    <div class="html-content">Planning to travel outside of the U.S. for research or collaborations? You'll want to be aware that there are certain export control federal regulations in place if you plan to take items, such as university owned laptops, with you when you travel.<div><br></div><div>Any physical material or technical data in your possession is considered by US regulations to have been “exported” from the US to your final destination and any intermediate destinations. There are exemptions from export licensing available for travelers carrying both university-owned equipment ("<a href="http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?type=simple;c=ecfr;cc=ecfr;sid=01cc71956352992e5bf00a7ba8d45f34;idno=15;region=DIV1;q1=740.9;rgn=div8;view=text;node=15%3A2.1.3.4.25.0.1.9" rel="nofollow external" class="bo">TMP</a>")  and personal items ("<a href="http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?type=simple;c=ecfr;cc=ecfr;sid=d1cf77abfccf8c000bc7bcdc195c055a;idno=15;region=DIV1;q1=740.9;rgn=div8;view=text;node=15%3A2.1.3.4.25.0.1.14" rel="nofollow external" class="bo">BAG</a>").</div><div><br></div><div>The ORPC has created a <a href="http://www.umbc.edu/research/ORPC/traveltoolsletter.doc" rel="nofollow external" class="bo">"Tools of the Trade" Traveler Certification Letter</a> for international travelers carrying university-owned equipment to confirm and certify that they meet the requirements of the exemption.  The letter serves as a document that can be carried with the traveler and shown to US or foreign customs agents in the event that they are questioned about the content of their belongings.  While there is no way to guarantee that the letter will prevent searches and seizures, it may demonstrate that the traveler is familiar with the regulations and responsible for the equipment that they are exporting.</div><div><br></div><div><span>Please contact the ORPC at </span><a href="mailto:compliance@umbc.edu" rel="nofollow external" class="bo">compliance@umbc.edu</a><span> or 410-455-2737 if you have any questions concerning the application and eligibility of the exemption. </span></div></div>

    <div class="html-content">From notice NOT-OD-14-086:<br><br><div><p><strong>Key  Changes:  </strong></p>
    <p>(1) NIH has <a href="http://grants.nih.gov/grants/guide/notice-files/NOT-OD-13-092.html" rel="nofollow external" class="bo">already rolled out</a>
     inclusion  data in a structured format in the competing application 
    forms.  Progress reports will transition to the new  inclusion reporting
     format over the summer (see <a href="http://grants.nih.gov/grants/guide/notice-files/NOT-OD-14-085.html" rel="nofollow external" class="bo">NOT-OD-14-085</a>).</p>
    <p>(2) As of October 17, 2014, grantees will be able to  access their 
    inclusion enrollment data through the Inclusion Management System  in 
    the eRA Commons and can update their inclusion data as often as needed.</p>
    <p>(3) NIH will migrate inclusion enrollment data from  the Population Tracking System into the Inclusion Management System.</p>

<Title>NIH &amp; AHRQ Change to Resubmission Policy</Title>

    <div class="html-content">Please see the below notice regarding a change to the resubmission process<br>
    for NIH and AHRQ:<br>
    <br>
    "Effective immediately, for application due dates after April 16, 2014,<br>
    following an unsuccessful resubmission (A1) application, applicants may<br>
    submit the same idea as a new (A0) application for the next appropriate<br>
    due date. The NIH and AHRQ will not assess the similarity of the science<br>
    in the new (A0) application to any previously reviewed submission when<br>
    accepting an application for review. Although a new (A0) application does<br>
    not allow an introduction or responses to the previous reviews, the NIH<br>
    and AHRQ encourage applicants to refine and strengthen all application<br>
    submissions."<br>
