    <div class="html-content">Dear Colleagues,<div><br></div><div>The Research and Creative Achievement (RCA) Council has extended the deadline for <a href="https://docs.google.com/forms/d/e/1FAIpQLSfJUM5HK4JFhkEs4O44Yjgf63LjvtpvZPI2sW6jjedoFFSQeQ/viewform" rel="nofollow external" class="bo">the UMBC Research Climate Survey</a> to April 22nd. <br><br>The more responses received, the more comprehensive the picture these responses will provide. This survey is completely designed by faculty.     <div class="html-content"><span><p><span>We are pleased to announce that </span><a href="https://saph.umbc.edu/ftfaculty/person/uk88170/" rel="nofollow external" class="bo"><span>Dr. Aubrey Jackson Soller</span></a> <span>will be joining the Center for Social Science Scholarship (CS3) as our next Associate Director. Dr. Jackson Soller is an Associate Professor and Associate Chair in the </span><a href="https://saph.umbc.edu/" rel="nofollow external" class="bo"><span>Department of Sociology, Anthropology, and Public Health</span></a><span>. She also holds an affiliate appointment in the </span><a href="https://gwst.umbc.edu/" rel="nofollow external" class="bo"><span>Department of Gender, Women’s, + Sexualities Studies</span></a><span>.  Recently named a 2025-2026 CAHSS Research Fellow, Dr. Jackson Soller brings a wealth of social science knowledge and administrative experience to the role.  </span></p><p><span>Together with our director, she will help coordinate the Social Sciences Forum, faculty working groups, and initiatives for undergraduate research, among other programs.  CS3 is thrilled that Dr. Jackson Soller will begin in this position this summer.    </span></p><div><span><br></span></div></span></div>

Faculty seeking external funding for research and creative achievement projects in the Humanities and Humanistic Social Sciences should contact Rachel Brubaker (<a href="mailto:rbruba1@umbc.edu">rbruba1@umbc.edu</a>), CARAT Associate Director for Research Development. Faculty must be <a href="https://www2.umbc.edu/policies/pdfs/PI%20Eligibility%20Policy%20IV-2%2000%2003-%20Oct%2021%202020%20(2).pdf" rel="nofollow external" class="bo">Principal Investigator (PI) Eligible</a> to submit external proposals and receive awards at UMBC. Consult with your department chair or program director before beginning any funding application.</div><div><br></div><div>CARAT’s pre-award services include consultations and proposal development. For consultation requests, use this <a href="https://docs.google.com/forms/d/e/1FAIpQLSdlcU8TrEvSSX5eDwI93n-jrd0Es-WtW5Xekio0z4WDoGwLaA/viewform?pli=1" rel="nofollow external" class="bo"><strong>form</strong></a>. To begin a proposal with an identified funder, use this <strong><a href="https://docs.google.com/forms/d/e/1FAIpQLSfmIRYI2OJ0NPFAlv7VrZfmWgTM5nL7956yytzJaZUtGZZnsQ/viewform" rel="nofollow external" class="bo">form</a></strong>. You must be logged-in to myUMBC to complete these CARAT forms. The lead time for fellowship proposal development is 2-3 business weeks, and at minimum 4 business weeks for grant proposal development.      UMBC continues to experience some of the uncertainties that may affect 
    Federal research grants/contracts due to the emerging orders and 
    policies established at the Federal level thus far in CY2025, we wanted 
    to ensure that the RCA community was aware of some specific clauses as 
    they relate to termination of grants and/or contracts.</span></p><p><span>There
     are clauses in the Uniform Guidance (the UG pertains to federal grants 
    and cooperative agreements) and the Federal Acquisition Regulations (FAR
     pertains to federal contracts) that might provide for and allow for 
    UMBC to collect <strong>non-cancellable obligations</strong> if allowed by the specific terms of the distinct and particular award.  Please see the following references below</span></p><p><span>·</span><span>       </span><span>Uniform Guidance (UG): <a href="https://www.ecfr.gov/current/title-2/subtitle-A/chapter-II/part-200/subpart-D/subject-group-ECFR86b76dde0e1e9dc/section-200.343" rel="nofollow external" class="bo"><span>2 CFR 200.343</span></a>  Effects of suspension and termination</span></p><p><span>·</span><span>       </span><span>Federal Acquisition Regulations(FAR): <a href="https://www.acquisition.gov/far/part-49" rel="nofollow external" class="bo"><span>FAR Part 49</span></a>  Termination of Contracts</span></p><p><span>Please review and understand the above referenced clauses. Non-cancellable obligations are </span>allowable
     costs that have been properly budgeted in the project and which have 
    been incurred through the date of termination, but which cannot be 
    reversed at the point of termination. <span>Some
     examples include, but are not limited to , travel costs that cannot be 
    canceled, equipment purchases already committed, and employment 
    contracts that might require a notification period (i.e. 60 days) prior 
    to a termination date.  These are certain costs that can and should be 
    included with any award termination, stop-work order, or work-pause 
    where a Sponsor has requested that a final invoice be submitted.</span></p></div>
