Good Afternoon,

The HRSTM team has updated the method by which prehire forms are submitted for processing, whereby a payroll preparer is now required to be listed. As the AAOU SSC serves as the payroll preparer for our units, we are going to be taking back the ownership over prehire form submissions. 

As a reminder, prehire forms are used to establish credentials and access to UMBC resources for incoming employees before their full new hire onboarding paperwork has been completed. Prehire forms remain active for 3 months, during which time the new hire paperwork must be completed and routed to HR for processing. A blank version of the prehire form can be found here:

To support the change to the process, we have added a new drop down to our RT request page called “Submit Completed Prehire Forms.” 

Please note that the prehire form, must have both the “Personal Data” section and the “Signature Authority” section completed by your unit before being submitted to the AAOU SSC for processing.

As many of you know, the FY25 working files and control numbers have been distributed by the CBO. With the current vacancy in the Associate Provost for Financial Management position, the AAOU SSC will not be as involved in the budgeting process this year, as we have been in the past. 

However, in anticipation of supporting our units on an ongoing basis and resuming our support of the working file process next March, we would like to request that when working files are being submitted to the CBO, that the AAOU SSC budget email is copied.  If the file has already been submitted and accepted by the CBO, we request that a copy of the submitted file be forwarded to us as well.

Having a copy of the accepted working file will allow us to support your budgeting process throughout the year, and will provide invaluable insight for our team when we start holding quarterly budget meetings later this calendar year.

To ensure all transactions for FY24 are processed and approved by the central office(s) FY24 year-end deadlines, and the expenses post against your FY24 budget, the AAOU SSC has developed a year-end calendar for your reference.

Please note this calendar also includes activities that are not processed via shared services, and those transactions still remain the departments responsibility to complete prior to the listed deadline. 

The AAOU SSC deadlines indicate the date in which your RT Requests must be received by shared services for processing. Please ensure all requests are submitted by or before COB on the deadline specified (unless otherwise noted) to ensure your transaction is included in your FY24 budget. 

If the deadline is missed, the transaction will still be processed, however, it will hit your FY25 budget instead of FY24.

We hope you are well and having a wonderful April so far. The AAOU SSC will be transitioning from using the REX system to FADs for March 2024 budget reports that are forthcoming. Please note that FADs reports include Fringe in their Budget to Actuals Reports, so these numbers will look somewhat different from previous months.
