    <div class="html-content"><div>The Language and Literacy in Education Research Cluster at the UMBC Department of Education Presents</div><br><strong>Literacy in Education During Challenging Times</strong><br><br>A virtual panel in recognition of International Literacy Day<br><br><strong>Tuesday, September 8<br>10:00-12:00<br></strong>Eastern US Time<br><br>Proclaimed by UNESCO in 1966, International Literacy Day (ILD) is commemorated annually on the 8th of September to raise awareness about the essential role of literacy in human development.<br><br>ILD 2020 focuses on ‘literacy teaching and learning in the COVID-19 crisis and beyond’, drawing attention to how the global public health crisis exacerbates existing educational challenges and inequalities.  Panelists will discuss their research-based work on effective ways to foster literacy development, highlighting a range of interdisciplinary and collaborative initiatives that involve teachers, schools, and communities in shaping equitable spaces for learning.<br><br><strong>Panelists</strong><br><div>Francis M. <Title>UG Revisions Published: 2 Provisions Effective Immediately</Title>

    <div class="html-content"><p>OMB published revisions to Uniform Guidance yesterday; provisions in the revised guidance will apply to awards issued after its effective date, November 12th, 2020. However, there are two provisions in the revised guidance that went into effect yesterday: §200.216, Prohibition on certain telecommunications and video surveillance services or equipment, and §200.340, Termination. Summaries of these two revisions are summarized below but can be read in their entirety in Final Guidance posted in the Federal Register linked to this post. OSP will provide a summary of the revisions going into effect in November in a separate post. </p><p><br></p><p><em>The new provision at §200.216 states that “recipients and subrecipients are</em></p><p><em>prohibited from obligating or expending loan or grant funds to: (1) procure or</em></p><p><em>obtain; (2) extend or renew a contract to procure or obtain; or (3) enter into a</em></p><p><em>contract (or extend or renew a contract) to procure or obtain equipment, services or</em></p><p><em>systems that use(s) covered telecommunications equipment or services as a</em></p><p><em>substantial or essential component of any system, or as critical technology as part</em></p><p><em>of any system.”</em></p><p><br></p><p><em>The termination provision at §200.340 now eliminates the current “for cause”</em></p><p><em>reason for termination and replaces it with one stating that an award may be</em></p><p><em>terminated “if an award no longer effectuates the program goals or agency</em></p><p><em>priorities.” In addition, federal awarding agencies must make recipients aware, in a</em></p><p><em>clear and unambiguous manner, of the termination provisions in §200.340.</em></p><p><br></p></div>

<Title>New Form - Temporary Award Extension</Title>

    <div class="html-content">OSP has posted a new Temporary Award Extension form to its website. A copy of the form is also attached to this post. This form can be used in situations when a department anticipates a no-cost extension or issuance of incremental funding but has not yet received a formal award modification from the sponsor. OSP will use the completed form to note the status in Kuali and notify OCGA so that spending can continue on the existing PeopleSoft project beyond the initial end date. Similar to a Pre-Award Account request, the extension term is limited to 90 days beyond the initial project end date. At the 90 day mark, your OSP manager will follow up with you on the status of the pending award modification. <div><br></div><div>OSP regularly updates its forms so it is recommended to visit our Forms page when retrieving forms. If you have any questions regarding this form or any other other forms, please contact your OSP manager and specialist. </div><div><br></div></div>

<Title>Dresher Center Rapid Response Awards</Title>

    <div class="html-content"><strong>Dresher Center Rapid Response Awards</strong><br>
    
    <br><strong>Purpose</strong><br>
    
    <br>Dresher Center Rapid Response
    awards offer <strong>small</strong> grants of up to $1,500 to UMBC faculty (full- and
    part-time) and graduate students whose humanities-oriented research has been
    delayed or disrupted due to the COVID-19 pandemic and travel ban. The awards
    may also be used by faculty who wish to shift their research <span>to
    focus on humanities questions surrounding the effects of the COVID-19 pandemic
    or undertake new work in the humanistic study of social justice. </span><br>
    
    <br>The funds are meant to provide
    support for current UMBC researchers who require additional funding to adapt to
    new research circumstances, interests, and opportunities, and are unable to
    access other funds for this purpose. <br>
    
    <br>Some examples of use of funds include:<br>
    
    <ul><li><p>Hiring a research assistant in
    the Baltimore region or elsewhere;</p></li><li><p>Purchasing necessary software
    or hardware upgrades;</p></li><li><p>
    
    Purchasing research materials
    (e.g., books, photocopies, materials provided by archives, transcription services
    or interview devices);</p></li><li><p>
    
    Small honoraria for external
    research partners; small faculty development funds for UMBC research partners;</p></li><li><p>
    
    Travel (if and when the
    “non-essential” travel ban is lifted).<br></p></li></ul>
    
    
    <br><strong>Application Guidelines</strong><div><p><br>A complete application will include
    the following:</p></div><ul><li><p>
    
    A brief narrative statement (300 words max) describing
    your research, its humanities and social justice (if appropriate) focus, and
    its significance, your revised or re-adapted research goals, and how you will
    use the funding </p></li><li><p>
    
    A short, summary budget</p></li><li><p>
    
    A two-page CV</p></li></ul>

    will be reviewed on a rolling basis throughout fall 2020, beginning on August

    <h4>When entering a Retro for an employee’s 
    position, please remember to enter a single Retro, for a single 
    employee, for a single funding source during the Pay Period.</h4>
    <blockquote>
    <h4><br></h4><h4>Example :</h4>
    <p>Mrs. Smith worked during payroll 2017001.<br>Mrs. Smith is paid from four different funding sources.<br>The business manager realized that two of the funding sources are incorrect, but not until the week of Payroll 2017009.</p>
    <h4>Recommendation:</h4>
    <p>During Payroll <strong>2017009</strong>, one RETRO can be entered to fix the first incorrect funding source.<br>
    During Payroll <strong>2017010</strong>, another RETRO can be entered to fix the second incorrect funding source.</p>
    <p>The RETROs must be done in separate Payrolls, because the system will reshuffle the employee’s <strong><em>E-N-T-I-R-E</em> </strong>
     distribution for Payroll 2017001 when trying to calculate the RETRO. It
     cannot reshuffle more than once for 2017001 in this situation.</p>
