AOK Library Grand Re-opening Retriever Ready: COVID-19 Response

Dear UMBC Community,

We are pleased to announce plans for a phased reopening of the Albin O. Kuhn Library & Gallery building to our UMBC users. We thank the dedicated Library & Gallery staff for their continued delivery of services to our community during the difficult times of the COVID-19 pandemic, and join them in looking forward to welcoming the campus community back to the building!

Beginning July 6, 2021, the first and second floors of the Library & Gallery will be open, with some services requiring an appointment. All UMBC users will be able to access the building via card swipe for limited spaces and services such as the Retriever Learning Center or use of a library printer. UMBC users with campus ID also will be able to make appointments to enter the building to use a variety of library spaces, computers, and equipment. More information about the process for making appointments will be posted on the Library & Gallery’s website and myUMBC page in the coming days.

All Library & Gallery users must follow campus guidelines regarding safe on-campus behavior such as masking and physical distancing; symptom tracking; and testing. No eating is allowed in the library at this time.

As we have since the beginning of the COVID-19 pandemic, we will continue to offer remote services to assist you with your work, including virtual research appointments, “Ask a Librarian” chat service, virtual information literacy instruction, scanning of materials from our collections, interlibrary borrowing for books and media from our resource sharing partners, a virtual study room, and more.

Beginning August 16, 2021, the Library & Gallery building will reopen all seven floors for general study and computer use. Appointments may still be required for some services and areas. More information about fall semester services will be posted to the Library & Gallery website soon.

Application Form

The GSA is seeking applications for senators who will serve throughout the next academic year. Such senators would have the following general responsibilities as they represent either their college or the general (cultural/non-academic) interests of all graduate students at UMBC:

1) Attend monthly meetings of the Graduate Senate between August 2021 and May 2022.
2) Host town hall with other Senators between August 2020 and May 2021 aimed at gathering input and feedback from graduate students
3) Serve on at least one university committee
4) Other tasks as assigned by the Graduate Senate or Executive Council (such as following up on an issue or comment)

Senators who fulfill these responsibilities will be eligible to receive a stipend of $200 per semester.

Note that as the campus remains closed, the GSA Senate will plan to conduct business virtually (this will include meetings, town halls, events, etc.). As any changes are announced, the GSA Executive Council will be sure to keep the GSA Senate informed. Stay tuned for updates through spring/summer as we transition into the fall semester and thank you for your interest in serving on the Graduate Student Senate!

Utility Moratorium: The Public Service Commission has ordered a hold on all gas/electric service terminations until June 30, 2021 for the following two groups ONLY:

1)      Any customer with a signed medical certification on file with the utility.

2)      Any customer who has received or been qualified to receive Office of Home Energy assistance since February 15, 2017.

- The Office of People's Counsel has created an energy assistance toolkit to help Maryland households facing utility turn-off notices. This toolkit includes videos on how to fill out the Office of Home Energy Programs application, forms, and resource guides.

Utility Help for Baltimore City: Maryland Volunteer Lawyer Services, Probono Resource Center of MD and Office of People's Counsel have come together to provide remote Utility Clinics. Baltimore City residents can receive free legal advice from volunteer attorneys and from OPC staff regarding their water, gas, and/or electric bills. Attorneys will advise on issues such as unusually high or delinquent bills, bill disputes, shutoffs, and questions about financial assistance that may be available. Everything is done via phone, email, text, and mail. See the attached flyer for more information about how to connect clients to this free service. Please feel free to distribute. 


Eviction Information for Tenants: Maryland Attorney General Brian E. Frosh has released “Residential Eviction in Maryland: Information for Tenants,” to help individuals and families who will be facing eviction, particularly due to nonpayment of rent during the COVID pandemic. The guidance issued by the Attorney General’s office is intended to help residential tenants understand their rights and where to look for legal help if an eviction lawsuit is filed against them.


Tax Credit: There have been changes to the Child Tax Credit that will help many families receive advance payments starting this summer. The American Rescue Plan Act (ARPA) of 2021 expands the Child Tax Credit (CTC) for tax year 2021 only.

For tax year 2021, eligible families claiming the CTC will receive up to $3,000 per qualifying child between the ages of 6 and 17 at the end of 2021. They will receive $3,600 per qualifying child under age 6 at the end of 2021.

Advance payments of the 2021 Child Tax Credit will be made regularly from July through December to eligible taxpayers.

Thank you to all who submitted nominations for the 2021-2022 Graduate Student Association Executive Council at UMBC. We appreciate all the time and energy students have put into their nominations and really enjoyed hearing the candidate introductions last Thursday at our "Meet The Candidates" session via WebEx! UMBC has a truly phenomenal graduate student body and we are so impressed with the abilities and experiences of those who were able to join us and share about themselves. 

We are also incredibly excited that so many students have viewed the candidates introduction video, nomination materials, and participated in the process by submitting votes for their favorite candidates! As the GSA Executive Council represents all graduate students at UMBC, it is important for us to get feedback from the student body about who they feel would make a great candidate for each position.

As we continue in the process of electing the new GSA Executive Council board, we wanted to share an update to keep interested students informed. We started with a fantastic pool of 18 nominees in total, and are now down to the top 10 as we proceeded with eliminating candidates who did not meet various eligibility requirements during the verification process. Due to the removal of ineligible candidates, we now find ourselves with two open roles that will need to be filled. In a situation as unique as this, where no eligible candidates run for a particular position, the current Executive Council must nominate a candidate to serve. Generally, the best place to select these candidates from are from our GSA Senate body. We will be conducting outreach to individuals who we believe make a great candidate for the role, but we also encourage you to reach out and let us know if you, or someone you know, would be interested in serving in either position. 

Lastly, as we know many of you are graduating this semester, we wanted to take a moment and congratulate you on all your hard work and on the completion of your graduate degree at UMBC! We hope that everyone, graduating or continuing on, has a fantastic summer and we wish you all the continued success in your academic and professional careers!

3) Serve on at least one university committee
4) Other tasks as assigned by the Graduate Senate or Executive Council (such as following up on an issue or comment)

Senators who fulfill these responsibilities will be eligible to receive a stipend of $200 per semester.

Note that as the campus remains closed, the GSA Senate will plan to conduct business virtually (this will include meetings, town halls, events, etc.). As any changes are announced, the GSA Executive Council will be sure to keep the GSA Senate informed. Stay tuned for updates through spring/summer as we transition into the fall semester and thank you for your interest in serving on the Graduate Student Senate!
