<Title>Impact of Executive Orders on Research and Creative Achievement Activities</Title>

    Colleagues, </span></p>
    
    
    
    <p><span>Like many of you,
    we have been following the rapid developments coming out of the new
    administration over the past couple of weeks. A number of federal agencies are
    continuing to update their policies and solicitations in response to recent
    White House executive orders. Several of you have shared questions about
    potential impact on your Research and Creative Achievement (RCA) activities.</span></p>
    
    
    
    <p><span>We recognize that
    many of our UMBC colleagues and investigators are concerned and are looking for
    guidance. At this time, we are still assessing the impact on our funded
    programs and what steps we may need to take to follow these directives.</span></p>
    
    
    
    <p><span>We are in close
    contact with other institutions in USM, as well as with national organizations
    to determine the best course of action to respond to the executive orders and
    the directives by the federal agencies. </span></p>
    
    
    
    <p><span>As an
    institution, we are closely monitoring the executive orders and agency
    directives and are working on understanding the potential impact on our RCA
    community. We will navigate these challenges together and will provide more
    information as it becomes available. Here is some guidance we can provide you
    at this time:</span></p>
    
    
    
    <p><strong><span>Pre-submission
    and pre-award:</span></strong></p>
    
    <ul><li><span>Our Office
         of Sponsored Programs (OSP) will continue to submit proposals as
         submission systems at federal agencies are operational. </span></li><li><span>As proposal
         deadlines approach, please check program websites and solicitations for
         any updates on due dates or requirements to ensure that your proposal is
         compliant.</span></li><li><span>Sponsor
         proposal review timelines may be extended. Please continue to review
         specific sponsor guidelines regularly to ensure you have the most
         up-to-date information. </span></li><li><span>Consider
         signing up for alerts from the agencies you apply to. </span></li></ul>
    
    <p><strong><span>Existing awards:</span></strong></p>
    
    <ul><li><span>Please
         continue with business as usual. The terms and conditions of your active
         grant remain enforceable for the current funding period as long as the
         award is in good standing. This includes the ability to invoice and
         receive reimbursement. If there is a change to your award, OSP will notify
         the unit business office and principal investigator. Agencies are required
         to notify us if there will be changes to your funding once the contract is
         in place.</span></li><li><span>Try to
         remain in contact with your program officers but be aware that some of
         them may have a pause on communications.</span></li><li><span>Monitor
         policy updates from the federal agency overseeing your grant for any
         updates on funding or compliance requirements. See also the Council on
         Governmental Relations (COGR) resource page linked below.</span></li><li><span>If PIs or
         RAs receive any award modifications or other notices, <strong>please forward them
         to the OSP as soon as possible (cc your unit business office)</strong>, so that
         these can be reviewed and processed quickly.</span></li><li><span>Notify OSP
         (and cc your unit business office) if you receive a "Stop Work"
         notice from a federal sponsor for an award. A stop work order typically
         means that all project work needs to stop immediately and no expenses can
         be incurred on the project as of the effective date of the stop work
         notice. In this case, principal investigators should work with their unit
         business office (department administrator), who will work with the
         post-award support staff and your unit’s OSP manager to determine the
         appropriate next steps.</span></li><li><span>Closely
         monitor obligated budget balances to avoid deficits while awaiting future
         obligations. Anticipated future funding remains subject to availability of
         funds and should not be considered guaranteed.</span></li><li><span>Make sure to
         meet existing deadlines for technical reports or other deliverables.</span></li><li><span>If you have
         questions about your awards, please contact your unit business office, who
         should be in contact with your unit’s assigned OSP grants and contracts
         manager.</span></li></ul>

<Title>Public Humanities Program presents Chicory Soul of the Butterfly Exhibit</Title>

     of the Butterfly</em> exhibit is now on view in the Rotunda in the AOK 
    Library at UMBC! Come see the amazing work focused on Baltimore’s 
    Chicory Magazine. </div>

    your calendars for our event launch on April 7 at 4:30 PM when we will 
    announce the official merger of Orser Center and Public Humanities while
     discussing the history of Chicory! </div>

    <p>In the 1960s, Black writers in Baltimore utilized <a href="https://my3.my.umbc.edu/groups/pubhum/posts/146940/13ba5/51dd0e11672ced8addc3b4b8ff1f0d7c/web/link?link=https%3A%2F%2Fcollections.digitalmaryland.org%2Fdigital%2Fcollection%2Fmdcy%2Fsearch" rel="nofollow external" class="bo"><em>Chicory</em></a><em>, </em>a
     poetry magazine published by the Enoch Pratt Free Library from 
    1966-1983, as an artistic form for activism. Its five editors published 
    the work by everyone from children to seniors, from social workers to 
    people in prison about everything from bad housing and schools to 
    celebrations of Black joy.  Visit this enlightening exhibition that 
    explores this radical publication.</p>
    <span><p><em><span>Soul of the Butterfly</span></em> is a traveling exhibit that uses <em>Chicory </em>to
     tell the story of how Black artist-activists in Baltimore have been 
    making change since the 1960s. Featuring poetry, artwork, and photos, it
     reminds us why the Baltimore <em>Afro-American</em> called <em>Chicory</em> “the
     most authentic microphone of Black folks talking ever devised.” It 
    connects past and present by featuring work by young writers, artists, 
    and creators in Baltimore in conversation with this history.</p>
    <p><span><em>Soul of the Butterfly</em></span> was
     co-curated by a team of students at Rutgers University-Newark, Bard 
    High School Early College Baltimore, Dewmore Baltimore, and Writers in 
    Baltimore Schools led by Dr. Mary Rizzo and Erin Santana.</p></span><div>Special thanks to </div>

<Title>Call for Applications:  CS3 Associate Director</Title>

    <div class="html-content"><span><p><span>The Center for Social Science Scholarship (CS3) seeks an Associate Director to work closely with the Director and the Center team to shape and implement CS3 events, programs, and budget. The Associate Director will assist the Director in strategic decision making, shaping CS3 goals, and developing CS3 initiatives. The Associate Director will also be responsible for serving in the Director’s place should the Director be unable to attend various CS3 activities or programs, or at university events or meetings. </span></p><p><span>The appointment would begin July 1, 2025.</span></p><p><span>Duties for the Associate Director include:</span></p><ol><li><p><span>Work with the Center Director and Coordinator to schedule, coordinate, facilitate, and attend CS3 events, trainings, and workshops, including organizing the biennial Social Science Faculty Publications celebration, the annual Social Science Alumni Panel, and the Social Sciences Forum Distinguished Lecture series.</span></p></li><li><p><span>Review applications for CS3 faculty summer fellowships and small research grants to support Center award decisions.</span></p></li><li><p><span>Review applications and reports of interdisciplinary CS3 faculty working groups and research hubs.  </span></p></li><li><p><span>Work with the Center Director, Coordinator, and CS3 Advisory Board to plan, develop, and implement other CS3 programming for students and faculty as needed.</span></p></li><li><p><span>Attend bi-weekly staff meetings and monthly board meetings, participate in strategic planning and budgeting. </span></p></li><li><p><span>Attend monthly CAHSS chairs and directors’ meetings in the Director’s place as needed.</span></p></li><li><p><span>Assist in evaluating CS3 activities and writing the Center’s annual report.</span></p></li></ol><p><span>Eligibility:  Tenure track faculty with expertise in social science fields (minimum: advanced assistant professor; tenured preferred). The program provides numerous and diverse opportunities for international research, teaching, or both, in the arts, humanities, and social sciences.</p><p>During this workshop, Dr. Brian Souders, Associate Director for Global Learning in the Center for Global Engagement (CGE) and UMBC’s Fulbright Scholar Liaison, will introduce the 2026-27 Fulbright program to interested faculty and explore ways to create a competitive application. <Title>Dresher Center Spring 2025 Fellows</Title>

    <div class="html-content"><div>For the spring semester, three fellows will join us in the Dresher Center.</div><div><br></div><div><strong>Lindsay DiCuirci</strong>, Associate Professor in English, will work on an interdisciplinary study of the relationship between spiritualism, print culture and attempts at radical social reform between 1840 and 1870. DiCuirci is interested in moments of cooperation between spiritualists and reformist groups, but as my use of “phantasms” conveys, the dream of harmonia was often disrupted by entrenched biases that even a movement committed to egalitarianism could not shed.<br></div><div><br></div><div><strong>Meredith Oyen</strong>, Associate Professor in History, is studying the history of U.S. and China diplomatic relations. The current relationship is presently very tense due to changing leadership in both nations, alongside the pandemic, a trade war, and the perennial issue of Taiwan. Her book project offers a new narrative that highlights person-to-person contact as much as high level diplomacy, centering primary sources to give insight into both countries’ perspectives.<br></div><div><br></div><div><strong>Kristin Kelly</strong>, a Ph.D. candidate in Language, Literacy, and Culture, is conducting a research project that aims to understand how Black women educators and Black girls collaborate, drawing on their spirituality and imagination to inform the ways they understand and navigate oppressive and harmful systems. Kelly also aims to uncover how Black women mentors help Black girls reimagine education and their futures, especially in classrooms that often do not represent their experiences but center on Eurocentric ways of teaching and exhibit gender inequality.<br><div><br></div><div>Please join us in congratulating these fellows!<br></div></div></div>

<Title>Professional Development Opportunities from NEH</Title>

    <div class="html-content"><p>The NEH Division of Education supports professional development programs for K-12 educators, higher education faculty, and humanities professionals to study a variety of humanities topics. Programs are offered in residential, virtual, and combined formats. Participant stipends are based upon program format and duration. </p><ul><li><p><strong><span>Institutes</span></strong> are one to four-week professional development programs that convene K-12 educators or higher education faculty from across the nation to deepen their understanding of significant topics in the humanities and enrich their capacity for effective scholarship and teaching.</p></li><li><p><strong><span>Landmarks of American History and Culture</span></strong> programs are one-week workshops held across the nation that enhance how K-12 educators, higher education faculty, and humanities professionals incorporate place-based approaches to humanities teaching and scholarship.</p></li></ul><div><strong><a href="https://www.neh.gov/divisions/education/summer-programs" rel="nofollow external" class="bo">Applications are due on March 5 at 11:59pm ET</a></strong><br></div></div>
