    are almost a week into the implementation of PeopleSoft Finance 9.2.  THANK YOU ALL for your patience as the
    glitches and bumps in the upgrade have been smoothed out.</p>
    
    <p>Financial
    Services and DoIT have created a handy FAQ guide to help users resolve some of
    the access issues in both 9.2 and the REX Finance Reporting platforms.  We will post these and update with new tips
    in <a href="https://wiki.umbc.edu/display/TAP/Toolkit+for+Administrative+Professionals" rel="nofollow external" class="bo">TAP</a> for easy
    reference.  To receive email updates from
    the REX and 9.2 update pages in TAP, click on the Watch link.  It is the eyeball icon located in the top
    right corner of all TAP pages. </p>
    
    <p>To expedite any issues in 9.2 or REX Finance,
    please include the full navigation path and parameters (and error if one is
    generated) or a screen shot attachment within the RT ticket so we can recreate
    and research the problem.  There are now
    dedicated RT links for <a href="https://financialservices.umbc.edu/contact-us/fsa-help/" rel="nofollow external" class="bo">9.2</a> and <a href="https://rex.umbc.edu/rex-general-request/" rel="nofollow external" class="bo">REX Finance Reports</a>. </p>

    HINTS AND FAQs:</span></strong></p>

      version of your internet browser, especially if using Chrome to avoid
      performance/other issues in 9.2.</p>

      reports because the drop down menus are non-responsive, make sure you are
      using the most up to date version of Internet Explorer.</p>
      <p> </p>
      
      <p><span>●<span>      </span></span><span>In cases where the system navigates you
      outside of the WorkCenter, t</span>he Navigator Bar (located on top right hand corner of any page, which looks like a
      compass will bring up a right hand side menu) can be used to quickly pull up the
      WorkCenter tiles - instead of going to the Homepage first. The Navigator can
      be used to access pages, too, in addition to the tiles.</p>
      <p><span>●<span>      </span></span>When working from
      within a WorkCenter, to expand your view on the central page, click on the
      &lt;&lt; icon in the top right hand corner of the WorkCenter navigation pane
      (on the left hand side). This will hide the WorkCenter navigation. To bring
      it back, click on the &gt;&gt; icon that took its place while hidden.</p>

    <div class="html-content"><p><strong>MEMORANDUM</strong></p><p>Date: March 22, 2018</p><p>To: UMBC Campus Community</p><p>From: Linda Rothfus, Manager, Business Services</p><p>Re: New electronic Payment Request Form</p><p>Today begins the use of the new electronic <strong>Payment Request Form</strong> in PeopleSoft 9.2. Business Services will no longer accept any paper Payment Request Forms and if Accounts Payable/Business Services does receive them, we will return them to the preparer asking them to complete the new electronic <strong>Payment Request Form</strong>.</p><p>Instructions for completing the <strong>Payment Request</strong> can be found here: <a href="https://financialservices.umbc.edu/9-2-training/#ACCESS" rel="nofollow external" class="bo">Training Website.</a></p><p>In addition, the updated <a href="https://businessservices.umbc.edu/files/2018/02/2018expense_statement.xls" rel="nofollow external" class="bo">UMBC Request for Reimbursement Form(Travel)</a> will only be used for travel. <Title>Changes to NSF Fastlane/Research.gov Accounts</Title>

    <div class="html-content"><p><span>Dear Colleagues:</span></p>
                 <p><span>The National Science Foundation (NSF) is making major
                 changes to the way the research community registers for NSF accounts and
                 maintains account and user profile information in FastLane and Research.gov.
                 Effective March 26, 2018, NSF is introducing a new centralized and streamlined
                 account registration process in Research.gov for the research community that
                 will provide each new user with a single profile and unique identifier (i.e.,
                 NSF ID) for signing in to FastLane and Research.gov for proposal and award
                 activities.</span></p>
                 <p><strong>New
                 Functionality</strong></p>
                 <p><span>The new account
                 management functionality will:</span></p>
                 <ul><li><span>Allow users to create
                     and self-manage accounts, including personal information and role
                     requests;</span></li><li><span>Eliminate the need for organizational Administrators to
                     create accounts and maintain profile information for their users, allowing
                     Administrators to focus on managing roles for their organizations through
                     a dashboard with functions to approve, disapprove, assign, and remove
                     roles; and </span></li><li><span>Replace the existing FastLane and Research.gov account
                     management functions. </span></li></ul>
                 <p><strong>Existing NSF Accounts</strong></p>
                 <p><span>Existing NSF account holders, including Grants.gov and
                 Application Submission Web Service (ASWS) users, will be migrated to the new
                 account management system through a simple, one-time operation when initially
                 signing in to FastLane or Research.gov after the new functionality is released.
                 Account holders will be required to verify information to transfer it to the
                 new system. Each user will have one NSF ID per the Proposal &amp; Award

                 <ul><li><span>When a proposal is submitted to NSF on or after March
                     26, 2018, through Grants.gov and ASWS, the NSF system will cross-check the
                     DUNS number and organization name with NSF records. </span></li><ul><li><span>If there is no match to the DUNS number and/or
                         organization name, the proposal will be rejected and the PI/AOR listed on
                         the proposal submission will receive an email notifying that the proposal
                         submission was not accepted by NSF.</span></li><li><span>Currently, for proposals submitted via Grants.gov or
                         ASWS, the NSF system registers organizations and will allow proposal
                         submission in cases where there is a mismatch of the DUNS number and/or
                         organization name with NSF records; however, this will no longer be
                         possible effective <span><span>March 26, 2018</span></span>. </span></li></ul></ul>
                 <p><strong>New NSF Registration Requirements
                 for Organizations</strong></p>
                 <ul><li><span>Organizations new to NSF will also register via the
                     account management system in Research.gov.</span></li><li><span>New organizations will be able to register directly

                 <p><strong>Planned Releases</strong></p>
                 <p><span>The
                 new centralized account management functionality is being released first to the
                 Administrator, PI, AOR, Sponsored Project Officer (SPO), Graduate Research
                 Fellowship Program (GRFP) Coordinating Official and Financial Official, and
                 Award Cash Management Service (ACM$) groups. NSF plans to eventually expand the
                 new functionality in the future to additional groups including proposal
                 reviewers, GRFP applicants, and NSF staff.</span></p>
                 <p><strong>Training
                 Resources</strong></p>
                 <p><span>NSF
                 is currently finalizing new account management training resources such as job
                 aids, Frequently Asked Questions (FAQs), and instructional videos. These
                 materials will soon be available on an “About Account Management” page
                 accessible on the Research.gov homepage.</span></p>

<Title>NIH Salary Cap Effective 1/7/18</Title>

    <div><div>Per <span>NOT-OD-18-137:</span></div><div><span><p>Since
     1990, Congress has legislatively mandated a limitation on direct salary
     for individuals under NIH grant and cooperative agreement awards 
    (referred to here as a grant). The mandate appears in the annual 
    appropriation act that provides authority for NIH to incur obligations 
    for a given Fiscal Year (FY). At this time, NIH has not received a FY 
    2018 appropriation, and is operating under a Continuing Resolution, the 
    "Continuing Appropriations Act, 2018" (<a href="https://www.congress.gov/bill/115th-congress/house-bill/601?q=%7B%22search%22%3A%5B%22hr+601%22%5D%7D&amp;r=1" rel="nofollow external" class="bo"><u>Public Law No: 115-56</u></a>), that applies the terms and conditions of the Consolidated Appropriations Act, 2017. </p><p>The
     Consolidated Appropriations Act, 2017, restricts the amount of direct 
    salary to Executive Level II of the Federal Executive pay scale. The 
    Office of Personnel Management has recently released new salary levels 
    for the Executive Pay Scale. <strong>Effective January 7, 2018, the salary limitation for Executive Level II is $189,600.</strong></p><p>For awards issued in those years that were restricted to Executive Level II (see <a href="https://grants.nih.gov/grants/policy/salcap_summary.htm" rel="nofollow external" class="bo"><u>Salary Cap Summary, FY 1990 – FY 2017</u></a>),
     including competing awards already issued in FY2018, if adequate funds 
    are available in active awards, and if the salary cap increase is 
    consistent with the institutional base salary, grantees may rebudget to 
    accommodate the current Executive Level II salary level. However, no 
    additional funds will be provided to these grant awards.</p><p>Once the 
    Department of Health and Human Services Appropriation for FY 2018 is 
    enacted, NIH will publish the annual Notice of legislative mandates to 
    provide information on any statutory provisions that limit the use of

    <h2>What is a Preliminary Proposal? </h2>
    
    <p> </p>
    
    <p>Preliminary proposals, sometimes referred to as white
    papers” or “pre-proposals,” are concise, preliminary descriptions of projects
    that are submitted to funding agencies. Funding agencies use preliminary
    proposals (1) to determine whether potential projects address their funding
    priorities, and/or (2) to gather information on specifictopics.</p>
    
    <p> </p>
    
    <p><u>Funding Agency Guidelines</u></p>
    
    <p><u><span> </span></u></p>
    
    <p>Funding agency guidelines regarding Preliminary Proposals
    vary. Other information may be requested, in addition to project descriptions,
    such as strategies, partnerships and cost estimates. Some agencies require
    Preliminary Proposals to be submitted by the University’s Office of Sponsored
    Programs and others require them to be submitted by the Principal Investigator
    (PI). </p>
    
    <p> </p>
    
    <p><u>What Proposals Require UMBC Approval &amp; Routing? </u></p>
    
    <p> </p>
    
    <p>The question occasionally arises as to whether or not a
    “preliminary proposal” requires authorizing approval of the institution prior
    to submission. </p>
    
    <p> </p>
    
    <p>If the submission meets any of the following criteria, it is
    not a preliminary proposal, and should berouted:</p>
    
    <p> </p>
    
    <p><span><span>·<span>        
    </span></span></span><span>The
    submission has a specific budget that would serve as the basis for anaward,</span></p>
    
    <p><span> </span></p>
    
    <p><span><span>·<span>        
    </span></span></span><span>The
    submission includes an irrevocable commitment of UMBC resources,</span></p>
    
    <p><span> </span></p>
    
    <p><span><span>·<span>        
    </span></span></span><span>The
    submission is going toindustry,</span></p>

    </span></span></span><span>The
    submission includes items that require institutional approval like a reduced or
    waived F&amp;A rate; or </span></p>

    there are any restrictions on IP ownership or publication rights. </span></p>
    
    <p> </p>
    
    <p>If any of the above criteria are met, then create a preliminary
    proposal in Kuali using proposal type “<strong>Pre
    Proposal</strong>”, and rout it as you would a regular proposal. The user can change
    the Kuali proposal type to “New” if and when the preliminary proposal becomes
    an actual project.<span>  </span>If none of the above
    criteria are met, then the preliminary proposal does not require routing.<span>  </span>The Office of Sponsored Programs requests an information
    copy. <span> </span></p>
    
    <p> </p>
    
    <p>Should a proposal be submitted to a sponsor without UMBC
    institutional approval, the proposal may be rescinded and/or award declined.</p>
    
    <p> </p>
    
    <p>Preliminary proposals submittals should also include the

    <p><strong><span>SUBJECT</span></strong><span>: OSP Deadline for Proposal
    Submissions </span></p>
    
    <p><span>OSP
    requests that you deliver your full, ready to submit extramural funding
    proposal to the Office of Sponsored Programs at least <strong>three (3) UMBC
    business days prior to the submission deadline.</strong> This 3-day period
    should help to eliminate most errors in processing. OSP will review and
    submit your proposal. If any changes are needed, OSP will communicate those
    changes to your unit.</span></p>
    
    <p><span>An “<strong><span>expedited review</span></strong>” is
    available to assist principal investigators in the proposal application
    process to allow an internal review at the Office of Sponsored Programs
    (OSP) to occur <u>before</u> the application is fully completed.
    This expedited review requires only the cover page, abstract, detailed
    budget and budget justification, and any necessary documentation such as
    IACUC or IRB approval/application letters as well as budgets, scope of work,
    sub-award commitment form and commitment letters for any subcontracts included
    in the project. A copy of the <strong><span>complete</span></strong> proposal
    must subsequently be submitted to OSP three UMBC business days prior to the
    sponsor deadline.</span></p>
    
    <p><strong><span>Kuali
    Proposal and Budget</span></strong><span> <strong>System</strong> now provides the opportunity for the PI and
    Department Administrator to work with the OSP Support Staff <em>at any stage of
    proposal development process</em> and <em>before</em> the proposal is submitted
    for signature approvals. OSP suggests everyone take advantage of collaborating
    early with your OSP Support Person on your project and budget.<span>   </span></span></p>
    
    <p><span>On-time submissions gives OSP a chance to complete a full review.
    Late submissions may lead to errors and omissions and can result in your
    proposal being rejected for funding by the sponsoring agency.<span>  </span></span></p>
