Litigation on Police Killings of Civilians"</strong><br>Abstract: Although research has shown that court-ordered hiring quotas increase the number of minority police officers in litigated cities, there has been little insight into how workforce diversity, or lack thereof, may impact police violence. Using an event-study framework, we find that the threat of affirmative action litigation reduces police killings of non-white civilians in the long-run. In addition, we find evidence of lower arrest rates for non-white civilians and more diverse police departments 25 years after litigation. Okunogbe</a> <br>Economist, World Bank Development Research Group, World Bank<br><a href="https://umbc.webex.com/umbc/j.php?MTID=m0431855841c707e0f78966b9eafbb57b" rel="nofollow external" class="bo">Webex link</a><br><br><strong>"Becoming Legible to the State: The Role of Detection and Enforcement Capacity in Tax Compliance"</strong><br>Abstract: Tax revenue in many low-income countries is inadequate for funding government investment in infrastructure and public services. This paper examines two dimensions of low state capacity that hinder tax collection: the inability to ascertain the tax base (detection capacity) and the inability to enforce unpaid liabilities (enforcement capacity). A randomized experiment with Liberian property owners finds that using identifying information from a newly developed property database to alert property owners that their noncompliance has been detected quadruples the tax payment rate, but only when the notice includes details on the penalties for noncompliance. A second experiment finds a further increase in compliance from signaling greater enforcement probability to delinquent property owners. These results highlight the importance of investments in both detection and enforcement capacity.<br><br></div><div><br><strong>Thursday April 21, 2-3pm</strong><br><a href="https://inside.smcm.edu/directory/amanda-deerfield" rel="nofollow external" class="bo">Amanda Deerfield</a> <br>Assistant Professor, Department of Economics, St. Mary's College of Maryland</div><div><a href="https://umbc.webex.com/umbc/j.php?MTID=mac6fc19dc88eac817e9691fc38b7c045" rel="nofollow external" class="bo">WebEx link</a><br><br><strong>"Entrepreneurship and Regulatory Voids:  The Case of Ridesharing"<br></strong>Abstract: Formal institutions, e.g., regulations, are considered crucial determinants of entrepreneurship, but what enables regulatory change when there is a regulatory void, meaning entrepreneurship clashes with existing regulations? Drawing on public choice theory, we hypothesize that regulatory freedom facilitates the introduction of legislation to fill such voids. We test this hypothesis using unique data documenting the time for ridesharing to become legalized at the state level across the United States following its local (and often illegal) rollout. Results suggest states with greater regulatory freedom passed ridesharing legislation quicker, highlighting an underappreciated way that extant regulatory freedom facilitates the accommodation of entrepreneurship.<br></div><br></div>

    <div class="html-content"><p><span>Faculty and advanced graduate students are invited to join us for a CAHSS workshop on how ORCID can help your scholarship. </span><strong>The workshop will be held on Webex on Friday, February 11, from 1-2pm.</strong></p><h5><strong><a href="https://umbc.webex.com/umbc/j.php?MTID=m96d032ce265a6369625e912c851c050d" rel="nofollow external" class="bo">Click here to join!</a></strong></h5><p>ORCID (Open Researcher and Contributor Identifier) is an international nonprofit providing unique, persistent identifiers that researchers can use to distinguish themselves and their research output. Participating researchers retain control over what information they include in their profile, who can see the data they’ve included, and how it is used with options available for sharing across systems to save time on funding, publishing, and research reporting workflows.</p><p>Through a partnership between the Albin O. Kuhn Library &amp; Gallery, the Division of Information Technology, and the Office of the Vice President for Research, UMBC joined a community of over 1,000 other research organizations, publishers and funding agencies around the world by becoming an institutional member of the ORCID consortium in March 2021.</p><p>This session will cover an overview of ORCID, benefits available to individual scholars, and how UMBC is leveraging its institutional benefits. We’ll also present how ORCID fits into the overall digital scholarship ecosystem at UMBC including Digital Measures, ScholarWorks@UMBC, and the Faculty Expert Database. The session will conclude with a demo of setting up a profile and tips for getting the most out of your ORCID account.</p><p></p><p><strong>Speaker Bio</strong></p><p></p><p><span><strong>Carolyn Sheffield</strong> is the Associate Director for Library Technology &amp; Digital Strategies at the Albin O. Kuhn Library &amp; Gallery where she oversees information technology services, website management, and digital scholarship services. Prior to joining UMBC in March 2019, Carolyn worked at the Smithsonian for nine years managing projects and programs for improving access to biodiversity literature, archives, and data.     <div class="html-content"><span><p><span><strong>Undergraduate Data Science Scholars – Call for Applications</strong></span></p><p><span><strong>Have you worked with social, behavioral, economic or geographic data?</strong></span></p><p><span><strong>Are you interested in how to extract useful knowledge from data?</strong></span></p><p><span>The Center for Social Science Scholarship (CS3) is partnering with the UMBC Department of Information Systems to establish the UMBC Undergraduate Data Science Scholars Program (DSS) in Spring 2022. Students admitted to the program will work as teaching fellows (TFs) and peer mentors. They will also network with UC Berkeley data science students, attend special events, and be mentored by faculty. <Title>FICA Tax Withholding issues</Title>

    <div class="html-content"><p><strong>MESSAGE FROM CENTRAL PAYEROLL BUREAU </strong></p><p><strong><span>2022</span> FICA Tax <span>Withholding</span> (PPE 01/01/22)</strong></p><p>Through a post-audit process, Central Payroll Bureau (CPB) learned that highly compensated employees’ January 7<span>th</span> paychecks had FICA tax withholding amounts that were less than they should have been.  CPB discovered that a glitch in its system prevented the full FICA tax amount from being withheld.  FICA taxes are calculated based on Social Security wage limits.  For tax year 2021, the limit was $142,800.  For tax year 2022, the limit is $147,000.  Our system captured 2021’s YTD Social Security wage balance and only calculated Social Security <span>taxes</span> on $4,200 which is the difference between the 2 years. </p><p> <strong>Please note that this issue has been fixed.</strong><span>  In PPE 01/15/22 (pay date 01/21/22), impacted employees will see an increase in their <span>FICA</span> taxes to collect all FICA tax shortfalls that were missed in the previous pay.  In PPE 01/29/22 (pay date 02/04/22), impacted employees will see their correct FICA tax withholdings<strong>.  Employees and agencies do not need to do anything to correct PPE 01/01/22 because <span>FICA</span> <span>taxes</span> will self-adjust through their paychecks dated 01/21/22. </strong></span></p><p><span> </span><span>If you have any questions, please contact our CPB Accounting Team via email </span><a href="mailto:CPBACCTG@marylandtaxes.gov" rel="nofollow external" class="bo">CPBACCTG@marylandtaxes.gov</a><span> or phone (410) 260-7964.</span></p></div>

    <div class="html-content"><span><p><span><strong>Undergraduate Data Science Scholars – Call for Applications</strong></span></p><p><span><strong>Have you worked with social, behavioral, economic or geographic data?</strong></span></p><p><span><strong>Are you interested in how to extract useful knowledge from data?</strong></span></p><p><span>The Center for Social Science Scholarship (CS3) is partnering with the UMBC Department of Information Systems to establish the UMBC Undergraduate Data Science Scholars Program (DSS) in Spring 2022. Students admitted to the program will work as teaching fellows (TFs) and peer mentors. They will also network with UC Berkeley data science students, attend special events, and be mentored by faculty. The DSS program welcomes undergraduate scholars from multiple disciplines, including the social sciences, looking at all aspects of data and its impact on society.</span></p><div><span><span><p><em><strong><span>Interested students should send a resume and a brief one or two sentence statement of interest to </span><a href="mailto:socialscience@umbc.edu" rel="nofollow external" class="bo"><span>socialscience@umbc.edu</span></a><span> by 1/28/2022.
