<Title>Enforcement Procedure of Three Day Proposal Submission</Title>

Steiner, Vice President for Research</div><br>Re:       Clarification and Enforcement of existing Proposal Submission Deadlines and Procedures<br><br>Effective August 2019, the Office of Sponsored Programs (OSP) in the Office of the Vice President for Research (OVPR) will explicitly abide by existing procedures for proposal submission deadlines.  Under this procedure, a fully completed proposal and all attachments must be sent to OSP in a “ready-to- submit” state no later than three (3) UMBC business days prior to the sponsor deadline in order to be submitted to the sponsor.<br><br>At the beginning of each day, OSP will review proposals in Kuali due to the sponsor over the next three days, and if a proposal is found not to be in “ready to submit” condition, OSP will contact the PI and appropriate institutional officials with a reminder.<br><br>Any proposals not received in a “ready-to-submit” condition by 9:00 am on the due date to the sponsor will not be submitted by OSP and will be returned to the PI and the institutional unit.  In addition, OSP will inform the appropriate Associate Dean for Research or respective official of any such returns.<br><br>OSP serves as the authorized office to submit all proposals for extramural support of research, scholarship or creative achievement on behalf of UMBC.  The grants and contracts experts in OSP are responsible for verifying that the contractual and budgetary components for every proposal meet sponsor solicitation requirements and institutional guidelines. These solicitation guidelines are unique for each proposal and can vary significantly among sponsors from public, private, or foundation sectors.<br><br>OSP plays a critical role in the proposal submission process. Rapidly advancing technologies and increasing competition for limited funding resources often lead sponsors to identify non-compliance up front.  Sponsors might refuse to review proposals for (sometimes minor) administrative omissions.  It is discouraging to all of us when a proposal is not accepted or is returned for non-technical reasons (e.g., page length, font size, margins, or missing documents), but, more importantly, it tarnishes the professional reputation of the PI and reflects poorly upon the entire UMBC research community and collaborative partners.<br><br><br>What is a “ready-to-submit” proposal?<br><br>A complete, “ready-to-submit” proposal is one that has been routed for signatures via Kuali and has been fully approved based on the prior submission of the key information required for review, including details on institutional commitments (i.e. space, time, and effort) and budget.  The <br>“ready-to-submit” proposal must also include a final title and executive summary as well as the complete and final versions of all the necessary forms and documents.  That is, the PI should have all the documents ready for OSP to submit the proposal to the sponsor.  In addition, if the <br>proposal is to be submitted via an electronic submission system (i.e. Fastlane, Research.gov, Grants OnLine, NSPIRES, Grants.gov, etc.) all documents must be uploaded to the system and OSP must have been given “submit” access via Kuali, or any other appropriate electronic submission system.<br><br>What support will be provided to the Principal Investigators?<br><br>The OVPR, in coordination with the Colleges, Schools, and the Research and Creative Achievement Council, has held and will continue to hold outreach and education sessions to enhance all PIs’ awareness of these requirements.<br><br>OSP will initiate the three-day reminders on August 1, 2019 and will implement the 9:00 am return procedure on September 1, 2019.<br><br>The OVPR recommends that PIs consult with their unit’s research administration and with OSP about their proposals as early as possible.  This is especially necessary when pursuing complex and multiple PI- led proposals.  We consider the preparation and submission of these proposals as a team effort where we share a common goal – submitting a successful, winning proposal as effectively and efficiently as possible.<br><br><br></div>

<Title>Payroll Cost Transfer (retro) Justfications</Title>

    <div class="html-content"><p><span>The Justification section of the
    retro request form is very important in explaining the need for the payroll
    correction and must follow all compliance rules affecting sponsored funds. An
    explanation merely stating that the transfer was made “to correct an error” or
    “to transfer to correct project” is not sufficient. <br></span></p><p><span><strong><u>Retros must contain
    the following information in the Justification section:</u></strong> </span></p>
    
    <ul><li><span>A detailed description of why the cost transfer is
         needed and how the error occurred. Why does this retro need to be
         processed?</span></li><li><span>A correlation of the charge to the project to which the
         transfer is being made. Why should this project pay for this expense; how
         does this charge relate to the scope of the project?</span></li><li><span>If over 90 days, also include an explanation as to why
         the error was not discovered and corrected within the required 90 day
         timeframe. What is being done to help prevent this from happening again?</span></li><li><span>If the retro request affects more than one sponsored
         chartstring, include an acknowledgement that ALL PIs or Department
         Administrators have approved the payroll cost transfer.</span></li></ul>

    <div class="html-content"><h3><strong>Congratulations to the 2019<br>Center for Social Science Scholarship<br>Undergraduate Research Awardees!</strong></h3><div><strong><br></strong></div><div><strong><p><strong>Mickayla Bacorn, </strong>“Comparing English as a Second Language (ESL) Education and the Importance of Location in the United States and Colombia”<br>Modern Languages, Linguistics and Intercultural Communication<br>Mentor:  Dr. Tania Lizarazo</p><div>The objective of my research is to compare the approach and outcome of English as a second language (ESL) instruction in native Spanish-speaking students between a university in an English-speaking setting, UMBC, and a university in a Spanish-speaking setting, la Universidad del Norte. The purpose is to collect research that will analyze the most useful aspects of second language acquisition (SLA) and its setting.</div><p> </p><p><strong>Rebecca Ferguson, </strong>“Homemaking in Baltimore: Centering the Experiences of Black Women and Mapping Community Assets”<br>Geography and Environmental Systems<br>Mentors:  Dr. Dillon Mahmoudi and Dr. Dawn Biehler</p><div>This research seeks to use listening sessions and semi-structured interviews of black women in Baltimore, with the goal to then map the resources (assets) used in homemaking—broadly defined—by themselves and/or their families. By creating a comprehensive map of their access to assets such as housing, food, transportation, and social programs, as well as alternative support systems, this research seeks to reveal the hidden labor that black women produce in making homes and raising children as labor power in the capitalist system.</div><p> </p><p><strong>Genevieve Madden, </strong><em>“Mixed Methods Analysis of Frame Propagation in Current Feminist Social Movements”</em><br>Political Science<br>Mentor: Dr. Ian Anson</p><div>My research aims to determine how citizens of the United states are framing their interest in feminism: it will determine if the interest is in economic, political, or social advancements. More importantly, my research will investigate how the public reacts to frames, and how rival frames are effective or ineffective in persuading the public on feminist issues and propagated across time and space.</div><p> </p><p><strong>Inaya Wahid, Ghina Ammar, Ayla Novruz, and Kayla Hinderlie, </strong>“Trait Anger as a Moderator in the Relationship between Discrimination and Heart Rate Variability in Emerging Adults”<br>Psychology <br>Mentor: Dr. Danielle Beatty Moody</p><div>The purpose of this research project is to understand the contribution of trait anger in the relationship between interpersonal-level discrimination and heart rate variability in emerging adults. By studying the relationship between interpersonal-level discrimination, trait anger, and heart rate variability in emerging adults we can better understand how these factors contribute to cardiovascular health processes early in adulthood.</div></strong></div></div>

    <div class="html-content"><p>The Council on Black Health (CBH) seeks to have a significant impact on health in Black communities through collaboration, discovery, and innovation. Formerly known as the African American Collaborative Obesity Research Network (AACORN), the CBH builds on AACORN’s 15-year legacy of developing and distributing information about ways to improve the health status of Black Americans.</p><p>The Inaugural Council on Black Health National Workshop will focus on building the collective capacity of Black scholars, institutions and change agents to plan and promote a high impact action agenda devoted to changing the course of Black health for the better and for the long term.
