Meet Davis Cappabianca

<Tagline>INDS Spring 2021 Graduate Highlight Series</Tagline>

B.A. INDS: Organizational Culture in Disaster Response

CDR Stephen Kosloski, UM NROTC Consortium

Dr. Stephen Freeland, Individualized Study

Why did you choose to major in INDS?

INDS provided me with the opportunity to tailor a degree to my specific interests in returning to Navy Medicine. In addition to allowing me to satisfy the requirements for admission to medical school, it allowed me to integrate over ten years of experience in the U.S. Navy into my undergraduate degree. This experience guided my degree formation and put me into a position where I can return to Navy Medicine as a Physician and improve on military-civilian relations during large scale disaster response.

What are your plans for after graduation, and how do you see using your INDS degree?

My hope is to attend medical school and return to active naval service. As my career progresses, I anticipate that my degree will become more and more important in my day to day work. I hope to transition into leadership roles where I can use my degree to improve interactions between the military and other agencies in the medical field.

    MIDDLE EAST DEPLOYMENT

In March of 2018 I was recalled to active duty to fulfill service obligations with Coastal Riverine Squadron 8. I was deployed to the Middle East as part of an Embarked Security and Intelligence Team. We were responsible for providing 24/7, 360-degree defense of high value naval assets in the 5th Fleet Area of Operations. This included: defense of high value naval assets during routine transports, in port operations, and at sea operations in support of Operation Spartan Shield.

    OFF CAMPUS WORK

Outside of college I continue to serve the Navy as a reservist. Functioning as a unit supervisor, I lead 17 sailors in all Navy required training, operations, and conducted various administrative tasks associated with these requirements.

New POLI 409 Course Added

<Tagline>The Politics of Earmarks</Tagline>

Hey Political Science Students,

Looking for an upper level Political Science course to take this coming Fall? I would encourage you to look into a course that was just added, POLI 409- The Politics of Earmarks. The course will take place on Mondays and Wednesdays from 2:30 to 3:45. It will be an in person course that will meet in PUBL 354. Please check out the course description below for more details about the topics the course will address.

POLI 409: The
    Politics of Earmarks

For most of its
history, Congress has insisted that laws contain “earmarks”--directives to
spend funds in specific districts for specific purposes. By doing so, legislators enhanced their
re-election prospects because they could claim credit for bringing federal
funds back to their districts. But after high-profile media criticism of some
earmarks, and earmark corruption scandals that landed several Representatives
in jail, Congress declared a moratorium on earmarks about a decade ago. Now, however, leaders in both parties have
endorsed a return of earmarks, promising to apply strict standards to their
use. This course will engage students in
a research project about the surprising disappearance of earmarks and the
effects of their predictable return. It
will first review theories and empirical analyses of “distributive politics” and
    the history of Congressional earmarks.
Then, as Congress considers spending legislation through the fall, the
course will explore the validity of three claims made in support of earmarks:
that the availability of earmarks will make it easier for Congress to pass
legislation; that using earmarks will reduce what some argue is excessive power
delegated to the executive branch; and that Congressional discretion to
allocate funds through earmarks produces better policy outcomes than the
alternatives of allocating funds through formulas and competitive merit
    applications.

"This virtual presentation features images from End of the Road alongside poems by UMBC writer-in-residence Lia Purpura from her book It Shouldn’t Have Been Beautiful (Penguin, 2015). Purpura has noted of this collection of poems, “I am interested in paying attention to the act of looking itself, an act which is almost always full of contradiction, surprise, and mystery.” This statement could equally describe Souders’s photographs, which, through their clandestine framing and sharp observation, elevate quotidian details to totems of coincidence. Likewise, Purpura’s attentive poems abound with incident, engendering expansive ideas from the brief container of their form. Here, photographs and poems, selected in collaboration between artist and author, walk together in tandem, illuminating shared themes and inviting additional connections and reflections."

The pandemic has changed almost every aspect of life, especially in the economic and career landscapes. People are thinking about their professional choices with a new lens to ensure they select careers that offer what they may believe to be a stable and secure future.
Join us for the CAHSS Spring Spotlight Virtual Event on Wednesday, April 14 from 4:30–5:30 p.m. for this timely conversation featuring CAHSS-affiliated faculty who will share their thoughts on why having or pursuing a degree in these areas is still so important. The panel will feature:
