<Title>Foreign Nationals Who Can Participate in DOE Research</Title>

    <div class="html-content"><p><span>Dear Investigators</span></p><p><span>In
     February 2017, the ORPC forwarded information from the Department of 
    Energy regarding the exemption (DOE Order 142.3A) from the Foreign 
    Nationals prior approval for</span><span> universities for such persons in UMBC awarded fundamental research projects. As a reminder, t</span><span>his exemption allows for persons who are not U.S. citizens to participate in fundamental research sponsored by<u><em> one of the below </em></u>DOE programs  or national laboratories. </span></p><p><span>This past month, the </span><a href="https://www.cogr.edu/" rel="nofollow external" class="bo">Council on Governmental Relations</a><span> provided
     an update to member institutions that the DOE removed this exemption. 
    This removal would potentially impact the willingness of some 
    institutions to continue to perform DOE-funded research. COGR is in 
    conversations with management from the DOE and will provide updates when
     available</span></p><p><span>As investigators work with 
    the Office of Sponsored Programs in the development and routing of DOE 
    agreements, please keep in mind proposed funding agreements with these 
    programs or national labs using identified foreign nationals may be 
    limited.  </span><span>The ORPC will continue to monitor this information and update the campus as information becomes available.</span></p><p><span> </span></p>

    planning or currently performing Department of Energy (DOE) work, please
    read the below:</span></p>
    
    <p><span>The
    Department of Energy (DOE) has issued an amendment to the DOE Order 142.3a,
    which provides for an exemption from the Foreign Nationals prior approval requirements
    for universities conducting fundamental research. </span></p>
    
    <p><span> </span></p>
    
    <p><em><span>"Portions
    of this Order relating to approval for foreign national access to DOE
    information do not apply to research conducted under grants and funding
    opportunities sponsored by the program offices that report to the Under
    Secretary for Science and Energy, performed at institutions of higher
    education, and for which results will be published for access by the general
    public. Performance of this research is not considered access to DOE sites, information,
    technologies, equipment, programs, or personnel for purposes of this Order. The
    work products of this research are not considered DOE information during the
    performance of the research and after completion of the research. However, the
    Order does apply to visits by any foreign nationals to DOE sites and any access
    to DOE information, equipment or personnel not exempted in this
    paragraph."</span></em></p>

    <div class="html-content"><p>The Center for Social Science Scholarship invites applications for Faculty Working Groups to promote intellectual exchange in the social sciences and across campus. These collaborative scholarly learning communities will meet regularly to engage in such activities as: working on research projects, reading key literature, exploring new methodological approaches, and/or engaging in matters of public interest related to the social sciences.</p><p>Up to four Faculty Working Groups will be selected by the center director and advisory board members. Groups should be faculty-led and must include at least one faculty member from a social science department at UMBC. Additional priority will be given to groups whose members and/or areas of interest are multi- or interdisciplinary. Advanced graduate students may participate as Faculty Working Group members but may not serve as leaders.</p><p>Faculty Working Groups can apply for up to $1,000 in annual support ($500 per semester); groups will also be able to apply for continuation funding. Groups may use funds for such items as: supporting regular group meetings; purchasing software, books, or other materials; hosting external speakers; creating scholarly resources; traveling to external sites for research or public engagement purposes; and other similar activities. A brief report of the group’s activities will be due at the end of the funding period.</p><p><strong>Apply by May 30, 2020,</strong> for groups to begin in Fall 2020.</p><p>Click on the attached file to download the application form. </p><p>Applications should be submitted via email to <a href="mailto:socialscience@umbc.edu" rel="nofollow external" class="bo">socialscience@umbc.edu</a>. <Title>NSF Delay Implementation of portions of 2020 PAPPG</Title>

    <div class="html-content"><p>The new PAPPG (NSF 20-1) will  go into effect on June 1, 2020.  However due to the disruption caused by COVID-19 in doing proper outreach and training on the new requirements for the Biographical Sketch, and Current and Pending documents, the requirement to use NSF approved generation tools has been delayed to October 1, 2020.</p><div><p><strong>NSF will continue to implement all other changes to the PAPPG beginning June 1, 2020, including the following:</strong></p><ul><li>New requirement for proposing organizations to submit government-wide representations and certifications in the System for Award Management (SAM);</li><li> New requirement for providing e-mail documentation of Program Officer approval for the submission of RAPID and EAGER proposals; and</li><li> Clarifications to current and pending support coverage as well as other changes throughout the document.</li></ul><div><br></div></div><div><span>Webinars covering the use of NSF-approved formats as well as all of the significant changes to the PAPPG are available on the </span><a href="https://na.eventscloud.com/emarketing/go.php?i=770852&amp;e=Y2FtZXJvbjJAdW1iYy5lZHU=&amp;l=https://www.nsfpolicyoutreach.com/resource-center/" rel="nofollow external" class="bo">NSF Policy Outreach website</a><span>.</span></div><div><span><br></span></div><div><span>If you have any questions regarding the changes with the new PAPPG please reach out to your OSP manager or specialist and they will be happy to assist.</span></div></div>
