<Title>Kuali COI Award Module Integration</Title>

    <div class="html-content"><div><p><span>Dear Faculty,  </span><span> </span></p></div><div><p><span> </span><span> </span></p></div><div><p><span><span>Kuali</span></span><span><span> COI Module</span></span><span><span> Award Integration</span></span><span> </span></p></div><div><p><span></span><span> </span></p></div><div><p><span>As </span><span>announced in July 2018, </span><span>UMBC</span><span> is</span><span> transitioning from the research management format in PeopleSoft to the cloud-based </span><span><span>Kuali</span></span><span> system</span><span>. The</span><span><span> </span></span><span>Office of the Vice President for Research </span><span>is moving to the </span><span>next steps</span><span> of integration in </span><span>the </span><span><span>Kuali</span></span><span> COI module.  </span><span> </span><span> </span></p></div><div><p><span></span><span> </span></p></div><div><p><span><span>Investigators who are considered “Key Persons” in </span></span><span><span>awards from</span></span><span><span> funding agencies </span></span><span><span>will follow the disclosure requirements of</span></span><span><span> any potential significant financial conflicts of interests</span></span><span><span>.</span></span><span> </span></p></div><div><p><span></span><span> </span></p></div><div><p><span><span>What This Means For You? </span></span><span> </span></p></div><div><p><span></span><span> </span></p></div><div><p><span>Many faculty colleagues have been using the </span><span><span>Kuali</span></span><span> COI module to disclose COI within </span><span><span>Kuali</span></span><span> Proposal Development. </span><span>Now, when awards are set up in </span><span><span>Kuali</span></span><span>, you will need to log into the COI module to create or update COI disclosures.</span><span><span> </span></span><span>When we integrate awards into the COI module you may be notified by </span><span><span>Kuali</span></span><span> to create or update your COI disclosure if you have not done so via the proposal process.  This is in order to capture and update the COI status for currently active awards.</span><span> </span></p></div><div><p><span></span><span> </span></p></div><div><p><span>Effective </span><span>September 15, 2018,</span><span> the </span><span><span>Kuali</span></span><span> COI module will be updated with Award integration. </span><span>This means when OSP processes a new funding award in </span><span><span>Kuali</span></span><span> Awards, as a “Key Person”, you will receive </span><span>an automated email notification </span><span>from COI to </span><span>review</span><span> and </span><span>answer 5 core COI questions. More than likely you </span><span>review</span><span>ed</span><span> and answered these questions at the time a proposal for this award was submitted. As part of the COI certification process, you’ll need to recertify again, update any existing financial entities and check the “certify” box.</span><span> </span><span> </span></p><p><span><br></span></p></div><div><p><span>The Annual Disclosure status under Key personnel in Awards must state “</span><span>Up to Date”</span><span>.     <div class="html-content"><table border="0" width="100%"><tbody><tr><td><table border="0" width="100%"><tbody><tr><td><div><span><span>HUMANITIES TEACHING LAB<br>COURSE TRANSFORMATION SUPPORT</span></span><br><br>Applications will be accepted from September 1 until November 1, 2018. </div><br>HTLabs offer flexible, movable resources for course transformation, syllabus redesign, or the development of course projects. HTLab Course Transformation funding will support faculty and student training, digital and other tools, classroom technical support, speakers or consultants, stipends for community participants, and other teaching resources for community-engaged humanities teaching and learning that addresses the issues of race, equity, inclusion, and justice.<br><br>Proposals from full-time UMBC faculty will be accepted for up to $4,000 in HTLab support (per course) for between one and three courses to be offered in spring 2018 or fall 2019. <Title>Spotlight on Dresher Center Fall Fellows</Title>

    <div class="html-content"><div>The Dresher Center is pleased to have two internal fellows for the Fall 2018 semester:<br><br><blockquote><strong><img src="https://www.americanacademy.de/wp-content/uploads/2016/12/Boehling_Rebecca_web1-776x1024.jpg" width="94" height="124" style="max-width: 100%; height: auto;"><br><br><u>Residential Faculty Fellow</u><br>Rebecca Boehling, </strong>Professor of History and Director of Global Studies and Judaic Studies Programs<br></blockquote></div><div><strong><br></strong></div><div><strong>Project: "Post-WWII Denazification as Transitional Justice"</strong><br><br>Conceptualizing denazification as transitional justice requires positing the process as part of a reckoning with the recent past in pursuit of truth and justice, as prerequisites to reconciliation, and ultimately democratization. While the WWII Allies considered denazificaton as a prerequisite to reconciliation, the Germans least complicit with the Nazi regime usually had the most interest in denazification as transitional justice. Contradictions abound when military governments seek to impose democracy. Perhaps the best a foreign occupier can achieve in a country they have fought, invaded and defeated in war, is to set up legal and participatory political structures and regulate socio-economic frameworks in ways to restrict anti-democratic tendencies and promote opportunities for the growth of democracy. The lens of transitional justice will help reveal the limits of occupation and the necessity of removing anti-democratic obstacles to and setting up the framework and structures for civil society. <br><br><strong><img src="https://imda.umbc.edu/files/2014/06/P1060641-150x150.jpg" style="max-width: 100%; height: auto;"><br></strong></div><div><strong><br></strong></div><div><u><strong>Graduate Student Research Fellow</strong></u></div><div><strong>Aimi Bouillon, </strong>M.F.A Candidate, Intermedia + Digital Arts Graduate Program</div><div><strong><br></strong></div><div><strong>Project: "Finding Ryukyu"</strong><br><br>For her thesis project, Aimi aims to capture the hidden histories of local plant life, memorials, and landscapes in what are sometimes called somaesthetic structures, or affective environments that shape and perpetuate human behavior. Through images of the Okinawan environment, she seeks to discover indigenous Ryukyuan concepts used in maintaining healthy family, community, and societal relations with nature. She will be mining the symbolic capacity of documentary photography to represent known and unknown schematic narratives of Ryukyuan histories.</div><strong><span></span></strong></div>

<Title>DOJ Grants Financial Guide, effective August 2018</Title>

    <div class="html-content"><p>The Department of Justice (DOJ) has made the following revisions to the DOJ Grants Financial Guide, effective August 2018.</p><p> </p><p>Chapter 3.2: Period of Availability of Funds; Obligation of Funds, page 33. Revised language regarding Obligation of Funds: An obligation is a binding agreement made during a given period that requires payment by the non-Federal entity during the same or a future period. For example, if an order is placed for a piece of equipment to be purchased with award funds, the order is an obligation. See 2 C.F.R. § 200.71 (definition of “Obligations”).</p><p>Obligations must occur during the project period stated on the award document. An obligation occurs when there is a binding agreement, such as in a valid purchase order or requisition, that covers the cost of purchasing an authorized item on or after the begin date and up to the last day of the award period. See 2 C.F.R. § 200.309 (Period of Performance).</p><p>Chapter 3.2: Period of Availability of Funds; Financial Management Tip, page 33. Revised language regarding obtaining the awarding agency’s approval in advance, if an award recipient intends to obligate funds prior to the start of the project period.</p><p>Chapter 3.2: Period of Availability of Funds; Project Extension Guidelines, page 37. Revised and added language regarding No Cost Extensions:</p><p> </p><p>Generally, the following shall apply to all grants and cooperative agreements:</p><p>■  no more than one no-cost extension may be made to an award;</p><p>■  a no-cost extension may not exceed 12 months;</p><p>■  a no-cost extension may be made only if the period of performance has not expired;</p><p>■  a no-cost extension may be made only for award recipients that have no significant performance or compliance issues;</p><p>■  a no-cost extension may be made only if supported by a robust narrative justification establishing that the extension is for the benefit of the Federal government, and contains a plan and timeline for completion within the period of the no-cost extension;</p><p>■  a no-cost extension may not be made merely for the benefit of the recipient or for the purpose of the enabling the recipient to use unobligated balances; and</p><p>■  any provisions of the DOJ Grants Financial Guide relating to no-cost extensions shall be complied with (e.g., a no-cost extension must be requested via a Grant Adjustment Notice (GAN) in the grant system of records at least 30 calendar days before the project end date).</p><p>■  Extension of the liquidation period may be allowable for awards if approved by the awarding agency (this includes the OVC State Victim Assistance Formula Grant Program and State Victim Compensation Formula Grant Program).</p><p> </p><p>Periods of Performance for Research, Evaluation, and Statistics Awards</p><p>Due to the nature of the work to be carried out by the recipient, the usual periods of performance may not routinely be appropriate for research, evaluation, and statistics awards.  (For example, long-term research or data collection efforts require sufficient time for activities such as institutional review board and Office of Management and Budget reviews (as appropriate), staff training, field work, data collection and analysis, presentation of findings, archiving of data, and dissemination of findings.)  Accordingly, a research, evaluation, or statistics award may exceed a 3-year initial period of performance (and/or a 5-year total period of performance, and more than two continuations awards), when appropriate under the particular circumstances of that project.</p><p> </p><p> </p><p>Leigh Benda <br>Chief Financial Officer <br>Office of Justice Programs <br>U.S. Department of Justice</p></div>

<Title>Newly Updated Pre-Award Request Procedure</Title>

    <div class="html-content"><p>The Office of Sponsored Programs and the Office of the Vice
    President of Research has finalized a new pre-award account request procedure.<span>    </span>This procedure will allow a unit to request
    the creation of a new pre-award account so that charges that need to be
    incurred prior to UMBC receiving an award.</p>
    
    <p>This procedure will allow the university to assess the risk
    when spending on an award is expected to arrive within the next 90 days, but
    has not been received yet.<span>  </span>The department
    requesting pre-award accounts will be required to provide chartstrings which will
    be able to cover the charges in the case an award is not received.</p>

The event will take place on August 23rd, 2018 in <span>Albin O. <Title>Invitation to Apply to Be a Student Member of the IRB</Title>

    <div class="html-content"><div><span>The Institutional Review Board (IRB), the formally designated UMBC committee to approve, monitor, and review research involving humans is currently accepting applications from students to join.  Graduate and undergraduate students are considered full members of the board. Student members review research protocols, attend meetings, and vote on issues with the aim to protect the rights and welfare of the research subjects. The board typically meets 5 times during the academic year: October, December, February, April and June. Meetings are on Mondays from 10 am-12 pm.</span></div><div><br></div><div><span>This is a terrific opportunity to learn about ethical issues related to research. Also, being a member of the IRB looks good on a curriculum vitae or resume. Please contact Dr. Susan Sonnenschein, IRB Chair, (<a href="mailto:sonnensc@umbc.edu" rel="nofollow external" class="bo">sonnensc@umbc.edu</a>) no later than August 22, 2018 you wish to apply. Your email should include a copy of your curriculum vitae or resume and a few sentences describing your research interests and experience.
