<Title>NSF Virtual Grants Conference &#8211; Save the Date</Title>

    <div class="html-content"><span>Save the Date! Join the National Science Foundation (NSF) for the very first NSF Virtual Grants Conference, to be held during the weeks of </span><strong>November 16</strong><span> and </span><strong>November 30, 2020</strong><span>.</span><br><br><span>This event is designed to give new faculty, researchers and administrators key insights into a wide range of current issues at NSF. NSF staff will be providing up-to-date information about the proposal and award process, specific funding opportunities and answering attendee questions.</span><br><br><span>Registration will be free of charge and opens on </span><strong>Thursday, October 29 at 12 p.m</strong><span>. </span><strong>EST</strong><span>. Each conference session will have its own Zoom registration page. Please sign up only for sessions that you are able to attend. For those who cannot attend the live conference, </span><strong>all recorded conference sessions will be available on-demand </strong><span>shortly after the event. We anticipate the sessions will reach capacity very quickly, so we encourage you to register as soon as possible. <Title>Congratulations to Dr. Mike Walsh, OSP's New Assistant Dir</Title>

    <div class="html-content">We are very pleased to formally announce that Dr. 
    Michael Walsh has been selected as the Assistant Director of the Office 
    of Sponsored Programs.  Mike joined the UMBC Office of Sponsored 
    Programs as a Grants and Contracts Specialist in 2008, and was promoted 
    to Manager in 2012.  Mike has also led many of OSP’s training efforts, 
    and has been the UMBC Council of University System Staff (CUSS) 
    representative since 2018.   Mike is also a UMBC alumnus.  He received 
    his MA in Historical Studies in 2002 and his Ph.D. from Public Policy in
     2012.  In addition, he has taught History at Towson and CCBC, and wrote
     a book entitled “Baltimore Prohibition:  Wet and Dry in the Free 
    State”.  <p> </p><p>With his 12 
    years of OSP experience, Mike brings extensive understanding to the 
    overall support of UMBC’s Research and Creative Achievement activities. 
     With Mike assuming this important position, we are confident OSP’s high
     level of service and expertise will continue.  </p><p> </p><p>Please join us in congratulating Mike on this well-deserved promotion.</p></div>

<Title>NSF Updates the RPPR</Title>

    <div class="html-content"><p>Dear Colleagues:<br><br>Effective October 5, 2020, the National Science Foundation (NSF) will enhance the Project Reporting System in Research.gov to implement the revised Research Performance Progress Report (RPPR). The RPPR is a uniform format for reporting performance progress on Federally funded research projects and research related activities. NSF awardees use the RPPR to prepare and submit annual and final project reports to NSF. <Title>The Black Butterfly: the harmful politics of race and space</Title>

Brown </strong></div><div><em>Visiting Associate Professor, Population Health Institute
    University of Wisconsin-Madison </em></div><div><br></div><div>The world gasped in April 2015 as Baltimore erupted and Black Lives Matter activists,
    incensed by Freddie Gray's brutal death in police custody, shut down highways and
    marched on city streets. The Black Butterfly refers to the fact that Baltimore's majorityBlack population spreads out on both sides of the coveted strip of real estate running down
    the center of the city like a butterfly's wings. In his research and publications, Lawrence T.
    Brown reveals that ongoing historical trauma caused by a combination of policies,
    practices, systems, and budgets is at the root of uprisings and crises in hyper-segregated
    cities around the country. </div><div><br></div><div>Putting Baltimore under a microscope, Brown looks closely at the causes of segregation,
    many of which exist in current legislation and regulatory policy despite the common belief
    that overtly racist policies are a thing of the past. Brown persuasively argues that, since
    urban apartheid was intentionally erected, it can be intentionally dismantled. The Black
    Butterfly demonstrates that America cannot reflect that Black lives matter until we see how
    Black neighborhoods matter. </div><div><br></div><div>Lawrence T. Brown is the proud grandson of Mississippi
    and Arkansas Delta sharecroppers and preachers.
    From 2010 to 2019, Dr. Brown worked at Morgan State
    University in the School of Community Health and Policy
    where his research examined the impact of historical
    trauma on community health. In June 2018 he was
    honored by OSI Baltimore with the Bold Thinker award
    for sparking critical discourse regarding Baltimore’s
    racial segregation. In September 2018, he was named
    #61 in The Root 100 – an annual list of the most influential African Americans ages 25 to
    45. His first book, <u>The Black Butterfly: The Politics of Race and Space in America</u>, will be
    published by The Johns Hopkins University Press in January 2021.</div></div></div>

    paper applications, modifications (amendments), deviation reports and closure
    reports is October 8, 2020 at 5:00 pm. <span> </span>Our office will ensure that protocol
    submissions and updates are incorporated into a Kuali protocol record.</span></p>

    </span></span></span><span>From October 8, 2020
    5:01 pm until October 18, 2020 at 8:00 am, the <strong><u>ORPC will be closed. </u></strong>No paper IRB related submissions or
    actions will be accepted to allow for Kuali IRB data migration. Investigators
    are asked to review their planned start dates of new protocols or modifications
    to incorporate the office closure.</span></p>

    at 8:01 am, the Kuali Protocols for IRB system will be available for IRB

<Title>Telecommunications Equipment Purchase Restrictions</Title>

    <div><p><span>On August 13, 2018, the
    President signed the </span><a href="https://www.congress.gov/bill/115th-congress/house-bill/5515/text" rel="nofollow external" class="bo"><span>John S. McCain National Defense Authorization Act of
    2019 </span></a>(NDAA). One section (Section 889) of this act restricts <span>use of federal loan or grant
    funds</span> for purchase of <span>certain Chinese-origin equipment or services for research projects. This prohibition
    became effective August 13, 2020.</span></p>
    
    <p><span>Chinese-origin equipment or
    services include telecommunications equipment or video surveillance equipment
    or services produced by business entities and the affiliates of these entities such
    as Huawei Technologies Company and ZTE Corporation. A current list of these business
    concerns is<a href="https://research.umbc.edu/restricted-party-screening/" rel="nofollow external" class="bo"><span> found
    on our entity screening webpage</span></a>.</span></p>
    
    <p><em><span>What should you do?</span></em></p>
    
    <p><span><span>·<span>       
    </span></span></span><span>Reach out to your
    <a href="https://research.umbc.edu/osp-responsibilities/" rel="nofollow external" class="bo"><span>OSP
    representative </span></a>to review language in RFAs, RFPs or other
    proposal submission documents you may see where a reference is made to the NDAA
    and/or Section 889 the “<span>Prohibition on Certain
    Telecommunications and Video Surveillance Services and Equipment</span>”. Both the OSP and the ORPC will work together with you to answer questions. </span></p>

    </span></span></span><span>Be
    aware the UMBC’s <a href="https://procurement.umbc.edu/files/2019/02/PO-TERMS-3.2019.pdf" rel="nofollow external" class="bo"><span>purchase
    order terms and conditions</span></a>. UMBC has a responsibility of complying
    with all applicable U.S. export control laws and regulations in the procurement
    process. If you plan to procure an item or service from a non-US entity, read
    through Section 14 of the terms and conditions. Let the ORPC know if you have
    any export control questions.</span></p>

    </span></span></span><span>Let the OPRC know
    <strong><em><u>prior</u></em></strong>
    to creating a requisition for </span><a href="https://research.umbc.edu/export-control-purchases-and-transfers/" rel="nofollow external" class="bo"><span>purchases </span></a><span><span>of this equipment or service or the planned </span></span><a href="https://research.umbc.edu/shipment-of-export-controlled-materials-3/" rel="nofollow external" class="bo"><span>shipment</span></a><span><span> of any of the above items from these entities using
    federal grant funds</span>. <span> </span>We can
    perform a Restricted Party Screening that will determine if a foreign entity business
    is on any government issued restricted, blocked, or denied party lists</span>.

    form </span></a><span>to perform this review.</span></p>
    
    <p><span>This is also a good reminder
    that the ORPC can assist UMBC departments who plan to sponsor foreign
    persons/national visitors for a visit to campus in a business or technical
    capacity. We ask departments submit a </span><a href="https://docs.google.com/forms/d/e/1FAIpQLSerNmuzu4Jbf9lAiwqW6GKRRodhEKfWiluy0hKWkPXMSKDPtA/viewform" rel="nofollow external" class="bo"><span>foreign visitor restricted party screening
    form </span></a><span> before sending an invitation or submitting an unpaid or paid
    appointment for UMBC approval</span><em><strong><span> and</span></strong></em><span> before the </span><a href="http://ies.umbc.edu/" rel="nofollow external" class="bo"><span>Office of International
    Education Services</span></a><span> (IES) applies
