    <div class="html-content"><div>UMBC is teaming with the National Science and Technology Medals Foundation (NMSTF) to host a two-day event on campus on <strong>October 29 and 30,</strong> entitled <strong>Science Unscripted – Conversations with AI Experts.</strong></div><div><div><br></div><div>Please see <a href="https://www.nationalmedals.org/stories/aiumbc" rel="nofollow external" class="bo">https://www.nationalmedals.org/stories/aiumbc</a> for more details on this event.</div><div><br></div><div>Professors Cynthia Matuszek (CSEE) and Jimmy Foulds (Information Systems) represent UMBC on two national panels of experts that will be speaking in the <strong>Recital Hall of UMBC's Fine Arts Building</strong>.  </div><div><br></div><div>Doors will open for each of these two events at 5:00 pm. Most Americans believe it is right to help others, so that they may have the <span>opportunity</span> to live healthy and productive lives. Yet skepticism exists about the efficacy of anti-poverty programs in the U.S. and deep-seated stereotypes remain about people experiencing poverty and who deserves to rise out of it. Many community practitioners and social movement leaders in the U.S. are already working to address this challenge. Still, there is a need for new ways of bringing personal stories to life to help others better understand why people fall into or remain hindered by barriers that impede their ability to advance and what the obstacles to building and maintaining economic security are. We seek proposals for creative, scalable, strategic new ways to generate awareness of the structural and historic barriers to economic mobility; to communicate that poverty is not just something that happens to other people and everyone is deserving of the chance to move out of it; and to change the predominant misconceptions about poverty in a way that creates the conditions for effective programs and policies to be adopted by the public and private sectors.<br>For more <a href="https://umbc.us20.list-manage.com/track/click?u=ca4c41d05326f7d69680937bc&amp;id=9bac90881d&amp;e=8d37b22655" rel="nofollow external" class="bo">information</a>. <br><br><strong>Louis Stokes Alliances for Minority Participation (NSF)</strong><br>Deadline: November 15, 2019 <br>With an emphasis on two-year Institutions of Higher Education (IHEs), the Advanced Technological Education (ATE) program focuses on the education of technicians for the high-technology fields that drive our nation's economy.<br>For more <a href="https://umbc.us20.list-manage.com/track/click?u=ca4c41d05326f7d69680937bc&amp;id=4e49f56788&amp;e=8d37b22655" rel="nofollow external" class="bo">information</a>. <br><br><strong>Transdisciplinary Research in Principles of Data Science Phase II Grant (NSF)</strong><br>Deadline: November 20, 2019 <br><em>Transdisciplinary Research In Principles Of Data Science</em> (TRIPODS) aims to bring together the statistics, mathematics, and theoretical computer science communities to develop the theoretical foundations of data science through integrated research and training activities.  Phase I, described in solicitation NSF 16-615, supported the development of small collaborative Institutes.  Phase II will support a smaller number of larger Institutes, selected from the Phase I Institutes via a second competitive proposal process.  All TRIPODS Institutes must involve significant and integral participation by all three of the aforementioned communities.<br>For more <a href="https://umbc.us20.list-manage.com/track/click?u=ca4c41d05326f7d69680937bc&amp;id=8e2919aa70&amp;e=8d37b22655" rel="nofollow external" class="bo">information</a>.<br><br><strong>Environmental Health Disparities Research (NIH)</strong><br>Deadline: November 22, 2019 <br>Social determinants of health--the conditions in which people are born, grow, live, work and age--shape individual and population health and wellbeing across the life course, and include a broad range of factors such as access to safe housing, affordable healthy food, potable water, green space, clean air, and supportive social networks. These health determinants are in turn shaped by wider forces including economics, social policies, politics and personal and community beliefs and value systems. Unequal distribution of health-promoting social determinants across various populations is increasingly understood as a significant contributor to persistent and pervasive health disparities. A focus on health equity calls for addressing determinants of health that put health disparity populations and vulnerable communities at a disadvantage for achieving positive health outcomes. This initiative will support multidisciplinary research to generate innovative approaches to mitigate environmental health disparities and improve access to healthy and sustainable environments for health disparity populations and vulnerable communities. Each center is expected to foster interdisciplinary collaboration, synergistic research projects (see descriptions of required components below for examples of synergy), and core support that enhances the ability to achieve goals and objectives.<br>For more<a href="https://umbc.us20.list-manage.com/track/click?u=ca4c41d05326f7d69680937bc&amp;id=7a47c97db9&amp;e=8d37b22655" rel="nofollow external" class="bo"> </a><a href="https://umbc.us20.list-manage.com/track/click?u=ca4c41d05326f7d69680937bc&amp;id=b9899f1eda&amp;e=8d37b22655" rel="nofollow external" class="bo">information</a>.</p><p><strong>Oceanographic Facilities and Equipment Support (NSF)</strong><br>Deadline: December 16, 2019 <br>Oceanographic facilities and equipment are supported by the Integrative Programs Section (IPS) of the Division of Ocean Sciences (OCE), Directorate for Geosciences (GEO). These awards are made for the procurement, conversion and/or up-grade, enhancement or annual operation of platforms in the ocean, coastal, near-shore and Great Lakes. Awards are generally directed specifically to support facilities that lend themselves to shared use within the broad range of federally-supported research and education programs. Most of these platforms and facilities also receive partial support from federal agencies other than NSF. This includes state and local governments and private sources on a proportional basis usually through a daily rate mechanism. The primary objective of these awards is to ensure the availability of appropriate facilities for federally-<span>funded</span> investigators and educators. Individual project-based facilities and instrumentation, limited to one, or a small group of investigators, should be supported through appropriate research programs as opposed to the IPS programs listed herein.<br>For more<a href="https://umbc.us20.list-manage.com/track/click?u=ca4c41d05326f7d69680937bc&amp;id=c24b588a2a&amp;e=8d37b22655" rel="nofollow external" class="bo"> information</a>.<br><br><strong>Formal Methods in the Field Grant (NSF)</strong><br>Deadline: January 22, 2020<br>The Formal Methods in the Field (FMitF) program aims to bring together researchers in formal methods with researchers in other areas of computer and information science and engineering to jointly develop rigorous and reproducible methodologies for designing and implementing correct-by-construction systems and applications with provable guarantees. FMitF encourages close collaboration between two groups of researchers. The first group consists of researchers in the area of formal methods, which, for the purposes of this solicitation, is broadly defined as principled approaches based on mathematics and logic, including modeling, specification, design, program analysis, verification, synthesis, and programming language-based approaches. The second group consists of researchers in the “field,” which, for the purposes of this solicitation, is defined as a subset of areas within computer and information science and engineering that currently do not benefit from having established communities already developing and applying formal methods in their research. This solicitation limits the field to the following areas that stand to directly benefit from a grounding in formal methods: computer networks, cyber-human systems, distributed /operating systems, embedded systems, and machine learning. <Title>Kuali IRB Protocol Transition</Title>

    <div class="html-content"><p><span>The ORPC team is excited to share updates about our ongoing
    efforts with Kuali Protocols for IRB. As we’ve been</span><a href="https://my3.my.umbc.edu/groups/compliance/posts" rel="nofollow external" class="bo"><span> announcing</span></a><span>,<span>  </span>UMBC is continuing to transition its research
    related processes into the Kuali system. </span></p>
    
    <p><span>One part of the transition is configuring the IRB Protocols
    module to mirror current human subjects research use protocol application
    processes. Our group has provided configuration sessions since July for
    investigators to have the opportunity to see what the IRB Protocol module looks
    like and get input on the design and content of the module. If you haven’t yet,
    please register for </span><a href="https://my3.my.umbc.edu/groups/compliance/events" rel="nofollow external" class="bo"><span>upcoming sessions</span></a><span>
    today. We look forward to getting your input. If the session times do not work
    for you, no problem! Anyone with a UMBC logon can see the current version of
    the IRB module in the </span><a href="https://umbc-sbx.kuali.co/protocols" rel="nofollow external" class="bo"><span>Kuali Protocol
    Sandbox</span></a><span>. We’ve created a <a href="https://umbc.box.com/s/h59rif0bufhl9kvrgos0viju5uu0m6mk" rel="nofollow external" class="bo">protocol entry
    guide</a> to provide you basic steps to create an IRB protocol in Kuali. Let us
    know what you think by <a href="https://research.umbc.edu/research-compliance-feedback-and-reporting-research-concerns/" rel="nofollow external" class="bo">leaving
    us feedback</a> or sending us a comment to </span><a href="mailto:compliance@umbc.edu" rel="nofollow external" class="bo"><span>compliance@umbc.edu</span></a><span>. </span></p>
    
    <p><span>Another part of the transition is adding currently approved
    IRB protocols to the production version of the Kuali IRB module – this is
    what’s used when protocols Go Live. The ORPC team will be spending time later
    in the semester to upload the most recent version of you protocol file to
    Kuali. </span></p>
    
    <p><span>This upload will include the all versions of the
    application, recruitment materials, questionnaires/measure and consent
    documents. Once we create this legacy file, we’ll send you a link(s) to these
    protocols in Kuali. We’ll ask that you to review the legacy materials for
    content correctness and ask you to approve. Once done, this protocol is active
    in the Kuali IRB system. Future modifications, renewal reports or closures will
    be handled by Kuali – no more paper! New protocols are entered once Kuali IRB
    is officially live.</span></p>

<Title>Learn more about Kuali Protocols for IRB</Title>

    <div class="html-content"><div>UMBC is continuing to transition its research related processes into the Kuali system.  Proposal Submission, Awards and Conflict of Interest modules have gone live and researchers are using these modules. The next step in the Kuali transition is the <a href="https://research.umbc.edu/kualiresearch-at-umbc-implementation-schedule/" rel="nofollow external" class="bo">Kuali Protocols module</a>. Protocols will replace current paper/email based submission processes. </div><div><br></div><div>The staff in the ORPC are in the process of configuring the IRB Protocols module to mirror the current human subjects research use protocol application process.  Our process is two-fold: first, provide an interactive opportunity to look at what the IRB Protocol module looks like. We want to get your input on the design and content of the module from your perspective. Second, we ask that you help us test the system by entering a real protocol (one of yours) in Kuali.     <p>Purpose</p>
    <p>By way of this Notice, NIH, AHRQ, and CDC announce that individuals  
    supported by research training, fellowship, research education, and 
    career  development awards will be required to have ORCID iDs (Open 
    Researcher and  Contributor Identifiers) beginning in FY 2020.     </p>
    <h4> </h4>
    <h4>Background and Related Information</h4>
    
    <p>ORCID iDs are unique, persistent digital identifiers that distinguish
     individual  investigators and can be used to connect researchers with 
    their contributions  to science over time and across changes of name, 
    location, and institutional  affiliation.  These free identifiers are  
    assigned and maintained by the non-profit organization <a href="https://orcid.org/" title="Link to Non-U.S. Government Site" rel="nofollow external" class="bo">ORCID</a>.</p>
    <p>In response to recommendations from the Advisory Committee  to the 
    NIH Director and the National Science and Technology Council's Working  
    Group on Research Business Models that federal agencies adopt tools and 
     approaches to simplify applicant reporting and improve the tracking of 
    career  outcomes, NIH introduced the option for PD/PIs and other users 
    to associate an ORCID  identifier with their eRA Commons Personal 
    Profile in 2017. Since that time,  more than 30,000 eRA Commons Profiles
     have been linked to ORCID iDs.  </p>
    <br>
    <p>In addition, more than 7,000 journals now use ORCID iDs and,  with 
    the permission of users, can automatically populate ORCID user accounts 
     with their citations when they publish.   Federal grant applicants can 
    also link their ORCID accounts with <a href="https://www.ncbi.nlm.nih.gov/sciencv/" rel="nofollow external" class="bo">SciENcv (Science Expert Network Curriculum Vitae)</a>, to  simplify the creation of biosketches for grant applications.   <br>
    </p>
    <h4>Implementation</h4>
    
    <p>The requirement for ORCID identifiers will be implemented  through 
    the appointment process for those appointed to institutional awards and 
     through the application process for those applying for individual 
    awards.  </p>
    <p>In October 2019, the requirement for ORCID identifiers will  be 
    incorporated into the appointment process for trainees, scholars, and  
    participants supported by institutional research training, career 
    development,  and research education awards that require appointments 
    through the xTrain  system, including the following:    </p>
    <p>     T03, T15, T32, T34, T35, T37, T42, T90/R90,  TL1, TL4, TU2, K12/KL2, R25, R38, RL5, RL9</p>
    <p>At the time of appointment, the xTrain system will check whether  
    appointees have ORCID iDs and appointments will be not be accepted for 
    agency  review unless an ORCID iD is linked to the individual's eRA 
    Commons Personal  Profile.   </p>
    <p>Beginning with receipt dates on or after January 25, 2020,  the 
    requirement for ORCID identifiers will be enforced at the time of  
    application for individual fellowship and career development awards, 
    including  the following:  </p>
    <p>     F05, F30, F31, F32, F33, F37, F38,  F99/K00, FI2, K01, K02, K05, K07, K08, K18, K22, K23, K24,<br>
      K25, K26, K38, K43, K76, K99/R00</p>
    <p>eRA system  validations will check whether applicants have ORCID iDs 
    and applications will not  be accepted unless an ORCID iD is linked to 
    the PD/PI's eRA Commons  Personal Profile.  </p>
    <p><a rel="nofollow external" class="bo">At this time, prospective applicants  for individual fellowship and career development awards are encouraged to  follow the </a><a href="https://era.nih.gov/erahelp/ppf/default.htm#PPF_Help/8_2_orcid.htm%3FTocPath%3D_____13" rel="nofollow external" class="bo">ORCID link from their Personal Profiles in the  eRA Commons </a>, where they can either link their eRA profiles  to existing ORCID accounts or <a href="https://orcid.org/register" title="Link to Non-U.S. Government Site" rel="nofollow external" class="bo">create ORCID profiles </a>
     and link them back to the eRA Commons.  Similarly,  PD/PIs of 
    institutional research training, career development and research  
    education awards are urged to begin alerting potential appointees to do 
    the  same.</p>

IRIS seeks to enable fundamental research on the results of public and private investments that support discovery, innovation, and education on the campuses of U.S. universities. We accomplish that goal by: (1) collecting and curating data from universities around the country; (2) cleaning, integrating and protecting that data in our capacity as an IRB approved data repository; (3) partnering with the U.S. Census Bureau to link university data to restricted federal micro-data; and, (4) making the resulting datasets as broadly available to research users as the law and responsible research practice allow. The IRIS UMETRICS dataset is available to researchers within the secure IRIS Virtual Data Enclave (VDE) environment. This dataset is comprised of three collections: (i) core files in which researchers find university financial and personnel administrative data pertaining to sponsored project expenditures at IRIS member universities during a given year; (ii) auxiliary files which provide researchers with look-up and contextual information on institutions, awards, vendors and subaward recipients, and (iii) linkage files in which researchers find crosswalks between IRIS data and external datasets (e.g., publications, patents, and federal award data) at the individual and award level. Awards up to $20,000 to support innovative research using IRIS UMETRICS data will be disbursed to the recipient’s institution. Funds can be used for personnel (e.g., research assistance, salaries, or stipend if recipient is a student), equipment, supplies, travel (may include travel mandated by the award), and other expenses (e.g., professional development and training). Awards must include no more than 12% overhead or indirect costs to be paid as a part of the award total.
