Jean Brownlee Professor of Anthropology<br></a>University of Pennsylvania</h6><h4><span><hr></span></h4><h6>The Question of Bodily Sovereignty, or Anthropology as Vulnerable Praxis</h6><div><div><br></div><p>What can the body reveal about ways of being and knowing that do not fit within Western frameworks? How does the body help us understand collective modes of world-building that exist outside of, but still interact with, modern political systems and legalistic notions of sovereignty? </p><p><br>Anthropologist Deborah Thomas will explore these questions by looking at the practices of Kumina, a Jamaican spiritual and cultural tradition that involves drumming, singing, and dancing. In her presentation, Dr. Thomas will draw from her experience co-organizing a Kumina festival over the past five years to show how the body carries both the legacies of colonialism and the tools to resist and reshape them. </p><span><hr></span><span></span><p><em>Organized by the Department of Sociology, Anthropology, and Public Health.  </em><em>Photo provided by Dr. Deborah A. <Title>Congratulations to Amy Barnes, CS3 Program Coordinator!</Title>

    <div class="html-content"><span><p><span>The Center for Social Science Scholarship (CS3) is proud to share that Amy Barnes, Program Coordinator for CS3, has been selected to receive the 2025 UMBC Presidential Distinguished Staff Award. She will be recognized at the UMBC Presidential Faculty and Staff Awards Ceremony on April 30, 2025.</span></p><p><span>Amy has been an invaluable member of the UMBC community since 2017. For more than 5 years, she has served as Program Coordinator for CS3 — first under the leadership of Dr. Christine Mallinson and Dr. Felipe Filomeno, and more recently under the leadership of Dr. Eric Stokan.</span></p><p><span>In her role, Amy consistently goes above and beyond to support the Center’s mission and operations. She manages financial and budgetary processes, coordinates logistics for CS3’s many programs and events, and serves as a vital liaison with departments and partners across campus, particularly in organizing the Social Sciences Forum. Beyond these responsibilities, Amy has been a trusted advisor and thought partner — especially during periods of transition and challenge, including the Center’s navigation of broader societal shifts and staffing changes.</span></p><p><span>Anyone who has worked with Amy knows her to be an extraordinary colleague and a true asset to UMBC. In fact, her award nomination was supported by nearly 20 faculty and staff from the College of Arts, Humanities, and Social Sciences (CAHSS) and units across the university — all attesting to her professionalism, dedication, thoughtfulness, and collaborative spirit. Many also emphasized what we at CS3 know well: that Amy is not only an exceptional employee but also a truly remarkable person.</span></p><p><span>The Center for Social Science Scholarship is unquestionably stronger because of Amy’s steadfast commitment, tireless efforts, and unwavering care for the UMBC community. <Title>Public Health Collaboration Grants - Deadline April 18, 2025</Title>

    <div class="html-content"><div><div><p><a href="https://phrc.umbc.edu/" rel="nofollow external" class="bo">The Public Health Research Center (PHRC)</a> at UMBC invites full-time CAHSS faculty from the social sciences, humanities, and arts to team up in groups of two to four and explore innovative public health research. However, successful leadership in Higher Ed is inherently informed by academic disciplines. Social scientists, who are dedicated to the study of human society and social relationships, are especially well-positioned to investigate the characteristics of successful leadership.</span></p><p><span>However, as busy academics, we don’t always pause to consider what inspired us to pursue our fields or how the traits that helped us succeed in our scholarship might inform our perspective on leadership.</span></p><p><span>The <a href="https://my3.my.umbc.edu/groups/csss/events/139977/3a823/d462f7d51a81da644671b4bfc8645165/web/link?link=https%3A%2F%2Fbreakingthemold.umbc.edu%2Fabout%2F" rel="nofollow external" class="bo">Breaking the M.O.L.D. </a>initiative fosters this type of reflection. The program aims to provide its faculty participants with leadership skills informed by the arts, humanities and social sciences - helping them expand their leadership potential and discover new professional opportunities.</span></p><p><span> </span>In<em> Why We Learn, Lead &amp; Succeed?</em><span> we will explore what motivates us in our fields, how our academic interests may inform our leadership considerations, and even more importantly how, as educators, we can use our knowledge to guide and inform people around us in these challenging times.</span></p><span><hr></span><p><strong>Dr. Tatiana Mann</strong></p><p><strong>Breaking the M.O.L.D. Project Manager<br></strong><strong>D.M.A. in Piano Performance</strong></p><p><span>Dr. Tatiana Mann is a passionate advocate and leader in music and the arts. A classical pianist and professor of piano, Dr. Mann has performed and taught throughout the US and in Europe. As an arts administrator with more than 20 years of experience, she enjoys bringing abstract ideas into tangible reality.</span>  Dr. Mann was the founding executive director of the Wildwood Academy for Music and the Arts (WAMA) in Little Rock, AR – a summer program that provides arts and music instruction, with a focus on children with limited opportunities. In 2021 she founded a registered chapter of American Association of University Professors (AAUP) and advocated for freedom of speech on behalf of her colleagues in TX.  As a recording artist, Tatiana can be heard on <em>Finding Home</em>, released on <em>SONY Classical</em> Korea, as well as <em>American Jazz Nocturne, </em>on the Naxos Label.  <span>Dr. Mann holds graduate degrees in piano performance from the University of MN (DMA), London’s Royal Academy of Music (PGDip) and Manhattan School of Music (MM).</span></p><p><strong><a href="https://my3.my.umbc.edu/groups/csss/events/139977/3a823/d462f7d51a81da644671b4bfc8645165/web/link?link=https%3A%2F%2Fbreakingthemold.umbc.edu%2Fabout%2F" rel="nofollow external" class="bo">Breaking the M.O.L.D</a>. </strong><span>is a leadership development program that aims to help the faculty consider administration from the arts and humanities perspective.  As humanists, we tend to ask questions, including what motivates us to do what we do in our disciplines - beyond the initial curiosity or professional interests. In “<em>Why </em>We Learn, Lead &amp; Succeed”we will examine the larger motivating principles behind our work. By asking “What do we do?”, “How do we do it?” and therefore “Why do we do it?”, we will explore the reasons we engage in our fields of study.  As a professional musician who grew up in contrasting socio-political environments, I will share how my upbringing, and journey as a professional musician inform my work as an administrator and inspire my leadership.</span></p><hr><p><strong>Dr. Carolyn Forestiere</strong></p><p><strong>Professor of Political Science</strong></p><p><span>Dr. Forestiere is a  Professor of Political Science, having been at UMBC since 2004. Her research focuses on comparative politics (European and Italian Politics in particular), undergraduate research pedagogy, and more recently, the political implications of </span><span>the </span>growing decline of religiosity in industrialized democracies. Recently, she has published the <span>second edition </span><span>of her 2021 textbook, <em>Beginning Research in Political Science. </em>As a professor, Dr. Forestiere works intensely with undergraduate research and international education. For her, teaching and student-oriented university service are closely intertwined. On the student research side, she has developed an undergraduate research conference in Political Science (the 14th conference will be on April 9, 2025) and she has served as UMBC’s Undergraduate Research Award Faculty Chair since 2018. On the international education side, to date, Dr. Forestiere has led four study abroad programs, the last one being to Rome in January 2025. Having first participated in the MOLD program as a participant, she transitioned to become a leader in residence and now serves as the program’s co-PI.</span></p><p><span>According to Dr. Forestiere, discerning </span><span>‘Why We Learn, Lead &amp; Succeed?' d</span><span>oesn’t have to be hard. It requires that you define your core values and look for the opportunities that help you achieve what you want for yourself and the people around you.</span></p><p><span>Dr. Forestiere believes that the motivation for leadership should prioritize building others in one’s sphere. </span><span>‘Why We Learn, Lead &amp; Succeed?’ </span>i<span>nvolves</span> a process of discovery <span>regarding </span><span>what motivates individuals at key moments in time to find agency in making a positive difference where they can. Strong teachers who are accustomed to respond to ongoing challenges, for example the AI revolution, are uniquely positioned to transfer their skills into leadership.</span></p><hr><p><strong>Dr. Felipe Filom</strong><strong>eno</strong></p><p><strong>Associate Professor of Political Science<br>Director of Global Studies Program</strong></p><p><span>He is a <span>higher education leader experienced in academic affairs, global education, campus-community engagement, deliberative dialogue, and research capacity development. His research investigates immigrant integration, intergroup relations, Latin America, and the Latin American diaspora in the United States. </span>He is the author of four books, most recently <em>Christian Cosmopolitanism: Faith Communities Talk Immigration</em>, published by Temple University Press in 2024.</span></p><p><span>Dr. Filomeno's talk will explore how key social science practices—social critique, reflexivity, and the scientific study of social behavior—uniquely equip social scientists for leadership roles. Their ability to analyze and question social norms and structures fosters transformative leadership that challenges the status quo in higher education. By promoting critical self-reflection in both students and themselves, social scientists identify strengths, areas for growth, and the broader social impact of their work.     <p><strong>Guidance on Salary Limitation for Grants and Cooperative
    Agreements FY 2025</strong></p>

    <p><strong>Purpose:</strong></p>
    
    <p>This Notice provides information
    regarding the salary limitation for NIH grant, cooperative agreement, and
    extramural research and development contract awards.</p>
    
    <p>Since 1990, Congress has
    legislatively mandated a limitation on salary for individuals under NIH grant
    and cooperative agreement awards (referred to here as a grant).</p>
    
    <p>As a reminder<strong>, </strong>effective October 1, 2024, this mandate applies to both direct
    salaries (individuals working directly on NIH projects) and indirect salaries
    (executive salaries in various uncapped cost pools). The mandate appears in the
    annual appropriation act that provides authority for NIH to incur obligations
    for a given Fiscal Year (FY). HHS/NIH has not received an FY 2025 appropriation
    and is operating under a Continuing Resolution, the “Full-Year Continuing
    Appropriations and Extensions Act, 2025 (Public Law 119-4)”, that applies the
    terms and conditions of the Consolidated Appropriations Act, 2024.</p>
    
    <p>The Consolidated Appropriations
    Act, 2024 restricts the amount of salary to Executive Level II of the Federal
    Executive pay scale. The Office of Personnel Management recently released new
    salary levels for the Executive Pay Scale. Effective <strong>January 1, 2025, the salary limitation for Executive Level II is $225,700</strong>.</p>
    
    <p>For active awards, including
    awards that have been issued in FY 2025 (continuation and new) that were
    restricted to Executive Level II, if adequate funds are available, and if the
    salary cap increase is consistent with the institutional base salary,
    recipients may rebudget funds to accommodate the current Executive Level II
    salary level. Recipients may not draw down funds, whether direct or indirect
    costs, to pay salaries above the salary rate limitation, and recipients must
    have established policies and procedures that are consistently applied
    regardless of the source of funds.</p>

    <p>The Department of Health and
    Human Services (HHS), including National Institutes of Health (NIH), operates
    under the Full-Year Continuing Appropriations and Extensions Act, 2025 (Public
    Law 119-4) signed by President Trump on March 15, 2025. This Act (CR) continues
    government operations through September 30, 2025, at the Fiscal Year (FY) 2024
    enacted level, with no reduction.</p>
    
    <p>Consistent with NIH practices
    during FYs 2006 - 2024, NIH Institutes and/or Centers may, at their discretion,
    issue non-competing research grant awards at a level below that indicated on
    the most recent Notice of Award. All legislative mandates that were in effect
    in FY 2024 (see NOT-OD-24-110) remain in effect under this CR, as well as the

    <div class="html-content"><div><span><u>***</u><strong><em><u><a href="https://my3.my.umbc.edu/groups/iharp/events/140081" rel="nofollow external" class="bo">repost</a></u></em></strong><u>***</u></span></div><div><u><br></u></div><h5><u>iHARP Talk Tuesday<br></u><u>April 8, 2025 | </u><u>4-5pm  | </u><u><a href="https://my3.my.umbc.edu/groups/iharp/events/140081/join_meeting" rel="nofollow external" class="bo">Webex</a></u></h5><div><span><hr></span></div><div><strong>Dr. Eric Stokan, </strong>Director of the Center for Social Science Scholarship (<a href="https://my3.my.umbc.edu/groups/iharp/events/140081/3a823/6b9525ce1a3604dd66cd016e3e82c669/web/link?link=https%3A%2F%2Fsocialscience.umbc.edu%2F" rel="nofollow external" class="bo">CS3</a>), an associate professor of political science, and an affiliate faculty in the School of Public Policy at UMBC.</div><div><br></div><div><span>Transdisciplinary Collaborations to Address Our “Wicked Problems"</span></div><div><span><strong><br></strong></span></div><div>This talk centers on building successful collaborations and partnerships to address the “wicked problems” we face within and across our communities.  From developing strategic plans aimed at mitigating flooding to building alternative energy infrastructure, overcoming our disciplinary boundaries and leveraging knowledge across our colleges, institutions, and communities is an important pathway to addressing the most pressing challenges we face today.</div><p>The Director of the Center for Social Science Scholarship (CS3), Dr. Eric Stokan, will describe and highlight the results of partnerships between CS3 and COEIT and iHarp, the Metropolitan Governance and Management Transitions (MGMT) lab at IU Bloomington, and others. The talk will reflect on the results and outcomes of these collaborations.</p><div><span>The second part of the talk will highlight opportunities for increased engagement with social scientists and humanists and supports to make this happen. Drawing on social science and public management theory, this talk will make the case that finding these points of collaboration are increasingly important and necessary for the challenges ahead.</span>.</div><div><br></div><span><hr></span><div><strong>Dr. Eric Stokan</strong> is the Director of the Center for Social Science Scholarship (<a href="https://my3.my.umbc.edu/groups/iharp/events/140081/3a823/6b9525ce1a3604dd66cd016e3e82c669/web/link?link=https%3A%2F%2Fsocialscience.umbc.edu%2F" rel="nofollow external" class="bo">CS3</a>), an associate professor of political science, and an affiliate faculty in the School of Public Policy at UMBC.  He also serves as a faculty affiliate to the Center for Urban Studies at Wayne State University and is co-director and faculty affiliate to the Metropolitan Government and Management Lab (MGMT) at the Paul H. O’Neill School of Public and Environmental Affairs at Indiana University Bloomington.  Dr. Stokan’s research explores how governments balance economic growth goals with community development activities and environmental protections equitably.
