<Title>Kick-off Event for "Baltimore Stories" Program on March 23rd</Title>

    <div>"Baltimore Stories: Narratives in the Life of an American City" is a year-long, grant-funded educational program examining narrative, race and power. The program will kick-off on Wednesday, March 23rd with a free public forum, led by the University of Maryland Arts and Humanities Center for Synergy and Maryland Humanities Council, at Westminster Hall in Baltimore. Morning speakers will include David Simon, author, journalist and writer of Homicide: Life on the Streets and The Wire, and Dr. Khalil Gibran Muhammad, historian and director of the Schomburg Center for Research in Black Culture. The afternoon session will be a response to the morning's ideas and will include University of Maryland historian Dr. Christopher Bonner and a panel of local humanists, public intellectuals, activists and the audience.     <div>There's nothing like a glowing phone screen two rows in front of you during a concert to ruin the experience. But what if the phone could be changed from an annoyance to an enhancement? </div>

    <a href="http://octavaonline.com/" rel="nofollow external" class="bo">Octava</a> is a smartphone app that aims to do just that. Developed by Linda Dusman, Music, and Eric Smallwood, Visual Arts, the app delivers background information, historical facts, and other contextual details straight to your pocket. According to Octava's website, it is a tool that "<span>provides performing arts venues with the ability to enrich a performance with supplemental information delivered in real time. This enables the audience to </span><span>glance at information about the performance or event at the exact moment when the information is most pertinent."</span>

<Title>Postdoc Fellowships, Grad Prep Academy</Title>

    <strong>1. RISE Postdoctoral Fellows </strong>— We invite Native American, Black, Latino, Asian American and Pacific Islander women and men who are in their final semester of doctoral study (ABD) or those who completed their doctorates within the past three years to apply for a three-year postdoctoral fellowship at the University of Pennsylvania Center for the Study of Race &amp; Equity in Education. Most appealing to us are scholars who earned a Ph.D. in education, health, human services, social policy, criminal justice, workforce development, or a closely related field. Three postdocs will be selected to work with RISE, starting July 1, 2016. The fellowship pays $55,000 per year, plus health insurance. Preference will be given to those who have experience working with large datasets. Review of applications begins Tuesday, March 15, 2016 and will continue until the three postdocs are selected. RISE Grad Prep Academy Scholars</strong> — We invite Native American, Black, Latino, Asian American and Pacific Islander undergraduate men who are presently in their junior year to apply for participation in our Grad Prep Academy, a project that prepares undergraduates for doctoral study and research-related careers in the five RISE fields: education, health, human services and social policy, juvenile and criminal justice, and workforce development. This program includes a four-day visit to the University of Pennsylvania. We will select 32 juniors (8 per racial/ethnic group) and cover all their travel expenses, lodging, and meals. We will also pay for Academy participants to take a four-week Kaplan course valued at $1,200 to prepare for the GRE. Additionally, each Academy scholar will be paired with a current Ph.D. student of color who will offer mentoring throughout the graduate school application process. <Title>John Short argues cities are key to U.S. economic growth</Title>

    <p>The economy has been a prominent issue during the presidential campaign with a range of ideas for how to spur growth and development across the country. In a new article published in <em>The Conversation</em>, School of Public Policy Professor John Rennie Short examines the value of growing urban economies as a key element in addressing this issue.</p>
    <p>In his article “<a href="https://theconversation.com/want-the-economy-to-grow-its-time-to-look-at-cities-and-efficiency-54517" rel="nofollow external" class="bo">Want the economy to grow? It’s time to look at cities and efficiency</a>,” Short writes that enhancing American metropolitan areas with better infrastructure, land use, and smarter technology are important steps to increase productivity.</p>
    <p>“Metro areas in the U.S. now house 83 percent of the population and are the main site for innovation and job growth. The 100 largest metro areas hold 69 percent of all jobs and are responsible for <a href="http://www.brookings.edu/research/papers/2016/01/06-advanced-economy-for-all-metropolitan-policy-program-berube" rel="nofollow external" class="bo">three-quarters of the nation’s GDP</a>,” explains Short. “If we are serious about growing our economy, then getting our cities to work better is just as important as tax reform or wage policy. The problem is that cities tend to be discussed in terms of redistributional issues, such as welfare or race relations, but rarely as a platform for addressing the ‘economy.’”</p>
    <p>Considering making cities larger and more dense as a way to improve economic performance, Short writes about promoting increased public transportation use as an important tool in boosting the economy.</p>
    <p>“There are significant cost savings in increasing the ridership of mass transit systems compared with constructing expensive new systems. Even small-scale policy changes have rolling consequences. Improving <a href="http://www.spcregion.org/downloads/ops/Other%20Studies/BenefitsofRetimingTrafficSignals.pdf" rel="nofollow external" class="bo">traffic light sequencing</a>, for example, reduces travel times, emissions, fuel consumption and road accidents.”</p>

    <div>TIRF – The 
    International Research Foundation for English Language Education – is 
    pleased to announce its 2016 Doctoral Dissertation Grants (DDG) 
    competition. Grants of up to US $5,000 will be made to successful 
    applicants investigating any of the following topics:</div>

    <li>Digital Technology in Language Education</li>
    <li>English as a Medium of Instruction</li>
    <li>Language Assessment</li>
    <li>Language Planning &amp; Policy</li>
    <li>Language Teacher Education</li>
    <li>Plurilingualism in Business, Industry, the Professions, and Educational Contexts </li>
    <li>Students’ Age and Effective English Language Education in Schools</li>
    </ul>

    </div></div>
    <div>Applicants
     must be enrolled in a legitimate doctoral program and must have been 
    advanced to candidacy. That is, they must have completed any required 
    coursework and/or examinations, and must have had their research plan 
    officially approved by their university committee.</div>

    <div>TIRF
     is pleased to note that half of the available funding for the 2016 DDG 
    competition will be used to support doctoral candidates’ research at 
    universities in the countries on the OECD DAC <a href="http://www.oecd.org/dac/stats/documentupload/DAC%20List%20of%20ODA%20Recipients%202014%20final.pdf" rel="nofollow external" class="bo"><strong>list of nations</strong></a>.
     These monies will also be used to fund candidates’ research whose work 
    has the potential for positive impact in countries on the OECD DAC list.</div>

    <div>TIRF
     is particularly interested in research proposals that have clear 
    implications for policy makers and others in positions to make decisions
     about English language education practices. Thus doctoral students from
     countries on the OECD DAC list are eligible, as are candidates whose 
    work has the potential to directly and positively influence English 
    language education in those countries.</div>
