You'll want to be aware that there are certain export control federal regulations in place if you plan to take items, such as university owned laptops, with you when you travel.

Any physical material or technical data in your possession is considered by US regulations to have been “exported” from the US to your final destination and any intermediate destinations. There are exemptions from export licensing available for travelers carrying both university-owned equipment ("TMP")  and personal items ("BAG").

The ORPC has created a "Tools of the Trade" Traveler Certification Letter for international travelers carrying university-owned equipment to confirm and certify that they meet the requirements of the exemption.  The letter serves as a document that can be carried with the traveler and shown to US or foreign customs agents in the event that they are questioned about the content of their belongings.  While there is no way to guarantee that the letter will prevent searches and seizures, it may demonstrate that the traveler is familiar with the regulations and responsible for the equipment that they are exporting.

The Institutional Review Board (IRB), the formally designated UMBC committee to approve, monitor, and review research involving humans, is actively seeking faculty to serve on the IRB as members. 


Members serve on the IRB for a three (3) year renewable appointment where they review research protocols, attend meetings, and discuss issues with the aim to protect the rights and welfare of the research subjects. Members have expertise in different areas to ensure that research protocols are evaluated fairly by knowledgeable individuals.


IRB member responsibilities

Time requirement


The board typically meets five (5) times during the academic year: October, December, February, April and June. Meetings are on Mondays from 10 am-12 pm.


Most of the protocols we receive are eligible for expedited review; members review on the average 15-20 new and/or continuing protocols each academic year.  Occasionally the IRB reviews a protocol in need of a full review.

I am pleased to announce a new member of our compliance group in the Office for Research Protections and Compliance. 

Sara Parton joined OPRC on Feb 3 as a compliance specialist. Sara comes from the UMB Human Research Protections Office and brings her skills as a protocol reviewer and expertise in regulations. She will work with Mary Lilly and myself in all areas managed by ORPC, including human participant research, animal care and use, bisoafety, conflicts of interest, and export controls. Sara will also have an active role in conducting compliance education and responsible conduct of research training.

In addition to UMBCs use of the CITI training modules and other departmental education programs, using these studies will aid researchers in understanding the components of RCR. These will also help to meet the education requirements for training from NIH and NSF.
