<Title>Parking Services to Relocate to 900 Walker Ave</Title>
<Tagline>Parking offices closed August 12 &#8211; 14</Tagline>

    <div class="html-content"><div>Parking Services will relocate to 900 Walker Avenue on Monday, August 12. This move will require the parking office to remain closed from August 12 – 14. Parking enforcement will continue without interruption during the move. Faculty, staff, and students will still be able to access the online <a href="http://umbc.nupark.com/portal" rel="nofollow external" class="bo">parking portal</a> during the closure. </div><div><br></div><div>The office will resume limited activities on Thursday, August 15. At this point, you will be able to contact Parking Services staff members via email and phone. We will begin accepting in-person customers on Monday, August 19. We ask for your patience during this process as we complete the location transition. If you need anything, including parking codes, daily permits, or any other in-person service, we ask that you contact us by noon on Friday, August 9. </div><div><br></div><div>We thank you for your patience during this process. <Title>Announcing Leadership Transitions</Title>

    <div class="html-content"><div>Dear UMBC Community, </div><div><br></div><div>Please join me in congratulating Vice Provost and Dean for Undergraduate Academic Affairs Katharine Cole, who will be retiring effective January 1, 2025. Cole retires after seven years in the role and 12 years with the University System of Maryland. </div><div><br></div><div>Since 2017, Cole has had many accomplishments as vice provost and dean in the Division of Undergraduate Academic Affairs. Cole envisioned and established the university’s Academic Success Center, a one-stop center for student academic support services. The Academic Success Center currently houses all university-wide tutoring, the Writing Center, Academic Alerts, the Office of Academic Advocacy, and in collaboration with the College of Engineering and Information Technology, a Computing Success Center serving all majors. </div><div><br></div><div>In collaboration with Enrollment Management, Cole wrote and received funding for a two-year grant from the University Innovation Alliance to create the UMBC Students Transferring and Redefining Success (STARS) program. A combined effort among the University Innovation Alliance, Undergraduate Academic Affairs, Enrollment Management, and Student Affairs, this program provides scholarships, academic support, a sense of community and belonging, and major exploration for UMBC STARS. </div><div><br></div><div>Working with the Council of Deans, Undergraduate Program Directors, and Faculty Senate, some of Cole’s additional meaningful accomplishments include the establishment and co-leadership of a university-wide Transfer Student Success committee; major revisions to the academic policy for Arbitrary and Capricious Grading; changes to the university’s Latin Honors policy; the acceptance of military coursework for veterans; the implementation of mandatory incomplete grade contracts between students and faculty; the elimination of the university’s requirement mandating non-academic credits for physical education courses; and the development and implementation of a 90-credit degree audit graduation check for all students. </div><div><br></div><div>We are grateful to Cole for her many years of service to UMBC and the Division of Undergraduate Academic Affairs. Please join me in expressing our deepest thanks and congratulations to Cole on a wonderful career and best wishes for a happy retirement! </div><div><br></div><div>I am also pleased to announce that effective September 1, 2024, Stephen Freeland will be serving as interim vice provost and dean for Undergraduate Academic Affairs. </div><div><br></div><div>Freeland joined UMBC in 2001 and is a professor in biological sciences. He left UMBC for a brief time in 2009, when he joined the NASA Astrobiology Institute at the University of Hawaii. He returned to UMBC in 2013 as director of the Individualized Study Program, where he has served ever since. In 2021, Freeland also became associate dean for Undergraduate Academic Affairs. </div><div><br></div><div>Freeland holds a Ph.D. in genetics from Cambridge University. Prior to his Ph.D., he received a M.S. in biological computation at the University of York and a B.A. in zoology at Oxford University. In recent years, Freeland’s research into life’s origins and early evolution has been completed by increasingly working with federal and philanthropic funding agencies to form and develop interdisciplinary teams of scientists in the United States and around the world. Freeland has received multiple honors, including the Trotter Prize in 2019 for “pioneering contributions to the understanding of the role of information, complexity and interference in illuminating the mechanisms and wonder of nature.” He was also elected a fellow of the American Scientific Affiliation in 2021. </div><div><br></div><div>Please join me in congratulating Freeland on his new appointment.     <div class="html-content"><div>Dear UMBC Community, </div><div><br></div><div>This past May, <a href="https://my3.my.umbc.edu/groups/announcements/posts/142176" rel="nofollow external" class="bo">we shared with you</a> the very sad news that Antonio Moreira, UMBC’s long-servicing vice provost for academic affairs, had died. I want to again recognize the impact of Tony’s contributions to UMBC and the tremendous loss the community has experienced. </div><div><br></div><div>Since May, the vice provost for academic affairs position has been vacant. I am pleased to announce the appointment of Professor Margaret Re as interim vice provost for academic affairs, effective August 1, 2024. Professor Re has been the associate provost for academic affairs since July 2022. </div><div><br></div><div>Reporting directly to the provost, as interim vice provost for academic affairs, Professor Re will advance UMBC’s mission by supporting the academic program review process, new program development, and instructional space use and planning, among other activities. To carry out these responsibilities, Professor Re will collaborate with divisions, academic units, and colleges across UMBC. </div><div><br></div><div>Professor Re joined UMBC in 1997 and is a professor of visual arts. She holds an M.F.A. in graphic design from the University of Michigan, Ann Arbor, and a B.F.A. in communication design from Virginia Commonwealth University. </div><div><br></div><div>Her research interests include typography, design history, and women and design. A former START and Research and Creative Achievement Council chair, Professor Re is a practicing design educator, researcher, and consultant to academic, cultural, and nonprofit institutions. She has received numerous awards and fellowships, including awards from the National Endowment for the Arts. Her scholarship has also been recognized by the American Institute of Graphic Arts, the American Association of Museums, and The Type Directors Club. </div><div><br></div><div>UMBC is grateful to Professor Re for her willingness to expand her capacity and continue contributing on the Academic Leadership Team in this new role. <Tagline>Welcoming a new athletics director</Tagline>

    <div class="html-content"><div>Dear UMBC Community,</div><div><br></div><div>I am thrilled to announce Tiffany D. Tucker’s appointment as Director of Athletics, Physical Education, and Recreation. She will begin her role on August 15.</div><div><br></div><div>Tiffany comes to UMBC from the University of North Carolina Wilmington (UNCW), where she has served as deputy athletics director since August 2021. Her appointment follows a nationwide search, during which she emerged as a highly experienced and accomplished athletics administrator. She is the ideal person to advance our competitive and recreational athletics program.</div><div><br></div><div>“I am beyond thrilled to embark on this incredible journey as the new athletics director at UMBC,” Tucker said. “As an athletics leader, my mission is to create a vibrant, infectious atmosphere that empowers student-athletes, coaches, and staff to reach unprecedented heights. I am committed to fostering best-in-class excellence in competition, the classroom, and the campus community.”</div><div><br></div><div>Tiffany’s record of achievements demonstrates a stunning commitment to inclusive excellence. She serves on the Minority Opportunities Athletic Association Membership Committee and the Women Leaders in College Sports Education and Professional Development Committee. In 2015, the United States Olympic Committee selected Tiffany to participate in the Ethnic Minority Women in Coaching Leadership Program in Colorado Springs. She is a member of the National Association of Collegiate Directors of Athletics and Women Leaders in College Sports.</div><div><br></div><div>Several years ago, Tiffany organized a National Girls &amp; Women in Sports Day Leadership Summit to celebrate the successes and achievements of female athletes. She served as chair of the Colonial Athletic Association Family: United for Change Committee, helping develop a strategic direction and providing an opportunity for institutions to share resources related to anti-racism and social justice efforts. In 2021, she was recognized by <em>Sports Illustrated</em> in <a href="https://www.si.com/college/2021/12/20/tiffany-tucker-unc-wilmington-deputy-athletic-director-100-influential-black-women" rel="nofollow external" class="bo">Elle-evate: 100 Influential Black Women in Sports</a>. A year later, she was named <a href="https://womenleadersinsports.org/WL/WL/For_Members/Nell_Jackson_Administrator_of_the_Year_Honorees.aspx" rel="nofollow external" class="bo">Nell Jackson Nike Executive of the Year by Women Leaders in College Sports</a>. She was honored by the Hampton University Office of Alumni Affairs for inclusion in the Forty Under 40 Alumni Recognition Society for 2020.</div><div><br></div><div>A standout athlete at the University of North Carolina at Chapel Hill, where she was a four-year member of the women's basketball squad, Tiffany brings a deep understanding of the commitment and focus required to compete at the Division I level, as well as the support student-athletes need to thrive academically and athletically.</div><div><br></div><div>Tiffany has taken on increasingly challenging leadership roles throughout her distinguished career, establishing herself as a champion of equity-based athletic excellence in coaching and administration and student-athlete development and well-being.</div><div><br></div><div>As UNCW’s number two athletics administrator, Tiffany played key roles in developing and implementing strategic priorities, generating revenue, and leading capital projects. She placed particular emphasis on personal accountability, integrity, and compliance.</div><div><br></div><div>Before her deputy athletics director role at UNCW, she was senior associate athletics director and senior woman administrator. She built her athletic administrative skills at Elizabeth City State University, Hampton University, and South Carolina State University. She coached basketball at Allegheny College, Radford University, Francis Marion University, and Claflin University.</div><div><br></div><div>Tiffany received her bachelor’s degree in philosophy from UNC and a master’s degree in sport administration from Hampton.</div><div><br></div><div>When she joins us in August, Tiffany will be the first woman and person of color to lead the university’s athletics program. With only seven percent of Division I athletic directors being women of color, UMBC is proud to be a leader in recognizing talent like Tiffany. I feel incredibly fortunate that she has chosen us.</div><div><br></div><div>I look forward to ushering in a new era for our athletics and recreation programs that will take our students to the next level of achievement.</div><div><br></div><div>I am grateful to the search committee for their contributions to the process. To that end, July 5 will be observed as an Administrative Leave day. Timesheets for eligible Regular and Contingent II employees will be automatically coded with the administrative leave code (ADM). </div><div><br></div><div>Summer session classes will not meet on July 5. Students enrolled in summer session classes should check with their instructors for guidance on make-up dates and times. Summer camps will continue as scheduled. <Title>Response to Motor Vehicle Thefts</Title>
<Tagline>Immediate steps include increased patrols, free locks</Tagline>

    <div class="html-content"><span><p><span>Dear UMBC Community, </span></p><p><span>You have likely seen the recent notifications from UMBC police regarding motor vehicle thefts and attempted thefts on our campus. These incidents have taken place in parking garages, lots, and various streets and areas throughout the campus. It is deeply concerning that the perpetrators are targeting vehicles, particularly Hyundais and Kias, both during the day and at night. </span></p><p><span>I want to reassure you that we are treating this criminal activity with the utmost seriousness. To be clear, the safety of our community is our highest priority, and you should know that we are taking immediate steps to prevent further thefts. </span></p><p><span>Effective immediately, we have increased patrols of parking garages and lots as well as other parking spaces around campus, including around residence halls. Campus police officers will conduct hourly checks of these targeted areas in the afternoon, evening, and early morning hours. We have enlisted a private security company to provide us with additional vehicle patrols, enhancing our existing security measures.</span></p><p><span>We are also providing steering wheel locks free of charge at the UMBC Police Department for members of the campus community with university identification. Additionally, in the coming days, the university will deploy several mobile security cameras in and around parking areas to deter would-be thieves.</span></p><p><span>As always, we remind you to secure your vehicles by locking them and avoiding leaving valuables such as backpacks, purses, wallets, laptops and other electronics, and loose change inside. We also ask you to remain vigilant and attentive to your surroundings  and promptly report suspicious activity to UMBC Police.</span></p><p><span>Again, the safety and security of our campus community is my highest priority. <Title>Remembering Sheldon Caplis</Title>

    <div class="html-content"><div>The Office of Institutional Advancement is saddened to share the news that Sheldon Caplis, former vice president for Institutional Advancement and UMBC emeritus staff member, passed away on Tuesday, June 11, 2024. A member of the President’s Council from 1993 to 2008, Sheldon was a treasured colleague and mentor who was instrumental in moving our alumni relations, fundraising, and marketing and communications to new levels of success. </div><div><br></div><div>Sheldon believed deeply in education and was passionate about philanthropy. The team he built at UMBC met challenging goals and helped establish many initiatives that are part of the campus fabric today. He guided the university in securing its first charitable gift of $1 million, and was especially proud to be a champion for the creation of the award-winning <em>UMBC Magazine</em>. During his tenure, he led a seven-year, $66-million fundraising campaign that exceeded its ambitious goal by $16 million.</div><div><br></div><div>Sheldon came to UMBC from the University of Baltimore, where he served in a variety of positions, eventually becoming the vice president for development from 1972 to 1973. He retired from UMBC in 2008 and went on to be the director of community relations at One Main Financial from 2008 to 2016 and the founder of Caplis Consulting. He was also the chair of the The Associated: Jewish Federation of Baltimore’s Life and Legacy program.</div><div><br></div><div>Sheldon and his wife Jamie continued to support UMBC after his retirement as loyal scholarship donors. Established in June 2003 in memory of their fathers, the Joseph Caplis and Joseph Waldman Scholarship Fund supports students in the Meyerhoff Scholars Program.</div><div><br></div><div>Sheldon carried his advocacy for education beyond UMBC, serving on a variety of nonprofit and educational boards, including the Community College of Baltimore County. He was born and raised in Baltimore and received his bachelor’s degree in marketing from the University of Baltimore and his M.B.A. from Morgan State University. </div><div><br></div><div>Sheldon is survived by his wife Jamie, his son Jon, his daughter Allison, and four grandchildren. Services will be held at Sol Levinson's Chapel, 8900 Reisterstown Road, Pikesville, MD 21208, on Friday, June 14, 2024, at 12:00 p.m. Please omit flowers. <Title>Announcing Janet Rutledge&#8217;s Retirement</Title>

    <div class="html-content"><div>Dear UMBC Community,</div><div><br></div><div>Please join us in congratulating Vice Provost and Dean of the Graduate School Janet Rutledge, who has informed us of her intention to retire, effective June 30. Janet retires after 15 years in the role and 25 years with the University System of Maryland (23 of those at UMBC).</div><div><br></div><div>Under Janet’s leadership, the Graduate School has developed tremendously, and its enrollment has grown from 2,596 to 3,657. The Graduate School manages the full life cycle of a graduate student—from recruitment and admission through completion and graduation—and among Janet’s accomplishments was the creation of a graduate student development unit that focuses on issues and activities related to diversity, retention, and student success. That unit has expanded to include postdoctoral professional development. Grant funding through the National Science Foundation (NSF) Alliances for Graduate Education and the Professoriate and other sponsors spurred innovative programming that now has been institutionalized. This past year, the Mentoring Others Results in Excellence (MORE) program was launched to improve communications between faculty and graduate students.</div><div><br></div><div>A member of the faculty in the Department of Computer Science and Electrical Engineering, Janet has served previously in the Graduate School as associate dean, senior associate dean, and interim vice provost. Long dedicated to the development of students and faculty, before joining UMBC, she spent several years at the NSF, serving as the program director for the Graduate Research Fellowship Program. Janet chaired the NSF’s coordinating committee for the Faculty Early Career Development Program (CAREER). She has been very active in the graduate education community nationally and internationally, serving as a member of the Alfred P. Sloan Foundation Minority Ph.D. Program Advisory Committee and chairing the Council of Graduate Schools (CGS) Advancement Advisory Committee and the Advisory Committee on Strengthening Connections to Postgraduate Education in the Global South. She formerly served on the CGS Board of Directors, the TOEFL (English language test) Advisory Board, and the GRE (graduate admissions test) Advisory Board (serving as chair 2017 – 2018).</div><div><br></div><div>Janet’s academic career includes several years on the faculty at the University of Maryland, Baltimore and at Northwestern University. She has served as principal investigator or co-principal investigator on more than $25 million in grant funding for research and graduate education and was co-PI on NSF’s ADVANCE grant that aimed to increase the number of women faculty in STEM and support their career advancement.</div><div><br></div><div>We are grateful to Janet for her many years of service to UMBC and the Graduate School. And we extend our gratitude, as well, to Jeffrey Halverson, associate dean of the Graduate School and professor of geography, who has agreed to serve in an interim capacity as vice provost and dean for the upcoming academic year.</div><div><br></div><div>We look forward to the arrival in July of our incoming provost, Manfred H. Tony passed away May 21 after a brief battle with pancreatic cancer. </div><div> </div><div>Tony has been a trusted colleague and an academic leader at UMBC for decades, having served in the provost’s office since 1995. He has been a valued colleague and partner to me personally, as well as to all in the provost’s office and across campus. His devotion to UMBC and to academic excellence, his integrity, and his deep caring for students, faculty, and staff permeated everything he did. </div><div><br></div><div>His impact on the university has been profound, including through his leadership of Institutional Research, Analysis, and Decision Support; the Albin O. Kuhn Library &amp; Gallery; the Center for Global Engagement; the Hilltop Institute; and the Office of Accessibility and Disability Services. Over the years, he helped lead the strengthening of UMBC’s academic profile and reputation and contributed significantly to the enhancement of opportunities afforded to our students and faculty through international programs and academic partnerships. He played a major role in all academic planning and academic space planning on campus, chaired the campus IT Steering Committee, the Classroom Committee, and the UMBC Diversity Council. </div><div> </div><div>Tony joined UMBC in 1990 as professor and director of the Chemical and Biochemical Engineering Program, and he served as associate dean of what was then the College of Engineering before taking on the role of associate provost for academic affairs in 1995. He became vice provost in 1997, serving under five provosts during his tenure with the office. Throughout, Tony maintained teaching and research responsibilities and mentored many graduate students in the Department of Chemical, Biochemical, and Environmental Engineering, and he served as director of the Biochemical Regulatory Engineering program. He served on the International Board of Directors for the International Society for Pharmaceutical Engineering and as an associate editor for the Parenteral Drug Association’s <em>Journal of Pharmaceutical Science and Technology</em>. </div><div> </div><div>Tony earned a B.S. in chemical engineering from the University of Porto in his native Portugal, completed his M.S. and Ph.D. in chemical and biochemical engineering at the University of Pennsylvania, and did postdoctoral work at the University of Waterloo in Canada. He served for several years on the faculty of Colorado State University and then spent a decade in the private biopharma sector before returning to academia and joining the UMBC community. During his time in the private sector, Tony led the biotechnology development group at Merck that brought alpha interferon to the market. Since joining UMBC, he has played a major role in promoting UMBC’s international reputation, spearheading research and scholarly collaboration with the University of Porto and the country of Portugal. He was honored by the president of Portugal with the National Order of Public Education and awarded the title of Comendador. </div><div> </div><div>Tony will be long remembered for his kindness and decency as a mentor, colleague, and friend. I know his students, friends, and colleagues throughout the university and well beyond this campus will miss him deeply. </div><div><br></div><div>He is survived by his loving wife, Maria; daughters, Cecilia and Joana; their husbands, Christopher and Thomas; and four granddaughters, Danielle, Alexandra, Leanne, and Juliet. Our thoughts and condolences are with them during this difficult time.
