Looks like states are seeking to close down prisons. The US, after all, has the highest incarceration rate, and keeping prisoners in prisons is very costly. The states seek to reduce the incarceration rate (decreased rate of imprisonment), hike taxes, or allow for early release of prisoners.
And it looks like privatized prisons aren't working for the budget. Arizona's prison population increased drastically, and it paid more for inmates in private prisons than for those in state facilities. So privatization of prisons isn't a viable alternative.
