    Stipends, Tuition/Fees and Other Budgetary Levels Effective for Fiscal Year

    <p> </p><p><strong>Purpose</strong></p>
    
    <p>This Notice supersedes
    <a href="https://grants.nih.gov/grants/guide/notice-files/NOT-OD-24-104.html" rel="nofollow external" class="bo">NOT-OD-24-104</a> and establishes stipend levels for fiscal year (FY) 2025
    Kirschstein-NRSA awards for undergraduate, predoctoral, and postdoctoral
    trainees and fellows, as shown in the tables below which reflects the Full-Year
    Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4), signed
    into law on March 15, 2025. The Training Related Expenses and Institutional
    Allowances for predoctoral and postdoctoral trainees and fellows remain
    unchanged from the prior budget year. The Tuition and Fees for all educational
    levels remain unchanged from the prior budget year. Guidance on Fiscal
    Operations for FY 2025 will be posted on the NIH Funding Strategies webpage.</p>
    
    <p>The budgetary categories
    described in this Notice apply only to Kirschstein-NRSA awards made with FY
    2025 funds. All FY 2025 awards previously issued using <a href="https://grants.nih.gov/grants/guide/notice-files/NOT-OD-24-104.html" rel="nofollow external" class="bo">NOT-OD-24-104</a> will be
    revised to adjust funding to the FY 2025 levels. Appointments to institutional
    training grants that have already been awarded in FY 2025 must be amended to
    reflect the FY 2025 stipend levels once the training grant award has been
    adjusted by the NIH. Amended appointments must be submitted through xTrain in
    the eRA Commons. Retroactive adjustments or supplementation of stipends or
    other budgetary categories with Kirschstein-NRSA funds for an award made prior
    to October 1, 2024, are not permitted.</p>

<Title>CARAT Proposal Submission Deadlines</Title>

    <div class="html-content"><p><span>UMBC's Office of Sponsored Programs
    has started enforcing their proposal deadlines, which may result in *late* proposals
    being declined.   </span></p>
    
    <p><span>To avoid that scenario, please
    continue to follow the internal CAHSS Pre-Award Deadlines below:</span></p>
    
    <p><strong><span>10 business days before the
    sponsor’s due date – </span></strong><span>The proposed budget must include all
    detailed accurate costs in accordance with the sponsor’s funding guidelines. </span></p>
    
    <p><strong><span>7 business days before the sponsor’s
    due date – </span></strong><span>All final proposal documents are due
    to <strong>CARAT</strong> for routing. This includes
    all documents required from subawardees.</span></p><p><strong><span>5 business days before the sponsor’s due date – </span></strong><span>the <strong>CAHSS
    Dean’s Office </strong>must receive the grant documents routed through <em>Kuali</em>.</span></p><p><strong><span>3 business days before the sponsor’s due date (OSP ready to
    submit deadline) - </span></strong><strong><span>OSP </span></strong><span>must receive the grant documents routed
    through <em>Kuali. </em>All grant documents should be in a finalized state and
    ready for review by OSP.</span></p>

<Title>IACUC Protocol Training Update/Overview</Title>

    <div class="html-content"><div>Training update/overview approved by the IACUC:</div><div><br></div><div>In order to conduct research with animals or working with animals in a teaching</div><div>setting, all staff and students must complete the required general training, and</div><div>attend a facility orientation (if applicable) in accordance with the UMBC IACUC</div><div>Guideline on Training Requirements for Protocol Personnel. Additionally, all staff</div><div>and students conducting research with animals must be listed on an approved</div><div>IACUC protocol.</div><div><br></div><div>To access the courses, first create a free account with CITI, affiliate with the</div><div>University of Maryland Baltimore County as part of the account set-up, then</div><div>select the course(s) you wish to complete. For more information on how to</div><div>navigate the CITI website, please refer to the UMBC ORPC Website.</div><div>Requirements for Principal Investigator, Trainees and Research Staff:</div><div><br></div><div>1) <strong>CITI Training:</strong> CITI Training may be waived if an individual provides</div><div>training documentation from similar online training programs such as</div><div>AALAS Learning Library.</div><div>A) <strong>Working with the IACUC</strong></div><div>B)  <strong>Animal Biosafety</strong></div><div>C) <strong> All applicable species-specific modules</strong></div><div><ul><ul><li>Working With Amphibians in Research Setting</li><li>Working with Mice in Research Setting</li><li>Working with Rats in Research Setting</li><li>Wildlife Research: If working with wild animal</li><li>Working With Zebrafish (Danio rerio) in Research Setting </li><li>Other applicable modules</li></ul></ul>D) <strong>Post-Procedure Care of Mice and Rats in Research</strong>: If performing Surgical procedures</div><div>E) <strong>Reducing Pain and Distress in Laboratory Mice and Rats:</strong>  If performing procedures which could cause pain and/or distress in rodents</div><div><br></div><div>2) <strong>Hands on or Didactic provided by AV or Designated Trainer</strong>:</div><div><br></div><div>Animal User Training and Orientation: All new users (staff or</div><div>students) of laboratory animals (e.g., mice, rats, fish, birds and reptiles in</div><div>laboratory setting) and the animal facilities must attend a mandatory facility</div><div>orientation and tour. Facility orientation sessions are offered on an as needed</div><div>basis. This can be substituted for CITI refresher training (Working with IACUC) is required every three years. <Title>Dresher Center Summer 2025 Fellows</Title>

<![CDATA[
    <div class="html-content"><div>This summer, four UMBC faculty members were awarded summer fellowships from the Dresher Center.</div><div><br></div><div><strong>Keegan Cook Finberg</strong>, Assistant Professor in English, will research and write an essay for peer-review, “Utopian Resistance and Imperial Steinian Form in Harryette Mullen’s Trimmings and S*PeRM**K*T,” to be published in <em>The Edinburgh Companion to Women's Experimental Literature since 1900</em>. The essay examines two books of poetry by African American poet Haryette Mullen, which thematize neoliberal forms of racialized commodification and marketization of gender in the 1990s.</div><div><br></div><div><strong>Emily Yoon</strong>, Assistant Professor in English, will work to revise her book proposal and refine two chapters to serve as writing samples to submit to academic presses. Her book project, <em>Little Intimacies: Ecologies of Race, Migration, and Relation in Minority Literatures</em>, takes a comparative approach to investigate how the environments in which global migrations occur inform how minoritized characters experience and understand race and relation.</div><div><br></div><div><strong>Kyung-Eun Yoon</strong>, Assistant Professor in Modern Languages, Linguistics, and Intercultural Communication, will work to advance her project, "K-Pop and Memes in Protest Discourse: Identity and Collective Membership in the 2024-2025 South Korean Impeachment Protests," which examines the dynamic protest culture surrounding the 2024-2025 South Korean impeachment protests, focusing on how younger generations integrated K-pop culture and memes into their activism.</div><div><br></div><div><strong>Natalie Groom</strong>, Affiliate Artist of Clarinet in Music, will research, study, engrave, and publish a <em>Trio</em> for clarinet, horn, and bassoon that was written by music history pioneer Pauline Oliveros (1932—2016). Some brief records indicate the <em>Trio</em> was written in 1955, but no records indicate that the work was published or performed.<div><br></div><div>Please join us in congratulating these fellows!<br></div></div></div>

    <p><strong>Purpose</strong>:</p>
    
    <p>This notice alerts the extramural community that NIH has
    temporarily disabled the <a href="https://www.era.nih.gov/erahelp/commons/commons/status/NCE.htm" rel="nofollow external" class="bo">No-Cost
    Extension functionality </a>in eRA Commons. The Director of NIH has directed
    NIH staff to review all existing grants and cooperative agreements to ensure
    that NIH awards do not fund off-mission activities or projects. Therefore<u>,
    temporarily disabling the NCE functionality in eRA Commons will allow NIH staff
    to review and assess all NCE requests to confirm that the activities proposed
    during the extension align with the NIH mission and agency priorities.</u></p>
    
    <p>At this time, <u>all requests for NCEs must be submitted as a
    prior approval request in eRA Commons, for NIH review and approval. </u>Requests
    for activities that do not align with the NIH mission and agency priorities
    will not be approved.</p>

    <div class="html-content"><div><p>Dear Colleagues,</p><p>On Friday, May 2, The National Science Foundation (NSF) announced a new <a href="https://my3.my.umbc.edu/groups/ocga/posts/149831/5d4b/2c40a50674e72a2932205c229a6d6d14/email/link?link=https%3A%2F%2Fmy3.my.umbc.edu%2Fgroups%2Fannouncements-faculty%2Fposts%2F149827%2F33073%2F62c89385ce7b0bea7335e02734dd1481%2Fweb%2Flink%3Flink%3Dhttps%253A%252F%252Fwww.nsf.gov%252Fpolicies%252Fdocument%252Findirect-cost-rate" rel="nofollow external" class="bo">15 percent Facility &amp; Administrative (F&amp;A) Cost Recovery policy</a> for implementation today,  Monday May 5, 2025. This new policy does not impact existing or continuations of existing awards.  However, it does impact new awards for already submitted, and to-be-submitted, proposals.</p><p>As you may know, UMBC’s current <a href="https://my3.my.umbc.edu/groups/ocga/posts/149831/5d4b/0dfe873f3b3856e528c687be7e065ec1/email/link?link=https%3A%2F%2Fmy3.my.umbc.edu%2Fgroups%2Fannouncements-faculty%2Fposts%2F149827%2F33073%2Fbdb06a130858271e5503107618d59826%2Fweb%2Flink%3Flink%3Dhttps%253A%252F%252Fumbc.app.box.com%252Fembed%252Fs%252Fhluuuv4m61hhr592a0unaij4h9dahzq6%253FsortColumn%253Ddate%2526view%253Dlist%252522%252520width%253D%252522500%252522%252520height%253D%252522400%252522%252520frameborder%253D%2525220%252522%252520allowfullscreen%252520webkitallowfullscreen%252520msallowfullscreen%25253E%25253C%252Fiframe%25253E" rel="nofollow external" class="bo">F&amp;A Cost Recovery rates</a> are approved by the federal government (HHS is our Cognizant Federal Agency for our federally-negotiated F&amp;A Rate Agreement across all agencies) after a comprehensive process that includes an audit and review of actual expenditures, as well as an extensive negotiation.  The application of the federally approved F&amp;A rates allows UMBC to recover the actual costs required to complete the proposed work in support of our research and creative achievement community.  </p><p>This new NSF policy has no basis on UMBC’s actual costs.  Acceptance of any rate that does not cover UMBC’s costs represents an unsustainable cost burden on UMBC. UMBC has been advised that any proposal submitted to or any approved award accepted from NSF at the 15% F&amp;A rate may represent legal acceptance of this capped rate for all of our federal contracts and grants. </p><p>UMBC anticipates that, as with other agencies who have attempted similar policies, a Temporary Restraining Order (TRO) will be placed on this NSF F&amp;A policy.  However, there may be a gap between such a TRO and an award issuance or proposal submission.  </p><p>Therefore, at this time, UMBC will only submit proposals to and accept awards from NSF utilizing our federally negotiated and approved F&amp;A Cost Recovery rates.  Please understand that there is a valid concern that proposals submitted with an F&amp;A Rate above the 15% cap may be returned to the institution without review.  We will not be able to accept any NSF awards with a 15% F&amp;A cap at this time.</p><p>While we appreciate the potential negative impact this decision may have on members in our research and creative achievement community, we hope this gap guidance will become moot once a TRO has been issued.     </p><p>To learn more about F&amp;A at UMBC, please see the <a href="https://my3.my.umbc.edu/groups/ocga/posts/149831/5d4b/4a334e438a439563aae9f3f3e1f16525/email/link?link=https%3A%2F%2Fmy3.my.umbc.edu%2Fgroups%2Fannouncements-faculty%2Fposts%2F149827%2F33073%2Fd141f07ad1a77da89976ec43a7dda458%2Fweb%2Flink%3Flink%3Dhttps%253A%252F%252Fresearch.umbc.edu%252Fumbc-fa-rate-information%252F" rel="nofollow external" class="bo">UMBC F&amp;A Rate Information page</a>.      </p><p>Sincerely,</p><p><em>Dean A.
