<Title>New Appointment of Dr. Tyson King-Meadows</Title>

    <div class="html-content"><div><span>Dear Members of the UMBC Community,</span></div><div><span>I am delighted to announce the appointment of Dr. Tyson King-Meadows as Associate Provost for Strategic Initiatives effective January 6, 2021.</span></div><div><span>As Associate Provost for Strategic Initiatives, Dr. King-Meadows will advance UMBC’s mission by working with the Provost on matters related to revising the General Education Program and developing new cross-university initiatives that seed and scale strategic partnerships addressing systemic barriers to inclusive excellence.</span></div><div><span>To carry out these responsibilities, Dr. King-Meadows will work collaboratively with academic units and colleges across UMBC. Reporting to the Provost, Dr. King-Meadows will work with faculty, deans, shared governance, and other stakeholders to develop a process for reviewing and revising UMBC’s approach to general education in alignment with UMBC’s Strategic Plan priorities and recommendations. He will also develop new partnerships and strengthen existing ones between UMBC and academic learned societies, focusing on developing effective collaborations that reinvigorate UMBC’s efforts to identify, support, and recruit prospective underrepresented minority faculty and students. </span></div><div><span>For the past year, Dr. King-Meadows has served as Special Assistant to the Provost for Faculty Development and Engagement. In this role, he identified exemplary institutional models, best practices, and high impact programs for enhancing faculty development, and advised the Provost on ways certain practices might inform implementation of the UMBC Strategic Plan. Last year, Dr. King-Meadows was awarded the prestigious American Council on Education (ACE) Fellowship and served as a fellow in the Provost’s Office at Case Western Reserve University (CWRU). In this role, he advised on matters related to faculty advancement and furthered the implementation of the university’s groundbreaking “Think Big” strategic plan, which emphasized enhancing interdisciplinarity in research and in teaching, as well as enhancing community partnerships that deepened CWRU’s social impact.</span></div><div><span>Along with his experiences as an ACE Fellow, Dr. King-Meadows brings to his new role extensive experience in collaborative leadership, innovative thinking, and building strategic partnerships. He served as co-chair of the Provost’s Executive Committee for the Recruitment, Retention, and Advancement of Underrepresented Minority Faculty, and played a significant role in conceptualizing and advancing the Postdoctoral Fellowship for Faculty Diversity and the Emerging Scholars Program. He has also served as chair of the Black Faculty Committee, as a member of the Strategic Planning Steering Committee, as chair of the Department of Africana Studies, and as the Associate Dean for Research and College Affairs in the College of Arts, Humanities, and Social Sciences. Within the discipline of political science, Dr. King-Meadows has served as chair of the Committee on the Status of Blacks in the Profession for the American Political Science Association, as a member of the executive council of the Midwest Political Science Association, and as president of the National Conference of Black Political Scientists. He has also served as a local, state, regional, and national officer for Alpha Phi Alpha Fraternity, Inc.</span></div><div><span>Dr. King-Meadows joined UMBC in 2003 and is a professor of political science. He also holds affiliate appointments in the School of Public Policy; the Language, Literacy, and Culture doctoral program; and the Department of Africana Studies. He received his Ph.D. in political science from the University of North Carolina and received his B.A. in political science from North Carolina Central University.</span></div><div><span>Prior to joining the UMBC faculty, he was a Fulbright U.S. Scholar in the Department of Political Science at the University of Ghana, a W.E.B. Du Bois Fellow at Harvard University, and held a faculty position at Middle Tennessee State University. Since joining the UMBC faculty, Dr. King-Meadows has won numerous prestigious research grants and awards, including the National Academy of Sciences’ Ford Foundation Postdoctoral Fellowship and the American Political Science Association’s Congressional Fellowship, where he worked for the U.S. House Committee on the Judiciary. As a political scientist, Dr. King-Meadows’s work explores the nature and consequence of black interest representation and black political engagement against the backdrop of economic disparities and sociopolitical stratification occurring in the late twentieth century and early twenty-first century. His extensive publication record contributes to multiple fields within political science, and he has lectured widely on electoral politics, public opinion, election law, and African American/Black Politics. <br></span></div><div><span>UMBC is very fortunate to have someone of Dr. King-Meadows’s impressive experience and talent to serve as Associate Provost for Strategic Initiatives.</span></div><div><span>Please join me in congratulating Dr. King-Meadows on his new appointment and supporting him in this important endeavor.<br><br><span><em>Provost Philip Rous</em></span></span></div></div>

<Title>Interim Dean of (CAHSS)</Title>
<Tagline>The appointment of Dr. Kimberly Moffitt</Tagline>

    <div class="html-content"><div><span>Dear UMBC Community,</span></div><div><span>I am delighted to announce the appointment of Dr. Kimberly Moffitt as Interim Dean of the College of Arts, Humanities, and Social Sciences (CAHSS) effective August 17, 2020. </span></div><div><span>Dr. Moffitt’s appointment brings to a conclusion a successful search that began in early July. On behalf of the entire campus community, I would like to express my gratitude and thanks to all members of the Search Committee, chaired by Professor Timothy Nohe. Their commitment and hard work constitutes an outstanding contribution to the future of CAHSS and UMBC. I also wish to acknowledge the advice and counsel the CAHSS and campus communities provided to the Search Committee.</span></div><div><span>Dr. Moffitt joined the UMBC community in 2006 as an assistant professor of American Studies, and, prior to her appointment as Interim Dean, served as director of the Language, Literacy &amp; Culture doctoral program. She is a professor of Language, Literacy &amp; Culture and affiliate professor of Africana Studies.</span></div><div><span>Dr. Moffitt brings to her new position an outstanding record of scholarship and leadership in shared governance, including serving as president and vice president of UMBC’s Faculty Senate, a member of the Faculty Senate Executive Committee, UMBC’s NCAA Faculty Athletic Representative, and as a member of several other university committees.</span></div><div><span>Dr. Moffitt received a B.A. in political science from the University of North Carolina-Charlotte, an M.A. in mass communication from Boston University, and a Ph.D. in mass communication/media studies from Howard University. Prior to joining the UMBC faculty, she was the first Southern Regional Education Board (SREB) Fellow from Howard University and completed a teaching postdoctoral fellowship at Hope College in Holland, Michigan before holding a faculty position at DePaul University.</span></div><div><span>As a media scholar and critic, Dr. Moffitt’s work centers on topics that encompass ideas of citizenship, identity, representations, and belonging in society. Specifically, she explores the mediated representations of the black body and its extremities (e.g., hair), often in programming such as Disney and other media forms. Her research seeks to understand how these representations influence communication among different cultures, affect policies within institutional structures, and impact the self-esteem and self-worth of those occupying black bodies. She has an extensive publication record, including five co-edited volumes and numerous scholarly articles and book chapters. In addition to her service at UMBC, Dr. Moffitt also extends her expertise into the greater Baltimore community by facilitating workshops on diversity and inclusion, as well as appearing as a featured guest on several media outlets, both locally and nationally. Dr. Moffitt is a founding parent of Baltimore Collegiate School for Boys charter school and a member of Delta Sigma Theta Sorority, Inc. She remains actively involved in her disciplinary association, National Communication Association, and is also a board member of the National Association of Media Literacy Education.</span></div><div><span>As Interim Dean of CAHSS, Dr. Moffitt will lead the College in advancing excellence in teaching, research, and service. She will work collaboratively with colleagues across campus to promote innovative interdisciplinary teaching and research. Dr. Moffitt will supervise the College’s planning and budget development; oversee teaching, research, outreach, and administration within the College; develop and promote activities that support a diverse faculty; and oversee faculty development, promotion and tenure, and appointments. She also will participate in campus-wide shared governance processes, serve as a member of the university’s leadership team, and provide effective leadership and support to students, faculty, and staff as the UMBC community continues to face the challenge of the COVID-19 pandemic.</span></div><div><span>Dr. Moffitt will build on the remarkable legacy of Dean Scott Casper, who will step down as dean on August 17 to become Dean Emeritus and President of the American Antiquarian Society.</span></div><div><span>UMBC is very fortunate to have someone of Dr. Moffitt’s impressive experience, abilities, and talent to serve as Interim Dean of CAHSS. <Title>Plans for returning back to UMBC campus</Title>

    <div class="html-content"><span>Dear Faculty and Staff,</span><br><br><span>We deeply appreciate the determination and care you brought to your work this spring and, as the summer begins, we know that you are eager to hear about how UMBC will support our students, faculty, and staff as we prepare for fall semester. While much remains uncertain, we would like to share with you the </span><a href="https://t.e2ma.net/click/va6cue/7ngzcbc/b3mxcz" rel="nofollow external" class="bo"><strong>Retrievers Return Roadmap</strong></a><span> that outlines the principles, assumptions, and strategies that will guide the gradual return to campus. </span><br><br><strong>The health and safety of students, faculty, staff, and the surrounding community remain at the forefront of all of our planning considerations. </strong><span>UMBC’s plan to reopen our campus will be grounded in the best available scientific and medical information and adhere to guidance and constraints provided by federal (including CDC and OSHA), state, and local government officials, as well as the </span><a href="https://t.e2ma.net/click/va6cue/7ngzcbc/rvnxcz" rel="nofollow external" class="bo">University System of Maryland</a><span>. Our Roadmap is based on current knowledge and assumptions about what is possible, and we recognize that it will likely evolve as the environment changes.</span><br><br><strong>UMBC’s commitment to shared governance will inform every stage of our planning process. </strong><span>We will continue to engage the campus community broadly, through participation on planning groups, frequent communication, and solicitation of input as plans are developed.</span><br><br><strong>We are planning for UMBC to return to campus in a measured and closely monitored way. Most courses will continue to be delivered virtually, with fewer undergraduate and graduate courses offered either fully or partially in-person this fall.</strong><span> The courses offered in-person will meet two specific criteria: (1) courses required for majors and graduate programs that need special spaces, facilities, and equipment; and (2) courses designed to help build a connection between new students and the campus. For public health reasons, there will be reduced numbers of students living on campus, and we are currently determining who will be given priority for the limited space available.</span><br><br><strong>Most faculty and staff will continue to telework during the fall semester. </strong><span>We thank all of our colleagues for your quick work to move both academic and business processes online, from teaching and advising to the PMP and training. We will identify those offices and functions that need to operate on the physical campus, and we will consider plans to return these functions to the campus with appropriate precautions. These measures will include mandatory use of appropriate PPE, enhanced cleaning services and access to hand sanitizing, physical distancing, training and education, and continued use of remote meetings. Supervisors will be encouraged to be flexible and provide support and alternatives when it is feasible to do so.</span><br><br><strong>While the location and mode of our work together is changed during pandemic, students will continue to have a distinctive experience centered on their success and well-being. </strong><span>Hallmarks of the UMBC student experience—including innovative teaching and learning, mentoring, career-building experiences, and student organizations and social life—will continue to be available to students as they learn from anywhere and everywhere. Given that the majority of fall classes will be fully or partially online, we are taking steps to provide additional resources and training for faculty to support the success of our students. </span><br><br><strong>Our preparations for the fall semester will also give special attention to the diverse needs of faculty, staff, and students. </strong><span>We understand that individuals have varying needs for access and support, and our planning will take that into consideration. There will be continued opportunity for faculty and staff to ask questions and provide input through shared governance and administrative channels. </span><br><br><strong>Finally, we understand that recovery is a dynamic process, not a single milestone. </strong><span>Our Roadmap is based on current knowledge and key assumptions about what is possible. We recognize that our plan may evolve as circumstances change, and we will adapt accordingly.</span><br><br><span>We understand that many of you would like to have more details and certainty than can be provided at this time. Please know we are committed to continued, frequent communication as plans evolve and more information is available. <Title>Black Scholars Promoted to Full Professor at UMBC</Title>

    <div class="html-content"><p>The University of Maryland, Baltimore County has promoted three African American faculty to the rank of full professor. The promotions take effect on July 1, 2020.</p><p><strong><img src="https://jbhe-bruconpublishing.netdna-ssl.com//wordpress/wp-content/uploads/2020/04/meadows.jpg" alt="" width="100" height="100" style="max-width: 100%; height: auto;">Tyson King-Meadows</strong> is currently an American Council on Education Fellow at Case Western Reserve University and will become a full professor in the department of political science. Dr. King-Meadows is a graduate of North Carolina Central University and earned his doctorate in political science from the University of North Carolina at Chapel Hill. He formerly served as chair of the Africana studies department and was associate dean in the College of Arts, Humanities, and Social Sciences at the University of Maryland, Baltimore County.</p><p><strong><img src="https://jbhe-bruconpublishing.netdna-ssl.com//wordpress/wp-content/uploads/2020/04/Kimberly-Moffitt-July-2019-200x300-1.jpg" alt="" width="100" height="100" style="max-width: 100%; height: auto;">Kimberly Moffitt</strong> will become a full professor in the doctoral program in Language, Literacy, and Culture which she currently chairs. Dr. Moffitt earned a bachelor’s degree in political science and government from the University of North Carolina at Charlotte, a master’s degree in communication from Boston University, and a doctorate in mass communication and media studies from Howard University in Washington, D.C. She is also past president of the university’s Faculty Senate. Professor Moffet has been co-editor of four books including <em><a href="https://www.amazon.com/gp/product/0815636407/ref=as_li_qf_asin_il_tl?ie=UTF8&amp;tag=thejouofblain-20&amp;creative=9325&amp;linkCode=as2&amp;creativeASIN=0815636407&amp;linkId=f0593b76eef4fa44cf0c130323231e83" rel="nofollow external" class="bo">Gladiators in Suits: Race, Gender, and the Politics of Representation in Scandal</a> </em>(Syracuse University Press, 2019).</p><p><strong><img src="https://jbhe-bruconpublishing.netdna-ssl.com//wordpress/wp-content/uploads/2020/04/Shawn-Bediako.jpg" alt="" width="100" height="100" style="max-width: 100%; height: auto;">Shawn M. Bediako</strong> was appointed full professor in the department of psychology. He will be the first African American to achieve that rank in the department’s history. Dr. Bediako completed his bachelor’s degree at the University of Central Arkansas and earned a master’s degree in community psychology from Florida A&amp;M University. He earned a second master’s degree and a doctorate in social/health psychology from Stony Brook University in New York. If this situation changes, we will share the latest updates on this page. UHS is in contact with the Baltimore County Health Department regarding responding to the threat and will continue to consult when the need arises.</p><h5>Travel Information</h5><p>The Centers for Disease Control and Prevention (CDC) has issued <a href="https://www.cdc.gov/coronavirus/2019-ncov/travelers/index.html" rel="nofollow external" class="bo">new travel guidance</a> and UMBC is updating its recommendations accordingly. The CDC identifies three levels of travel advisories: Warning Level 3 (avoid all non-essential travel); Alert Level 2 (practice enhanced precautions); and Watch Level 1 (practice usual precautions).</p><p>There are currently four countries with Warning Level 3 advisories for COVID-19: China, South Korea, Italy, and Iran. Due to these elevated advisories, UMBC students are not permitted to travel to these countries on university business at this time. We also strongly discourage faculty and staff business travel to these countries while the elevated advisories are in effect.</p><p>UMBC will suspend student travel to any other country that is elevated to a Warning Level 3 advisory by the CDC. We are closely monitoring the situation in Japan (Level 2) and students studying abroad in countries with an Alert Level 2 should be prepared to return to the U.S. should circumstances change.</p><p>Decisions to suspend a program and instructions on next steps will be communicated directly to impacted students and their designated emergency contacts. Students planning to travel abroad in the summer or fall will also receive further communication from the Office of International Education Services.     <p><strong><span>The Richard Macksey National
    Undergraduate Humanities Research Symposium</span></strong><span> provides hundreds of students across all fields
    of the humanities the opportunity to share their work in the professional
    presentation style most common to their fields. Attendees also participate in
    professionalization and recruitment events during the three-day symposium.</span></p>

    Undergraduate Humanities Research Symposium</strong> will take place April 3-4,

<Title>Remembering Congressman Elijah E. Cummings</Title>
<Tagline>Maryland Congressman and Civil Rights Champion Passes Away</Tagline>

    <div class="html-content">On Thursday, October 17, 2019, Congressman Elijah E. Cummings passed away. He leaves behind a vibrant legacy of service in civil rights. The State of Maryland had a dedicated servant and inspiring leader in Cummings. Congressman Cummings worked tirelessly for the State of Maryland, including famously defending his hometown of Baltimore against inflammatory remarks made by our Nation's Leader. Congressman Cummings sponsored/co-sponsored legislation such as the FAFSA Fairness Act of 2018 and the Harriet Tubman Tribute Act. Our thoughts are with the family and friends of Congressman Cummings during this difficult time.
