UMBC Gap Guidance regarding NSF Facility and Administration Policy
Dear Colleagues,
On Friday, May 2, The National Science Foundation (NSF) announced a new 15 percent Facility & Administrative (F&A) Cost Recovery policy
for implementation today, Monday May 5, 2025. This new policy does not
impact existing or continuations of existing awards. However, it does
impact new awards for already submitted, and to-be-submitted, proposals.
As you may know, UMBC’s current F&A Cost Recovery rates
are approved by the federal government (HHS is our Cognizant Federal
Agency for our federally-negotiated F&A Rate Agreement across all
agencies) after a comprehensive process that includes an audit and
review of actual expenditures, as well as an extensive negotiation. The
application of the federally approved F&A rates allows UMBC to
recover the actual costs required to complete the proposed work in
support of our research and creative achievement community.
This new NSF policy has no basis on UMBC’s actual
costs. Acceptance of any rate that does not cover UMBC’s costs
represents an unsustainable cost burden on UMBC. UMBC has been advised
that any proposal submitted to or any approved award accepted from NSF
at the 15% F&A rate may represent legal acceptance of this capped
rate for all of our federal contracts and grants.
UMBC anticipates that, as with other
agencies who have attempted similar policies, a Temporary Restraining
Order (TRO) will be placed on this NSF F&A policy. However, there
may be a gap between such a TRO and an award issuance or proposal
submission.
Therefore, at this time, UMBC will only
submit proposals to and accept awards from NSF utilizing our federally
negotiated and approved F&A Cost Recovery rates. Please understand
that there is a valid concern that proposals submitted with an F&A
Rate above the 15% cap may be returned to the institution without
review. We will not be able to accept any NSF awards with a 15% F&A
cap at this time.
While we appreciate the potential negative
impact this decision may have on members in our research and creative
achievement community, we hope this gap guidance will become moot once a
TRO has been issued.

The UMBC Department of Education Research Seminar concludes the spring semester with a presentation by Dr. Christine Mallinson, Professor in the Language, Literacy, and Culture doctoral program and Assistant Vice President for Research and Scholarly Impact. In this presentation, Professor Mallinson illustrates equity-oriented models for linguistic research with examples from her own interdisciplinary and collaborative work that has expanded public understanding of language and helped sustain linguistic diversity in schools and communities. She offers strategies and action steps for other scholars of language and education who aim to connect community-engaged work with teaching and research for broad scholarly as well as social and public impact.
All members of the department, partners/collaborators, and students/faculty from other departments and institutions are invited to attend. Lunch will be provided. Please RSVP by as soon as possible. Greetings,
Partly due to some of the
recent rumors that have been circulating over the past several weeks, OSP
would like to remind UMBC’s Research and Creative Achievement (RCA) community
of best practices regarding sponsored projects.
Principal Investigators should
retain a copy of ALL deliverables that have been submitted to a Sponsor as well
as ANY record of confirmation or acceptance of the deliverable by the
Sponsor. Sponsors will often send formal acceptance emails of deliverables
and reports that have been submitted. Grant portals, such as research.gov or eRA Commons, will
also have a record of these submissions and confirmation which may
be printed (print to PDF or paper) or saved with a screen shot (as a PDF or
picture).
All of the documentation
should be retained for no less than three (3) years after the end of the award
to comply with federal record retention regulations.

Announcing the 2025 Berkowitz Memorial Award Recipient
Congratulations to Magaly Lizama Hernandez, the inaugural recipient of the Bernard L. Berkowitz Memorial award. Magaly is a Psychology major with a Social Welfare minor at UMBC at The Universities at Shady Grove, and Vice-President of the Psychology Student Association (PSA). Born in El Salvador and raised in Maryland for most of her life, Magaly is proud to be a first-generation college student. Her passion is rooted in serving the community, especially supporting young students and those in need. Through her academic journey and personal experiences, she is committed to making a positive impact by advocating for equitable access to education and mental health resources.
Magaly will be recognized in a brief ceremony on Tuesday, May 6, 2025 at 4pm in the AOK Library Gallery.
Following the precentation, Dr. Eric Stokan's Urban Problems and Policy Analysis students will present their "neighborhood development plans" as part of a collaboration with the Urban Land Institute of Baltimore. More information about the simulations can be found in this May 2024 article.

Summer Faculty Writing Group

The writing group is an opportunity for faculty to be grouped with a few people from across disciplines at UMBC to network and hold ourselves accountable to writing during the academic year. Groups will work together to identify a time to meet and set their own expectations.
The recommendation is to meet 1-2 hours per week, or every other week depending on the group's interest. Most groups do a check in and talk about their projects/week for about 15 minutes then spend the bulk of the time writing independently, then about 5 minutes to report out at the end.
