Need help to fill out tax form french student with a treaty

Hello,

I am a french student athlete at umbc and I need help to fill out my tax form. My country has a tax treaty with the usa so basically I shouldn't pay any tax and since UMBC is "really organized", they took the tax away from my scholarship. so I needed to fill out the paperwork in order to get my money back. Does anyone know about this ? thank you
