    <div class="html-content">NIH has released the following notice:<div><br></div><div><span>Guidance on Salary Limitation for Grants and Cooperative Agreements FY 20</span><hr><p><span>Notice Number:</span> <span>NOT-OD-20-065</span></p><p><span>Key Dates</span><br><strong>Release Date:</strong> February 05, 2020</p><span>Related Announcements</span><br><span>None</span><p><span>Issued by</span><br>Office of The Director, National Institutes of Health (<a href="https://www.nih.gov/institutes-nih/nih-office-director" rel="nofollow external" class="bo">OD</a>)</p><p>Purpose</p><p>Since 1990, Congress has legislatively mandated a limitation on direct salary for individuals under NIH grant and cooperative agreement awards (referred to here as a grant). The mandate appears in The Further Consolidated Appropriations Act, 2020 (Public Law <a href="https://www.congress.gov/bill/116th-congress/house-bill/1865/text" rel="nofollow external" class="bo">116-94</a>), signed into law on December 20, 2019, which provides authority for NIH to incur obligations for FY 2020.</p><p>The Further Consolidated Appropriations Act, 2020, restricts the amount of direct salary to Executive Level II of the Federal Executive pay scale. The Office of Personnel Management has recently released new salary levels for the Executive Pay Scale. Effective January 5, 2020, the salary limitation for Executive Level II is $197,300.</p><p>For awards issued in those years that were restricted to Executive Level II (see historical record of salary cap link below), including competing awards already issued in FY2020, if adequate funds are available in active awards, and if the salary cap increase is consistent with the institutional base salary, grantees may rebudget funds to accommodate the current Executive Level II salary level.</p><p>For a historical record of the salary cap, including effective dates, see: <a href="https://grants.nih.gov/grants/policy/salcap_summary.htm" rel="nofollow external" class="bo">https://grants.nih.gov/grants/policy/salcap_summary.htm</a></p><p>Inquiries</p><div><p>Please direct all inquiries to:</p></div><div><p>Questions about specific awards may be directed to the Grants Management Specialist identified on the Notice of Award.</p></div></div></div>

    available and ready for certification. The Fall 2019 period includes Payroll
    2020001 through Payroll 2020014 (from June 23, 2019 through January 04, 2020).
    Certifications are due <strong><u>March 31, 2020</u></strong>.</p>
    
    <p>Please remember that Effort Reports are both a Compliance
    Tool and a Grants Management Tool. After reviewing payroll charges, work with
    your business managers if any changes are needed. <u>Payroll cost transfers
    (retros) must be processed prior to certification of Effort Reports</u>.  <strong> </strong></p>

    <div class="html-content"><h3>Reminder!</h3><h3>Applications are now being accepted for the 2020 Center for Social Science Scholarship/CAHSS Summer Faculty Research Fellowship</h3><h4><strong>Deadline: <span>Saturday, February 15</span></strong><strong><span>, 2020</span></strong></h4><h4><strong><a href="https://my3.my.umbc.edu/groups/csss/posts/new" rel="nofollow external" class="bo">Download the Fellowship Application here.</a></strong></h4><p> </p><p>Applications are now being accepted for the Center for Social Science Scholarship/CAHSS Summer Faculty Research Fellowship (SFRF). The purpose of this fellowship is to support significant social science research among tenure-track and tenured faculty in CAHSS, resulting in a submittable product by December 2020.</p><p>Applications are welcome from any tenured or tenure-track faculty doing social science research in any CAHSS department. Fellows will receive a $6,000 award during the summer of 2020. Up to three fellowships will be awarded.</p><p>By December 2020, each Fellow agrees to complete a submittable product, which can include an external grant or fellowship proposal, journal article, policy paper, book manuscript, or book chapter; upon completion, Fellows shall provide a copy of this submitted product to the Director of the Center for Social Science Scholarship. Fellows who are preparing an external proposal are expected to work with <a href="http://mipar.umbc.edu/" rel="nofollow external" class="bo">MIPAR</a> for pre- and post-award assistance.</p><p>Interested faculty should complete and submit an application (linked above) by the specified deadline.</p><p>Applications will be reviewed and ranked by members of the Center for Social Science Scholarship Advisory Board, according to the following criteria:</p><ul><li>Quality of proposed research project;</li><li>Significance of the project in its field;</li><li>Publishing/funding potential of the work;</li><li>Qualification of the faculty member to carry out the work, including the requisite expertise in the topic area and prior research productivity;</li><li>Likelihood that the proposed work can be successfully completed with fellowship support and that it will result in a submittable product within the specified time period;</li><li>Approval and recommendation of faculty member’s department chair.</li></ul><p><span><em><br></em></span></p><p><span><em>Funds for this fellowship are provided by the Center for Social Science Scholarship, the College of Arts, Humanities and Social Sciences (CAHSS), and the UMBC Vice President for Research.</em></span></p></div>

<Title>NIH Operates Under a Continuing Resolution</Title>

    <div class="html-content"><p><span><span>The
    Department of Health and Human Services (HHS), including NIH, operates under
    the “Continuing Appropriations Act, 2020 and Health Extenders Act of 2019”
    (Public Law 116-59) signed by President Trump on September 27, 2019. This Act
    (CR) continues government operations through November 21, 2019 at 99.3209
    percent of the FY 2019 enacted level.</span></span></p>
    
    <p><span><span>Continuing
    the procedures identified under NOT-OD-19-031 and consistent with NIH practices
    during the CRs of FY 2006 – 2019<span>,</span><em><u><span>the NIH will issue non-competing research grant awards at a level below
    that indicated on the most recent Notice of Award (generally up to 90% of the
    previously committed level). Upward adjustments to awarded levels will be
    considered after FY 2020 appropriations are enacted, but NIH expects
    institutions to monitor their expenditures carefully during this period.</span></u></em>All legislative mandates that
    were in effect in FY 2019 (see NOT-OD-19-030) remain in effect under this CR,
    as well as the salary limitation set at Executive Level II of the Federal Pay
    Scale (see NOT-OD-19-099). The Ruth L. Kirschstein National Research Service
    Award predoctoral and postdoctoral stipend levels and tuition/fees are
    described in NOT-OD-19-036.</span></span></p>
