<Title>Jessica Berman named Lipitz Professor for 2019-20</Title>

    <div class="html-content"><span><span>Jessica Berman,
     Professor of English and Director of the Dresher Center, has been named
     the Lipitz Professor of the Arts, Humanities, and Social Sciences for 
    2019-20.<br> <br> As the Lipitz Professor, Dr. Berman will work on her 
    current book project, <em>Media Relations: Modernism and Global Radio</em>. In 
    this project, she studies global radio environments and the power of 
    media to create complex transnational and often interlinguistic 
    relationships. A truly global undertaking, <em>Media Relations</em> will connect 
    voices, languages, literatures, and music from India to the Caribbean 
    and from Argentina and Peru to Francophone West Africa. <br> <br> Congratulations to Jessica!</span></span></div>

<Title>Call for Faculty Working Groups</Title>

    <div class="html-content"><p>The Center for Social Science Scholarship invites applications for Faculty Working Groups to promote intellectual exchange in the social sciences and across campus. These collaborative scholarly learning communities will meet regularly to engage in such activities as: working on research projects, reading key literature, exploring new methodological approaches, and/or engaging in matters of public interest related to the social sciences.</p><p>Up to four Faculty Working Groups will be selected by the center director and advisory board members. Groups should be faculty-led and must include at least one faculty member from a social science department at UMBC. Additional priority will be given to groups whose members and/or areas of interest are multi- or interdisciplinary. Advanced graduate students may participate as Faculty Working Group members but may not serve as leaders.</p><p>Faculty Working Groups can apply for up to $1,000 in annual support ($500 per semester); groups will also be able to apply for continuation funding. Groups may use funds for such items as: supporting regular group meetings; purchasing software, books, or other materials; hosting external speakers; creating scholarly resources; traveling to external sites for research or public engagement purposes; and other similar activities.     <div><br></div><div><strong>Purpose:</strong></div><div><br><p>Since 1990, Congress has legislatively mandated a limitation on direct salary for individuals under NIH grant and cooperative agreement awards (referred to here as a grant).  The mandate appears in The Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019 (<a href="https://www.congress.gov/bill/115th-congress/house-bill/6157/text" rel="nofollow external" class="bo">Public Law 115-245</a>), signed into law on September 28, 2018, which provides authority for NIH to incur obligations for FY 19.</p><p>The Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019, restricts the amount of direct salary to Executive Level II of the Federal Executive pay scale.  The Office of Personnel Management has recently released new salary levels for the Executive Pay Scale.  Effective January 6, 2019, the salary limitation for Executive Level II is $192,300.</p><p>For awards issued in those years that were restricted to Executive Level II (see historical record of salary cap link below), including competing awards already issued in FY2019, if adequate funds are available in active awards, and if the salary cap increase is consistent with the institutional base salary, grantees may rebudget funds to accommodate the current Executive Level II salary level.  However, no additional funds will be provided to these grant awards.</p><p>For a historical record of the salary cap, including effective dates, see:<span> </span><a href="https://grants.nih.gov/grants/policy/salcap_summary.htm" rel="nofollow external" class="bo">https://grants.nih.gov/grants/policy/salcap_summary.htm</a></p><span></span></div></div>

<Title>Subrecipient vs. Vendor vs. Consultant Determination</Title>

    <p><span>Wrong determination between Subrecipient, Vendor, or Consultant can lead to an unbudgeted cost that may reduce available research funds. More importantly, a wrong determination is a potential audit finding that can have a negative impact on UMBC's Single Audit. To strengthen UMBC's Subrecipient Monitoring process, effective 05/01/2019 OSP will require, for each proposal that includes subawards, to attach filled-out and signed Subrecipient vs. Vendor vs. Consultant Determination Checklist.
