    <span>Please
    join UMBC faculty, students, staff, and guests for a presentation by Jennifer
    K. Smith, the recipient of the 2017 Judith A. Shinogle Memorial Award. Ms. Smith
    is a Ph.D. candidate in the School of Public Policy’s health policy track. She
    is currently a senior programmer at The Hilltop Institute at UMBC where she
    performs SAS programming in order to analyze large health care data sets for
    quality of care, outcome measurement studies and program assessment.  Her dissertation topic is an examination of
    the comparative effectiveness of asthma treatments in the Maryland Medicaid
    population.</span></p>
    <p><span> </span></p>
    <p><span>Ms.
    Smith received a Master of Public Health from the University of Illinois at
    Chicago, a certificate of advanced study in bioethics and health policy from Neiswanger
    Institute for Bioethics and Health Policy at Loyola Chicago Graduates School,
    and a B.S. in Mathematics from Wheaton College.</span></p>
    <p><span> </span></p>
    <p><span>The
    family of Dr. Judith Shinogle established the Shinogle Award in her memory to
    provide support for doctoral students committed to health policy research. Dr.
    Shinogle had a distinguished and productive career as a health policy analyst
    and research scientist. At the time of her death, she was a senior research scientist
    with the UMBC Maryland Institute for Policy Analysis and Research, and an adjunct
    faculty member in the School of Public Policy.</span></p>

    <div>The Department of Africana Studies, University of Maryland, Baltimore County welcomes panel, paper, and poster presentations that will contribute to a better understanding of the complexity of women and gender in the Nigeria-Biafra War. <br> <br>The civil war that broke out in Nigeria on July 6, 1967 between the seceded Eastern Region, which adopted the Republic of Biafra as its name, and the rest of the country, often called the Nigeria-Biafra War, is regarded as a watershed in African continental affairs and global order. It came at enormous human and material costs, carried implications for ethno-nationalist movements and political stability in Africa, and unleashed a wave of humanitarianism in postcolonial conflict. As a phenomenon, warfare is usually preconceived as an exclusive male preserve, a sporting exploit for displaying masculine virility or winning local/national honor, and even women’s admiration. Nearly fifty years after the Nigeria-Biafra War ended in January 1970, the complex experiences of Nigerian and foreign women affected by the conflict have yet to be told and adequately recorded. There has been no conference focused on the role of women in the war or how the conflict affected them, a void which demands to be filled. This international conference is to commemorate the 50th anniversary of the war and to highlight the cost of the conflict on Nigerian women, their participation in the hostilities, and their contributions to the survival of families, communities and the country.  <br> <br>Fictional and nonfictional accounts of the war, especially those written by men, often peripheralize or stereotypically represent women as passive spectators or helpless victims of the armed conflict. Such works tend to promote a form of heroism drawn directly from the involvement of men just as they highlight and exaggerate women’s moral laxity and sensationalize their marital infidelities.  These narratives obscure the fact that women and girls disproportionately experience sexual violence in war times. The valiant and gallant ways women carried out old and new responsibilities occasioned by the war have often been minimized or even ignored. Thus, this international conference serves as an important platform to present and discuss women as embodiment of vulnerabilities and agency, active participants and survivors, who demonstrated remarkable resilience and initiative, waging war on all fronts in the face of precarious conditions and scarcities, and maximizing opportunities occasioned by the hostilities.</div>

    <div>Today on the UC steps (near Starbucks) the Humanities Scholars will be staging a Public Read Out of Voices of a Peoples History of the U.S.  (These are students in a class Dr. Bev Bickel is co-teaching with Dr. Joby Taylor, Director, Shriver Peaceworker Fellows).</div>

    <div>They’ll be performing readings from a collection of powerful, but often left out, Voices from across U.S. history…These are individuals (representing communities) who spoke bravely from the midst of their struggle for peace, justice, and equality in the history of our country. They are all wonderful examples of public intellectuals!</div>

<Title>Impact of House Tax Bill and a Call for Action</Title>

    <div class="html-content">The Graduate Student Association sent this message to all graduate students. We are reposting it because of its importance and possible impact in the lives of all Graduate Students.<div><br></div>
    <div>
    <div>HR 1, i.e., the proposed tax bill currently under consideration in the federal House of Representatives, contains provisions which would have an extremely negative impact on higher education. The bill would in particular have a large impact on graduate students.</div>
    <div><br></div>
    <div>The most concerning provisions which have come to light are the restructuring of the American Opportunity Tax Credit, the repeal of the Lifetime Learning Credit, the repeal of the Student Loan Interest Deduction, and the new taxability of tuition waivers. To make certain this last provision is clearly stated, the bill would make tuition waivers taxable income.</div>
    <div><br></div>
    <div>For a UMBC student this tax bill would, for a full time graduate assistant taking 9 credits per semester, result in a net increase in taxes paid per year of about $1,000. Students at more expensive institutions would face an even more drastic outlook.</div>
    <div><br></div>
    <div>The National Association of Graduate-Professional Students (NAGPS) has organized a "Call Congrees Day" to make these issues heard. Due to the timeline of this bill, that day is today, November 8th.     <div>We encourage you to voice any concerns you may have with this bill to your federal representatives today. A collective voice is stronger than an individual voice. Together we can make it clear that these provisions are unacceptable, that they are counterproductive to economic growth, and more importantly would be a major burden on an already extremely financially burdened population.</div>
