    <div class="html-content"><div><div>Dear UMBC Community, </div><div><br></div><div>I hope this message finds you well. I wanted to share with you some leadership transitions within Academic Affairs, specifically in the Albin O. Kuhn Library and Gallery. </div><div><br></div><div>Over the past eight years, Patrick Dawson has served as the director of the library and we are grateful for his service in this role. Effective immediately and through spring 2025, Patrick will move into a new role and support the Office of the Provost in policy development, review, and approval. </div><div><br></div><div>As we continue to reshape the direction and vision of the institution, we will be redefining this leadership role at the library. Over the next year, we will conduct a national search, supported by an executive search firm, for a dean of the university library. In the interim, we will identify an external resource to serve as an interim dean of the university library through a highly qualified pool of interim candidates from The Registry, a firm specializing in placing interim higher education leaders. You may recall that we used this same firm for the interim provost prior to my arrival. </div><div><br></div><div>I would like to acknowledge the work of Patrick and the entire library team during this time of transition and thank each of those staff members for their work in serving our UMBC community. <Title>The Passing of Professor Emeritus Thomas Seidman (1935 - 2024)</Title>

    <div class="html-content"><p><span>The Department of Mathematics and Statistics along with Dr. William LaCourse, Dean of the College of Natural and Mathematical Sciences, join the entire UMBC community in mourning the passing of Professor Emeritus Thomas Seidman on August 14, 2024.</span></p><p><span> </span></p><p><span>A native of New York, Dr. Seidman earned a B.A. from the University of Chicago, an M.A. from Columbia University Teachers College, and an M.S. and Ph.D. from New York University. He worked at Boeing Scientific Research Laboratories and Lawrence Livermore Lab in the 1960s, and held positions at UCLA, the University of Wisconsin, Wayne State University, and Carnegie Mellon University. He joined the UMBC faculty as an associate professor in 1972. In January 2017, he retired after 45 years of distinguished scholarship and service to UMBC, with wide-ranging contributions to the mathematics community.</span></p><p><span> </span></p><p><span>During his time at UMBC, Tom was an esteemed and omnipresent entity in the department. </span><span>In addition to his extensive contributions to the intellectual life of the department, Tom also played a strong role in the department. He wrote the departmental bylaws on the chair election procedure and was the promotion and tenure (P&amp;T) committee chair for a long time. In 1992, he served as the acting Chair of the Department of Mathematics and Statistics. </span></p><br><p><span>He was a prolific mathematician with well over a hundred publications (169 with 69 co-authors from MathSciNet) and a Google Scholar citation count of over 4000. His area of research was “all things applied analysis,” which included partial differential equations, control theory and semigroup theory, and was often applied to various mathematical modeling problems. </span>He also contributed to the field of operations research. <span>It was almost customary for him to kick off the math colloquium series, as well as the differential equations seminar series every semester, by being the first person to volunteer to speak. There was a special seat reserved for him in the front row of MP401 from where he would dim and brighten the room lights during seminars and colloquia. His colleagues remarked that they could always count on Tom to pose insightful questions to the speaker after the talk. </span></p><br><p><span>Despite his mathematical stature, Tom was a very friendly and unassuming colleague. Conversations with him always wound up centering around an interesting mathematical problem, whether from first year calculus or advanced functional analysis. Tom was also an enthusiastic mentor to many junior faculty. He collaborated with multiple colleagues in the department and also with many others from North America, Europe, Australia, and South America. </span>He spent the 1980-81 school year as a visiting professor at the University of Nice, and during one sabbatical, he visited seven countries on five continents. <span>Tom had an Erdős number of three. </span></p><br><p><span>Tom married his late wife, Dr. Marjorie Shriro, in 1969. He is survived by his son, Gregory, daughter-in-law, Carrie, and grandchildren, Ren and Avery. He will be greatly missed. Services for Dr. Seidman will be held at the Owen Brown Interfaith Center in Columbia, MD on Saturday, January 11, 2025. </span></p></div>

    <div class="html-content"><p>Dear UMBC Community,</p><p>Since my arrival at UMBC last year, I have had the opportunity to speak with and learn from so many of you. I want to share some staffing updates to the Division of Institutional Equity (DoIE) that come as the direct result of these conversations; our response to last spring’s Department of Justice investigation; our goal of being the best partner and resource to our students, faculty, and staff; and our shared vision of inclusive excellence at UMBC.</p><p>I am pleased to share that UMBC is following through on its commitment to build DoIE and the resources that are so needed on our campus. For those unfamiliar with our division, I’d like to share <span><a href="https://umbc.box.com/s/sks4682ukts7epdxy8mkda05dnpj3n21" rel="nofollow external" class="bo">the DoIE organizational chart</a></span> and an overview of some recent changes, along with exciting hires:</p><ul><li><strong>Equity and Civil Rights (ECR)</strong> – This existing office is responsible for managing UMBC’s efforts related to <a href="https://ecr.umbc.edu/gender-discrimination-sexual-misconduct/" rel="nofollow external" class="bo"><span>Title IX</span></a> as well as other civil rights issues, including discrimination, harassment, hate, and bias.<br><br>We will welcome <strong>Marcus Foster</strong> as our inaugural assistant vice president for Equity and Civil Rights and Title IX coordinator on September 10. Marcus most recently served as assistant provost for Title IX compliance and education at Tulane University, where he oversaw the university's efforts to prevent and respond to incidents of gender-based discrimination, harassment, and retaliation. Originally from Reading, Pennsylvania, he earned his bachelor's degree in politics from Ursinus College and his Juris Doctorate from Tulane University Law School.<br><br><img src="https://umbc.edu/wp-content/uploads/2024/09/Marcus-Foster.jpg" style="max-width: 100%; height: auto;"><br>We also recently welcomed a new hearing officer, <strong>Tamara Kosic</strong>, former director and Title IX coordinator for the Office of Civil Rights and Title IX at Randolph University, and administrative assistant <strong>Irene Vizcarra</strong> ’19, who previously worked in UMBC’s Office of Financial Aid.</li></ul><ul><li><strong>Community and Culture</strong> – This unit of the division will focus on ensuring the university upholds its core value of inclusive excellence by furthering DEI (diversity, equity, and inclusion), belonging, and social justice initiatives for students, faculty, and staff.<br><br>I am pleased to share that on September 9, we will welcome <strong>Jasmine Lee</strong> as our inaugural associate vice president for Community and Culture, and as co-director of the newly-created Center for Social Justice Dialogue. Jasmine most recently served as vice president of equity and inclusive excellence at Goucher College, where she worked with students, staff, and faculty to create inclusive campus environments through programming and strategic leadership. Prior to Goucher, she served as director of inclusive excellence and Initiatives for Identity, Inclusion, and Belonging (i3b) at UMBC. She earned her bachelor’s of social work degree from Eastern Michigan University, a master’s of social work from the University of Michigan, and her Ph.D. from Michigan State University.<br><br><img src="https://umbc.edu/wp-content/uploads/2024/09/Dr.-Jasmine-Lee.jpg" style="max-width: 100%; height: auto;"><br><br>We also recently welcomed <strong>Ciara Christian</strong>, M.A. ’18, Ph.D. ’22, former acting director of i3b, and <strong>Adam Watkins </strong>’17, former administrative assistant for i3b. Ciara will serve as co-director of the Center for Social Justice Dialogue, which is focused on facilitating and training others to facilitate and engage in constructive conversations and critical dialogues across differences. Adam will serve as administrative assistant for the center.<br></li></ul><p>This restructuring and new hiring represent the significant investment UMBC is making in this important work.     <div class="html-content"><div>Dear UMBC Community,</div><div><br></div><div>The Office of Equity and Civil Rights (ECR) has been working hard to update university policies to ensure compliance and to create the most inclusive and accessible environment for the entire UMBC community. I write to share that a number of new interim university policies have been created, and I invite you to read more about each policy by following the links.</div><div><br></div><div><a href="https://ecr.umbc.edu/interim-policy-on-sex-discrimination-sex-based-harassment-and-sexual-misconduct-august-1-2024/" rel="nofollow external" class="bo">Interim Policy on Sex Discrimination, Sex-Based Harassment, and Sexual Misconduct </a></div><div>This policy applies to discrimination on the basis of sex, sex-based harassment (including sexual assault, domestic violence, dating violence, and stalking), sexual misconduct, and retaliation that occurs on or after August 1, 2024, and outlines the university's process for responding to and resolving reports of such conduct. </div><div><br></div><div>Key Provisions:</div><div><ul><li>The scope of who is a mandated reporter now includes all employees (including student employees) who are not otherwise designated as a confidential resource.</li><li>All employees who become aware of information that may fall under this policy must 1) provide the disclosing individual with the Title IX coordinator’s contact information and information about how to make a complaint and 2) report the information to ECR at <a href="mailto:ecr@umbc.edu">ecr@umbc.edu</a>; 410-455-1717; or via the <a href="https://umbc-advocate.symplicity.com/titleix_report/index.php/pid398266?" rel="nofollow external" class="bo">online reporting form</a>. </li><li>Employees may obtain resource materials from ECR to provide to a person who discloses.</li><li>Includes mandatory training obligations for all employees, starting in the fall semester.</li><li>The applicable policies for conduct that occurred prior to August 1, 2024, can be found on <a href="https://ecr.umbc.edu/policy-on-sexual-misconduct-sexual-harassment-and-gender-discrimination/" rel="nofollow external" class="bo">ECR’s website</a>. </li></ul></div><div><br></div><div><a href="https://ecr.umbc.edu/pregnancy-and-parenting-2/" rel="nofollow external" class="bo">Interim Policy on Pregnancy and Related Conditions and Parental Status</a></div><div>This policy outlines the university’s responsibility to provide reasonable modifications or accommodations for students and employees who are pregnant or experiencing related conditions, and the procedures for requesting the support. </div><div><br></div><div>Key Provisions:</div><div><ul><li>Discrimination against any applicant for admission, student, applicant for employment, or employee on the basis of current, potential, or past pregnancy or related conditions, parental, family, or marital status is prohibited.</li><li>Students or employees who need a reasonable modification or accommodation due to pregnancy should contact ECR.</li><li>Requires employees to provide a student who discloses their pregnancy or related condition with information about how to contact the Title IX coordinator to request an accommodation. </li><ul><li>Employees may obtain resource materials from ECR to provide to a student who discloses.</li><li>Employees do not need to report information about the pregnancy or related conditions to ECR.</li></ul></ul></div><div><br></div><div><a href="https://ecr.umbc.edu/faith-based-and-religious-accommodations/" rel="nofollow external" class="bo">Interim Policy on Faith-Based and Religious Accommodations</a></div><div>This policy outlines the university's obligation to provide, and the procedures for, students and employees to request academic, non-academic, and/or employment accommodations to observe faith-based or religious holidays or to participate in organized religious activities.</div><div><br></div><div>Key Provisions:</div><div><ul><li>This policy replaces the former Religious Observance Academic Policy.</li><li>The requirement to provide a reasonable accommodation extends beyond religious holidays and also applies to a student’s participation in religious activities and an employee’s conflict between their sincerely held religious beliefs and their work.</li><li>Establishes timeframes for requesting and responding to requests for academic accommodations and the factors that should be considered when determining whether an academic accommodation can be provided.</li><li>Provides information about faith-based and religious campus resources.</li></ul></div><div> </div><div>All of these policies are designated as interim to allow opportunities for shared governance review during the fall semester. <Title>Announcing Two Senior Leaders</Title>

    <div class="html-content"><span><p><span>Dear UMBC Community, </span></p><p><span>With great pleasure, I write to share the news of two key appointments in UMBC’s senior leadership team. Both are highly specialized roles, and in the two individuals who will fill them, UMBC will have the very best people to lead these areas into the future. </span></p><p><span>Following a national search supported by Major, Lindsey &amp; Africa, a leading global legal executive search firm, I have appointed </span><span><strong>Paul A. Meggett</strong></span><span> as our next general counsel, the university’s chief legal officer. Paul, who has served since 2018 as general counsel at Appalachian State University in Boone, North Carolina, has deep and broad experience in all aspects of higher education law and in leading such work at public institutions, including top-tier research universities and healthcare systems. </span></p><p><span><img src="https://umbc.edu/wp-content/uploads/2024/08/paul.jpg" style="max-width: 100%; height: auto;"></span></p><p><span>At Appalachian, Paul successfully launched a Division of Institutional Integrity comprising enterprise-wide legal, risk, and compliance functions, helping to drive institutional excellence and a comprehensive approach in those areas. Because that institution owns and operates a regulated electric utility, his experience also extended into the utility regulatory field.   </span></p><p><span>Paul’s career has spanned legal counsel in academic and healthcare systems, as well as faculty and administration roles in higher education. He spent more than a decade at the University of North Carolina at Chapel Hill, serving from 1999 to 2011 concurrently as assistant university counsel and as associate general counsel for UNC Health, an integrated healthcare system of 11 hospitals and more than 33,000 employees. Prior to his time at Appalachian, Paul served on the faculty and briefly as interim dean of the Charlotte School of Law in Charlotte, North Carolina, and he served from 2004 to 2009 as an adjunct professor of law at UNC School of Law. </span></p><p><span>Paul earned his bachelor’s degree from North Carolina State University and his law degree from UNC School of Law. After graduating from law school, he clerked for Chief Justice Burley B. Mitchell Jr. of the North Carolina Supreme Court. In 2023, Paul was awarded the John B. McMillan Distinguished Service Award from the North Carolina State Bar.</span></p><p><span>I am delighted that Paul has accepted our offer to join the UMBC community. I also am grateful to the team in our general counsel’s office, including John Burke, who has taken on a great volume and scope of work since joining the office in 2023. I know John and the team join all of us in welcoming Paul, who will begin at UMBC on September 16. </span></p><p><span>For another very specialized role, the best candidate was already in our midst. </span><span><strong>Yaakov “Jake” Weissmann </strong></span><span>’06 has been serving for nearly a year as associate vice president for government relations and community affairs. He will now assume the role of vice president, and I am thrilled that UMBC will continue to benefit from his leadership, his deep knowledge of local and state politics, and his love for UMBC. </span></p><p><span><img src="https://umbc.edu/wp-content/uploads/2024/08/Jake-Weissmann-photo-225x300-1.jpg" style="max-width: 100%; height: auto;"></span></p><p><span>Jake majored in social work and psychology at UMBC, and it was here that he became passionate about a life in public service and community engagement. Before returning to UMBC as associate vice president in 2023, he served for two years as the assistant chief administrative officer in Montgomery County and spent 14 years with the Maryland General Assembly, including two years working in the House of Delegates and 12 years in the Office of the Senate President. During his time in the state Senate, he served in many roles, including as chief of staff for two Senate presidents. </span></p><p><span>Jake earned a master’s degree in social work from the University of Maryland, Baltimore, and a law degree from the University of Baltimore. In 2023, Governor Wes Moore appointed him to the State Board of Elections. Anyone who has had the opportunity to work with Jake—and that is a great many of you, I am sure—undoubtedly have come to know how knowledgeable and talented he is, how infectious his energy is, and how his deep relationships throughout Maryland and his belief in UMBC’s mission and vision are helping to advance our goals every day. </span></p><p><span>With these two appointments, we are making great strides. Lenn and Kristy have been very thoughtful in determining how to share the additional responsibilities and attend fully to the needs of this large division and its service to the UMBC community. In broad strokes, Lenn will take on emergency management and oversee the Police Department in addition to his ongoing leadership of administrative services (including facilities, environmental health and safety, auxiliary services, and procurement). Kristy will continue her management of the budget and will oversee all financial services, as well as the university’s human resources functions.</span></p><p><span>My sincere thanks to Lenn, Kristy, and the entire team in Administration and Finance for their dedication and service every day.
