The Dresher Center for the Humanities invites applications for two Residential Faculty Research Fellowships for Academic Year 2018-19 (one in fall 2018 and one in spring 2019). Funding is intended to support and promote significant humanities research at UMBC. The UMBC Faculty Research Fellows will join our new residential Inclusion Imperative Visiting Faculty Fellows in the Dresher Center. Dresher Center fellowships offer the gift of time, space, and collegial conversation within a robust humanities center environment that will, in turn, enhance the UMBC conversation surrounding inclusive excellence.
Funding is intended to support and promote significant humanities research at UMBC. Dresher Center Residential Research Fellows will reside at least one day a week in the Dresher Center and receive a release from teaching (up to two course releases) in order to work on a significant humanities research project or the training necessary to embark on such a project. Faculty wishing to develop expertise in a new field or discipline towards a future project are also encouraged to apply. Each Faculty Fellow will have the use of an office in the Dresher Center and will be awarded $550 to hire an undergraduate research assistant (junior or senior) for the semester.
Faculty Fellows will be encouraged to connect to and share their work with the other fellows in residence, including Inclusion Imperative and graduate student fellows connected to the Center. They will also conduct two research works-in-progress sessions during their semester in residence and participate in other Dresher Center programs.
All full-time, tenured and tenure-track faculty members pursuing humanities research in the College of Arts, Humanities, and Social Sciences are welcome to submit a proposal. Applications are especially encouraged from, but not limited to, full-time faculty with appointments in departments and programs with a humanities focus. Proposals will be reviewed by the Dresher Center Advisory Board, with decisions on fall semester fellowships by mid-May and decisions on spring semester fellowships by late June.

On
December 31, 2017
Grants.gov will be retiring the PDF package and will
no longer accept
it for applications for federal grants.
After this date all
applications which previously would have used a grants.gov pdf package must use the grants.gov online portal, Workspace. In order to apply through Workspace all PIs and business managers will need a
grants.gov
account ID that is associated with UMBC. You will need to work with
your Office of Sponsored Programs contacts for help creating these
accounts.
Grants.gov Workspace is a web based
proposal preparation site and tool that facilitate the completion of
proposals submitted through Grants.gov without the transfer of PDF forms
packages. Multiple individuals can be granted access to work on the
proposal package. Grants.gov Workspaces can be created from the link on
the Package tab in the view grant opportunity page.
A
Webinar is available that shows a brief run through of a grant
application and should help answer many of your questions. Anyone
submitting or helping with the creation of Grants.gov proposals is
strongly encouraged to take the time to view this webinar. Please
follow the attached link for the webinar:
While
many of the forms in the new Workspace will be familiar to you as they
mimic the old forms, please be advised we are working with a new system
which may involve some unexpected delays so it is imperative that grant
applications are submitted to OSP early in order to avoid any unforeseen
problems or delays. Until all have adapted to this new system it is
imperative that PI's follow the standard rule that all proposals must
be submitted to OSP three working days in advance of the submission
deadline in ready to submit status.

OCGA Trainings update
We were able to get tomorrow's training and all scheduled future training booked for ENGR 023 (please note the room change).
ENGR 023 is a larger space which has allowed us to increase the participant size to 25. If you were not able to sign up for any remaining classes, and are still interested, please register soon as available slots fill quickly.
As a reminder if you are unable to attend a class for which you have registered, please release your available slot by clicking the "I cannot attend" button on the event page. This allows others to register.
Once we get through the initial set of classes, we will re-evaluate the modules and then begin to re-offer on a monthly basis (with the Sponsored Award Overview class beginning Fall 2018).

Thank You to everyone that has successfully certified their Effort Report(s).
If you have not certified your Effort Report(s), Please make the time in the upcoming days to review and certify your Fall 2017 Effort Report(s).
This is a reminder that Effort Reports for Fall 2017 are available and ready for certification. The Fall 2017 period includes Payroll 2018001 through Payroll 2018014 (from June 25, 2017, through January 06, 2018). Please be advised that the certification due date has been accelerated in an effort to properly prepare for the upcoming PeopleSoft System Upgrade. Therefore, the Fall 2017 Effort Report Certifications are due February 28, 2018.
Please remember that Effort Reports are both a Compliance Tool and a Grants Management Tool. Please review the current payroll charges and process any required payroll transfers (Retro's) prior to certification of the Effort Report.
I have attached the Effort Report Quick Reference Guide with screen shots for your convenience. This guide provides instructions on how to access the Effort Reports. If you experience problems with access, PeopleSoft security or system issues, please contact me immediately. In addition, Effort Report
training is available upon request and can be provided at your

The new PAPPG will be effective for proposals submitted, or due, on or after January 29, 2018. Significant changes include:
- Addition of a new eligibility subcategory on international branch campuses of U.S. Institutions of Higher Education;
- Revision of eligibility standards for foreign organizations;
- Implementation of the standard Collaborators and Other Affiliations (COA) template that has been in pilot phase since April;
- Increase in the Budget Justification page limitation from three pages to five pages;
- Restructuring of coverage on grantee notifications to and requests for approval from NSF, including referral to the Prior Approval Matrix(link is external) available on the NSF website; and
- Numerous clarifications and other changes throughout the document.
You are encouraged to review the by-chapter summary of changes provided in the Introduction section of the PAPPG.

Federal Shutdown Update
What is up and What is Down
Here is a quick rundown of the functionality of the
extramural funding systems of some of the major Federal sponsors. If you have any questions please contact OSP
and if we don’t have the answer we will do our best to find out in this highly
fluid situation. Of course we are all
hoping for a quick resolution.
NSF
Reseasrch.gov and Fastlane are down for the duration of the
shutdown. Basically you should continue
to work on any funded NSF projects but other than that NSF is shutdown. Presumably once the shutdown is over they
will allow for submission of any proposals that had submit dates during the
shutdown. This is usually on extremely
short turn around so we advise that you still have any proposals completed and
ready to upload to Fastlane on short notice.

NIH
So far there is very limited information out of NIH. During the 2013 shutdown it was advised not
to submit proposals during the shutdown but we have not been able to find
specific information for 2018. On the
DHHS page is says that no action will be taken on extramural awards during the
shutdown. I would suggest going ahead
and having any grants.gov workspace packages completed. At this time it appears Grants.gov and NIH
Commons are up and running. Work should
continue on already funded NIH awards.

NOAA
NOAA’s Grants Online system is not functioning during any
shutdown. Unfortunately NOAA has not
made any statements about proposal submission. If you have a proposal due
during the shutdown we would advise going ahead and completing the proposal in
Grants.gov Work Space so we can attempt to submit during the deadline. Work should continue on already funded NOAA
awards.

NASA
Again, specific advice on NASA proposals is a bit hard to
come by. Best guess is that they will
follow the same as the notice for government proposers which is that deadlines
missed during the shutdown will be extended (see link below). In November NASA submitted an updated plan
for shutdowns but it does not include proposal submission. That plan is also linked below. Work should
continue on currently funded NASA awards. NSPIRES does appear to be
functioning.
