<Title>*REPOST* Upcoming Fulbright Accelerators for Faculty</Title>

    <div class="html-content"><div>The CAHSS Creative Achievement and Research Administration Team (CARAT) is hosting two upcoming Fulbright Accelerator Workshops in partnership with the Center for Global Engagement.</div><div><br></div><div><p><span>The</span> <a href="http://www.fulbrightscholars.org/" rel="nofollow external" class="bo">Fulbright U.S. Scholar Program</a><span>,
     the largest educational exchange program funded by the U.S. Department 
    of State, provides opportunities for research, teaching or both in the 
    social sciences and the arts.<br></span></p><p><span>During these hour-long workshops, <a href="https://fulbright.umbc.edu/contact/" rel="nofollow external" class="bo">Dr. Brian Souders</a>,
     UMBC's Fulbright Scholar Liaison in the Center for Global Engagement, 
    will introduce the Fulbright program to interested faculty, explore ways
     to create a competitive application, and discuss UMBC internal support 
    throughout the application process. </span><a href="https://carat.umbc.edu/about-us/" rel="nofollow external" class="bo">Rachel Brubaker,</a> Associate
     Director for Research Development at CARAT, will discuss CARAT's support and

    <div class="html-content"><div><strong><em>***Reposted from the <a href="https://my3.my.umbc.edu/groups/library/events" rel="nofollow external" class="bo">AOK Library &amp; Gallery</a>***</em></strong></div><div><br></div><div>The <em>All of Us</em> Research Program, an initiative spearheaded by the National Institutes of Health, aims to accelerate health research discoveries that enable individualized healthcare by building one of the world's largest and most diverse databases for health research. </div><div><br></div><div>The <em>All of Us</em> Research Program database offers access to a diverse, longitudinal dataset that can be used by students and faculty who may not have access to other datasets. </div><div><br></div><div>The NIH has worked with research communities and community members to ensure a robust research protocol that respects participants and the needs of the research community.     <p><strong><u><span>New NSF Research Security Training Modules</span></u></strong></p>
    
    <p><span>NSF has launched four <a href="https://new.nsf.gov/research-security/training" rel="nofollow external" class="bo"><span>interactive online research security training modules</span></a>,
    now available to researchers and institutions across the U.S. These modules are
    designed to facilitate principled international collaboration in an open,
    transparent and secure environment that safeguards the nation's research
    ecosystem.</span></p>
    
    <p><span>Fueled by the "<a href="https://www.govinfo.gov/content/pkg/PLAW-117publ167/pdf/PLAW-117publ167.pdf" rel="nofollow external" class="bo"><span>CHIPS and Science Act of 2022</span></a>,"
    these training modules signify a major first step in reconciling the needs of
    the research, law enforcement and intelligence communities to pursue trusted
    relationships in the global research community while minimizing economic and
    security risks. They provide researchers with clear guidelines and effective
    strategies to protect against existing and emerging research security threats.
    The modules also reinforce NSF's commitment to President Biden's priorities to
    strengthen protections of U.S. government-supported research as outlined in the
    <a href="https://trumpwhitehouse.archives.gov/presidential-actions/presidential-memorandum-united-states-government-supported-research-development-national-security-policy/" rel="nofollow external" class="bo"><span>National Security Presidential
    Memorandum-33</span></a>.</span></p>

<Title>NIH Guidance on Salary Limitation</Title>

    <p><strong><span>Guidance
    on Salary Limitation for Grants and Cooperative Agreements FY 2024</span></strong></p>
    
    <p><span>Notice Number: NOT-OD-24-057</span></p>
    
    
    
    <p><strong><span>Purpose</span></strong></p>
    
    <p><span>This Notice provides
    information regarding the salary limitation for NIH grant and cooperative
    agreement awards and extramural research and development contract awards.</span></p>
    
    <p><span>Since 1990, Congress has
    legislatively mandated a limitation on direct salary for individuals under NIH
    grant and cooperative agreement awards (referred to here as a grant). The
    mandate appears in the annual appropriation act that provides authority for NIH
    to incur obligations for a given Fiscal Year (FY). At this time, NIH has not
    received an FY 2024 appropriation and is operating under a Continuing
    Resolution, the "Further Continuing Appropriations and Other Extensions
    Act, 2024 (Public Law 118-22)”, that applies the terms and conditions of the
    Consolidated Appropriations Act, 2023.</span></p>
    
    <p><span>The Consolidated
    Appropriations Act, 2023 restricts the amount of direct salary to Executive
    Level II of the Federal Executive pay scale. <strong>The Office of Personnel Management recently released new salary levels
    for the Executive Pay Scale. Effective January 1, 2024, the salary limitation
    for Executive Level II is $221,900.</strong></span></p>
    
    <p><span>For active awards,
    including awards that have been issued in FY 2024 (continuation and new) that
    were restricted to Executive Level II, if adequate funds are available, and if
    the salary cap increase is consistent with the institutional base salary,
    recipients may rebudget funds to accommodate the current Executive Level II
    salary level.</span></p>
    
    <p><span>Once the Department of
    Health and Human Services Appropriation for FY 2024 is enacted, NIH will
    publish the annual Notice of legislative mandates to provide information on any
    statutory provisions that limit the use of NIH grant funds in FY 2024.</span></p>
