<Title>New Project numbers and HR codes</Title>

    <div class="html-content">HR codes are not exploding in 9.2 at this time, but are anticipated to be available by payroll 21. All new projects will continue to be keyed and set up as received.  Once entered into the PS tree, new projects will be available for non-payroll expenditures the following day.  As soon as HR codes become available we will pass that along.<br><br>Now that Kuali is implemented, we will begin sight logic for new projects (those projects not routed through PS and assigned a previous 8 digit numerical project number).  New project numbers will now be alpha-numeric (still 8 characters).   Sight logic will include a 3 or 4 letter sponsor identifier (for example NASA, MDH, NSF) followed by a 4 or 5 digit number.  <br><br>We hope you will find this change beneficial (we are excited about this one in OCGA)!<br><br></div>

<Title>Changes to NSF Fastlane/Research.gov Accounts</Title>

    <div class="html-content"><p><span>Dear Colleagues:</span></p>
                 <p><span>The National Science Foundation (NSF) is making major
                 changes to the way the research community registers for NSF accounts and
                 maintains account and user profile information in FastLane and Research.gov.
                 Effective March 26, 2018, NSF is introducing a new centralized and streamlined
                 account registration process in Research.gov for the research community that
                 will provide each new user with a single profile and unique identifier (i.e.,
                 NSF ID) for signing in to FastLane and Research.gov for proposal and award
                 activities.</span></p>
                 <p><strong>New
                 Functionality</strong></p>
                 <p><span>The new account
                 management functionality will:</span></p>
                 <ul><li><span>Allow users to create
                     and self-manage accounts, including personal information and role
                     requests;</span></li><li><span>Eliminate the need for organizational Administrators to
                     create accounts and maintain profile information for their users, allowing
                     Administrators to focus on managing roles for their organizations through
                     a dashboard with functions to approve, disapprove, assign, and remove
                     roles; and </span></li><li><span>Replace the existing FastLane and Research.gov account
                     management functions. </span></li></ul>
                 <p><strong>Existing NSF Accounts</strong></p>
                 <p><span>Existing NSF account holders, including Grants.gov and
                 Application Submission Web Service (ASWS) users, will be migrated to the new
                 account management system through a simple, one-time operation when initially
                 signing in to FastLane or Research.gov after the new functionality is released.
                 Account holders will be required to verify information to transfer it to the
                 new system. Each user will have one NSF ID per the Proposal &amp; Award

                 <p><strong>Planned Releases</strong></p>
                 <p><span>The
                 new centralized account management functionality is being released first to the
                 Administrator, PI, AOR, Sponsored Project Officer (SPO), Graduate Research
                 Fellowship Program (GRFP) Coordinating Official and Financial Official, and
                 Award Cash Management Service (ACM$) groups. NSF plans to eventually expand the
                 new functionality in the future to additional groups including proposal
                 reviewers, GRFP applicants, and NSF staff.</span></p>
                 <p><strong>Training
                 Resources</strong></p>
                 <p><span>NSF
                 is currently finalizing new account management training resources such as job
                 aids, Frequently Asked Questions (FAQs), and instructional videos. These
                 materials will soon be available on an “About Account Management” page
                 accessible on the Research.gov homepage.</span></p>

    <div class="html-content">Dresher Center Director Jessica Berman, Assistant Director Rachel Brubaker, and UMBC Director of Communications Dinah Winnick recently participated in a panel at the <a href="https://www.nhalliance.org/" rel="nofollow external" class="bo">National Humanities Alliance</a> Annual Meeting, in conjunction with <a href="https://www.nhalliance.org/2018_had" rel="nofollow external" class="bo">Humanities Advocacy Day</a> on Capitol Hill. The panel was part of a session on "Raising Your Visibility Locally,” with representatives from Cornell University. Berman, Brubaker, and Winnick spoke about collaborations between the Dresher Center, humanities faculty, and UMBC's communications office, which have generated significant media and social media attention to humanities work at UMBC. The panel led to a lively discussion highlighting how these partnerships help connect humanities research and projects to campus, local community, and national audiences.</div>

    will be a series of deadlines related to the upgrade which are linked

<Title>New NIH Salary Cap effective 01/07/2018</Title>

    <div class="html-content"><div>Per <span>NOT-OD-18-137:</span></div><div><span><p>Since 1990, Congress has legislatively mandated a limitation on direct salary for individuals under NIH grant and cooperative agreement awards (referred to here as a grant). The mandate appears in the annual appropriation act that provides authority for NIH to incur obligations for a given Fiscal Year (FY). At this time, NIH has not received a FY 2018 appropriation, and is operating under a Continuing Resolution, the "Continuing Appropriations Act, 2018" (<a href="https://www.congress.gov/bill/115th-congress/house-bill/601?q=%7B%22search%22%3A%5B%22hr+601%22%5D%7D&amp;r=1" rel="nofollow external" class="bo"><u>Public Law No: 115-56</u></a>), that applies the terms and conditions of the Consolidated Appropriations Act, 2017. </p><p>The Consolidated Appropriations Act, 2017, restricts the amount of direct salary to Executive Level II of the Federal Executive pay scale. The Office of Personnel Management has recently released new salary levels for the Executive Pay Scale. <strong>Effective January 7, 2018, the salary limitation for Executive Level II is $189,600.</strong></p><p>For awards issued in those years that were restricted to Executive Level II (see <a href="https://grants.nih.gov/grants/policy/salcap_summary.htm" rel="nofollow external" class="bo"><u>Salary Cap Summary, FY 1990 – FY 2017</u></a>), including competing awards already issued in FY2018, if adequate funds are available in active awards, and if the salary cap increase is consistent with the institutional base salary, grantees may rebudget to accommodate the current Executive Level II salary level.
