    <div class="html-content"><h3>Announcement from the UMBC Office of Research Protections &amp; Compliance:</h3><div><br></div><div><span>Our office has received several information requests about using virtual/online formats to take the place of previously planned (and IRB approved) in-person interviews conducted outside of campus. Use of such formats may be useful to PIs to conduct human subjects use research during the COVID-19 event.</span><div><br></div><div>We checked with Mark Cather of UMBC Department of Information Technology(DoIT).  He recommended an online conferencing tool that would provide security and confidentiality which would meet the IRB's requirements for maintaining privacy and ensuring confidentiality. Remember, these are requirements stated in an approved IRB protocol.</div><div><br></div><div>The only solution DoIT supports for UMBC investigators is <strong><em>WebEx.</em></strong>  DoIT has certified it up to level 3 (see the IRBs <a href="https://research.umbc.edu/umbc-security-requirements-for-protecting-sensitive-research-data/" rel="nofollow external" class="bo">guidance on security requirements</a>), which means it is good with all data types (including HIPAA).  DoIT has several FAQs and instruction guides <a href="https://wiki.umbc.edu/display/faq/Webex" rel="nofollow external" class="bo">posted</a> to assist investigators if there are plans to add to a protocol.</div><div><br></div><div>Speaking of which, if an investigator plans to add Webex use to an existing protocol, please be sure to forward a <a href="https://research.umbc.edu/protocol-modifications/" rel="nofollow external" class="bo">protocol modification</a> and have it approved <strong>before</strong> using.</div><div><br></div><div><br><div><div>If you have any questions, please contact us at <a href="mailto:compliance@umbc.edu" rel="nofollow external" class="bo">compliance@umbc.edu</a>. </div></div></div></div></div>

<Title>Before you Go...Travel reminders on Sponsored Awards</Title>

    <div class="html-content"><p><span>Per Uniform Guidance (200.474) travel costs charged directly to
    federal awards must be consistent with UMBC’s travel policy.<span>  </span>Charges are considered reasonable and
    allowable if there is consistency in charging to both the sponsored award and
    non-sponsored projects <strong>and</strong> the
    traveler is in travel status on official business of the university.<span>  </span>The below are excerpts from UMBC Travel
    Policy VIII-11.00.01:</span></p>
    
    <p><span><span>·<span>        
    </span></span></span><span>Airline bookings should be made using the
    least expensive logical fare.</span></p>
    
    <p><span><span>Ø<span> 
    </span></span></span><span>The UMBC requirement to purchase the
    least expensive logical fare and Uniform Guidance specifically stating “costs
    in excess of the basic least expensive unrestricted class is unallowable”
    precludes travelers from purchasing unrestricted airfare.<span>  </span></span></p>
    
    <p><span><span>·<span>        
    </span></span></span><span>The cost of flight insurance is not reimbursable.</span></p>
    
    <p><span><span>Ø<span>  Flight </span></span></span><span>insurance may be purchased at
    the traveler’s expense but is not considered an allowable charge to a sponsored
    award.</span></p>
    
    <p><span><span>·<span>        
    </span></span></span><span>If the traveler must change thier plans for the
    convenience of the campus or if changes are the result of a personal emergency,
    the campus will pay any penalty fees incurred. (Reference USM BOR policy
    VIII-11.00-1.2) Any change caused by a personal emergency requires a memorandum
    from the next higher authority and must be approved by the Dean or Vice
    President.</span></p>
    
    <p><span><span>Ø<span>  </span></span></span><span>Cancellations/changes
    by the airline or conference sponsor are considered changes for the convenience
    of the campus.<span>  </span>Any fees resulting from
    this change/cancellation would be an allowable charge to a sponsored award.<span>  </span></span></p>
    
    <p><span><span>Ø<span>  </span></span></span><span>The
    occurrence of these charges cannot result in the need for additional funding
    requests to the sponsor.<span>  </span>The scope of
    work must be able to be completed within the approved sponsor budget provided.</span></p><blockquote><blockquote><blockquote><p><span><br></span></p></blockquote></blockquote></blockquote><p><span><br></span></p><p><span><br></span></p><p><span><br></span></p>

    <div class="html-content"><div>The ORPC team is excited to share updates about our ongoing efforts with  Kuali Protocols for IRB. As we’ve <a href="https://my3.my.umbc.edu/groups/compliance" rel="nofollow external" class="bo">been announcing</a>, UMBC is continuing to  transition its research related processes into the Kuali system. </div><div><br></div><div>We are finalizing the configuration of the IRB Protocols module to mirror current human subjects research use protocol application processes.  Using your UMBC logon credentials, take a look at what we’ve accomplished in the <a href="https://research.umbc.edu/kuali-research-at-umbc/" rel="nofollow external" class="bo">current version of the IRB module i</a>n the Kuali Protocol Sandbox (scroll to the bottom of the page for that link)</div><div><span><br></span></div><div><span>Another part of the transition is uploading currently approved IRB protocols to </span><span>the production version of the Kuali IRB module – this is what’s used when </span><span>protocols Go Live. </span><span>This upload will include all current versions of the application, recruitment </span><span>materials, questionnaires/measure and consent documents. Once we </span><span>create this legacy file, we’ll send you an email with links to review and approve these protocols in Kuali. </span><span>Once done, this protocol is active in the Kuali IRB </span><span>system. </span></div><div><br></div><div>Finally, we’re continuing our efforts for a created a protocol user guide that provides you steps to create an IRB protocol in Kuali.
